President promised immediate action – Sumanthiran

President Gotabaya Rajapaksa has agreed to take immediate action for four major requests which were submitted by the Tamil National Alliance (TNA), including releasing the prisoners who were arrested under the Prevention of Terrorism Act (PTA), TNA Spokesman M.A. Sumanthiran said.
The TNA met the President on Friday (25) at the Presidential Secretariat. The meeting was scheduled to be held in July 2021 but was postponed to 25 March.
Sumanthiran said they have discussed the political solutions needed to resolve national issues through a new Constitution. Four major concerns were addressed by the President and the decisions regarding other concerns will be taken in the next meeting, he said. He further said it is expected to provide long-term solutions to all other problems in the next meeting.
He said action will be taken immediately to release the prisoners and individuals who were arrested without a charge under the PTA in the past. “We will have immediate discussions with Justice Minister Ali Sabry regarding releasing the prisoners and the Justice Minister will submit the discussion results directly to the President. After examining the discussion results, the President will take action to release them,” he added.
Further, the President has advised holding all pending cases related to land-grabbing and the public complaints regarding land-grabbing will be considered and necessary action will be taken to resolve them as soon as possible. In addition, the properties of the public will not be given to the Military, Archaeology Department or any others for any development activities, the President assured.
“Investigations will begin soon regarding the missing person case and the decision to provide Rs 100,000 for the relatives of missing persons is not compensation, but an interim relief. In addition, special development funds will be allocated for the North and East people and the President said they will take measures to attract Diaspora investments in the development of the Northern Province,” said Sumanthiran.
Meanwhile, the President’s Media Division (PMD) said the President has assured that the Government is working on a number of issues, including the release of suspects held in long-term detention, taking further action regarding suspects who have not been charged or prosecuted, the launch of a truth-finding mechanism, the amendment of the Prevention of Terrorism Act and the resolving of issues related to missing persons.
President Rajapaksa pointed out that the country can move towards development by further working together to achieve the objectives of the people, including those living in the North and East.
TNA Leader R. Sampanthan said he hopes to see the country moving towards prosperity with a political solution in a united Sri Lanka.
“We must unite as a country,” he said.
Sampanthan said it is the responsibility of everyone to work together to overcome the current challenges as one country. Sampanthan said he would like to see Sri Lanka becoming the Switzerland of the East.

நான்கு பிரச்சினைகளுக்கு விரைந்து தீர்வுகாண முடிவு
அரசியல் தீர்வு அடுத்த கட்டத்தில் ஆராய்வு;
கோட்டா – கூட்டமைப்பு பேச்சில் தீர்மானம்ஜனாதிபதி கோட்டாபய ராஜபக்rrதலைமையிலான அரசுக்கும் இரா. சம்பந்தன் தலைமையிலான தமிழ்த் தேசியக் கூட்டமைப்புக்கும் இடையில் நேரடி சமரசப் பேச்சு நேற்று ஆரம்பமாகி மூன்று மணி நேரம் நடைபெற்றது. கூட்டமைப்பு சுட்டிக்காட்டிய நான்கு உடனடிப் நான்கு பிரச்சினைகளுக்கு விரைந்து தீர்வு காணவும், அதன் பின்னர் அரசியல் தீர்வு குறித்து அடுத்த கட்டத்தில் ஆராயவும் நேற்றைய பேச்சில் இணக்கம் காணப்பட்டது.
தமிழ்த் தேசியக் கூட்டமைப்பின் பங்காளிக் கட்சிகளான இலங்கைத் தமிழரசுக் கட்சி, தமிழீழ மக்கள் விடுதலைக் கழகம் (புளொட்) ஆகிய கட்சிகளுக்கும், ஜனாதிபதி கோட்டாபய ராஜபக்சவுக்கும் இடையில் நேற்று கலந்துரையாடல் நடைபெற்றது. ரெலோ இந்தக் கூட்டத்தைப் புறக்கணித்திருந்தது.
ஜனாதிபதி ஊடகப் பிரிவின் அறிக்கை
”நாட்டை கட்டியெழுப்புவதற்காக ஒன்றிணைந்து செயற்படுவோம்” என ஜனாதிபதி கோட்டாபய ராஜபக்ஸ, தமிழ்த் தேசியக் கூட்டமைப்பிடம் கூறியுள்ளதாக ஜனாதிபதி ஊடகப் பிரிவு தெரிவிக்கின்றது.
நாட்டு மக்கள் அனைவரினதும் தலைவராக, அனைத்து மக்கள் மீதும் தாம் ஒருசேர அவதானத்தைச் செலுத்துவதாகவும் ஜனாதிபதி இதன்போது குறிப்பிட்டார்.
நீண்டகாலமாக தடுத்து வைக்கப்பட்டுள்ள சந்தேகநபர்களை விடுவித்தல், குற்றஞ்சாட்டப்பட்டு வழக்குத் தொடரப்படாத சந்தேக நபர்கள் தொடர்பில் எதிர்கால நடவடிக்கைகளை முன்னெடுத்தல், உண்மையைக் கண்டறியும் பொறிமுறையை ஆரம்பித்தல், பயங்கரவாதத் தடுப்புச் சட்டத்தை மறுசீரமைத்தல், காணாமற்போனோர் தொடர்பான பிரச்னைகளுக்கான தீர்வுகள் உள்ளிட்ட பல விடயங்கள் தொடர்பில் அரசாங்கம் செயற்பட்டு வருவதாக ஜனாதிபதி கூறியுள்ளார்.
அத்துடன், தொடர்ந்தும் ஒன்றிணைந்து செயற்படுவதன் மூலம், வடக்கு – கிழக்கு உட்பட நாட்டின் அனைத்து மக்களின் நோக்கங்களையும் நிறைவேற்றி, நாட்டை அபிவிருத்தியை நோக்கி நகர்த்த முடியும் என ஜனாதிபதி சுட்டிக்காட்டினார்.
ஐக்கிய இலங்கையில் அரசியல் தீர்வின் மூலம், நாட்டை சுபீட்சத்தை நோக்கி நகர்த்துவது தமது எதிர்பார்ப்பாகும் என தமிழ்த் தேசியக் கூட்டமைப்பின் தலைவர் ஆர்.சம்பந்தன் தெரிவித்துள்ளதாக ஜனாதிபதி ஊடகப் பிரிவு கூறுகின்றது.
தாம் ஒரு நாடாக ஒன்றுபட வேண்டும். ஒரு நாடு, ஒரே மக்கள் என்று செயற்பட்டு, நாட்டின் தற்போதைய நிலைமையில் இருந்து, நாட்டை விடுவிப்பது அனைத்துத் தரப்பினரின் பொறுப்பாகும் என இரா.சம்பந்தன் தெரிவித்தார். இலங்கை, கிழக்கு சுவிட்சர்லாந்தாக மாறுவதை காண விரும்புவதாக இரா.சம்பந்தன் கூறியுள்ளார்.
நீண்டகாலமாக கைது செய்யப்பட்டு, தடுத்து வைக்கப்பட்டுள்ளவர்கள் தொடர்பில் எடுக்கப்படும் எதிர்கால நடவடிக்கைகள், நீண்டகாலமாக பயிர்ச் செய்யப்பட்ட காணிகளை விடுவித்தல், காணாமற்போனோர் தொடர்பான விசாரணைகளை முன்னெடுத்தல், புதிய அரசியலமைப்பு தமிழ் மற்றும் சிங்கள மொழிகளில் மொழி பெயர்க்கப்பட்டதன் பின்னர் அதில் சேர்க்கப்பட வேண்டிய திருத்தங்கள் தொடர்பில் கலந்துரையாடுதல், வடக்கு – கிழக்கு அபிவிருத்தி நிதியத்தை ஸ்தாபித்தல் போன்ற விடயங்கள் தொடர்பில் இங்கு அவதானம் செலுத்தப்பட்டுள்ளன.
ஜனாதிபதி செயலகத்தில் முற்பகல் 10.30 மணி முதல் பிற்பகல் 1.30 மணி வரை இந்தச் சந்திப்பு நடந்தது. ஜனாதிபதி கோட்டாபய ராஜபக்ச பிரதமர் மஹிந்த ராஜபக்ச, அமைச்சர்களான சமல் ராஜபக்ச ஜீ.எல்.பீரிஸ், அலி சப்ரி ஆகியோர் அரச தரப்பில் கலந்துகொண்டனர்.
தமிழ்த் தேசியக் கூட்டமைப்பின் சார்பில் அதன் தலைவர் இரா.சம்பந்தன், தமிழரசுக் கட்சியின் தலைவர் மாவை சேனாதிராஜா, புளொட் தலைவர் தர்மலிங்கம் சித்தார்த்தன், நாடாளுமன்ற உறுப்பினர்களான எம்.ஏ.சுமந்திரன், சிவஞானம் சிறிதரன், சார்ள்ஸ் நிர்மலநாதன், இரா. சாணக்கியன், தவராசா கலையரசன் ஆகியோர் கலந்துகொண்டனர்.
கூட்டத்தின் தொடக்கத்தில் கருத்துத் தெரிவித்த இரா.சம்பந்தன், தமிழர்களின் இனப்பிரச்சினை வரலாற்றைச் சுருக்க மாகக் குறிப்பிட்டு, அரசுகள் மாறி மாறி ஏமாற்றி வரும் வரலாற்றைத் தெரிவித்தார்.
அரசியல் தீர்வு
இரு தரப்பு கருத்துப் பகிர்வின் பின்னர், அரசியல் தீர்வு குறித்து முதலில் பேசப்பட்டது. புதிய அரசமைப்பை உருவாக்கு வதற்காக ஜனாதிபதி நியமித்துள்ள நிபுணர்குழுவின் அறிக்கை கிடைத்துள்ளது.
அது இப்போது மொழிபெயர்ப்புக்கு அனுப்பப்பட்டுள்ளது. அது வந்ததும் அதன் அடிப்படையில் அரசியல் தீர்வு குறித்து பேச்சு நடத்தலாம் என வெளிவிவகார அமைச்சர் பேராசிரியர் ஜீ.எல். பீரிஸ் கருத்து வெளியிட்டார்.
அந்த மொழிபெயர்ப்புடன் அந்த யோசனை வெளிவருவதற்கு எவ்வளவு காலம் எடுக்கும் என்று சம்பந்தன் கேட்டார். இரண்டு மாதங்கள் என்று பதில் அளிக்கப்பட்டது.
அப்படியானால், அரசியல் தீர்வு விடயத்தை இரண்டு மாதம் கழித்துப் பேசலாம். அதற்கு முன்னர் மக்களின் உடனடிப் பிரச்சினைகள் பற்றிப் பேசுவோம். அவற்றுக்குத் தீர்வு கண்ட பின்னர் அதில் இருந்து அரசியல் தீர்வு பற்றிப் பேசலாம் என்று இரண்டு தரப்பினரும் இணக்கம் கண்டனர்.
அரசியல் பிரச்சினைகள் பற்றிய பேச்சுகள் ஆரம்பமாக முன்னர் உடனடியாகத் தீர்க்கக்கூடிய பிரச்சினைகளை முன்வைத்தால் அவற்றைத் தீர்க்க நடவடிக்கை எடுப்பேன் என்று ஜனாதிபதியும் குறிப்பிட்டார். அந்த அடிப்படையில் நான்கு விடயங்கள் குறித்துப் பேசப்பட்டன.
கைதிகள் பிரச்சினை
தமிழ் அரசியல் கைதிகளின் விவரத்தைக் கூட்டமைப்புத் தூதுக்குழு சுட்டிக்காட்டியது. கூட்டமைப்பினரிடம் நேற்று அரசியல் கைதிகள் விவரம் உறவினர்களால் கையளிக்கப்பட்டிருந்தது. அந்த விவரத்தின் அடிப்படையில் 48 அரசியல் கைதிகள் 10 வருடங்களுக்கும் மேலாகத் தடுத்து வைக்கப்பட்டுள்ளமையும், இன்னும் பலர் வழக்கு தொடரப்படாமல் தடுத்து வைக்கப்பட்டிருக்கின்றமையும் தமிழ்த் தேசியக் கூட்டமைப்பால் சுட்டிக்காட்டப் பட்டது.
நீண்ட காலமாகப் பயங்கரவாதத் தடுப்புச் சட்டத்தின் கீழ் தடுத்து வைக்கப் பட்டிருக்கும் அரசியல் கைதிகள் தொடர்பில் நீதி அமைச்சர் அலி சப்ரியையும் சுமந்திரனையும் – ஒவ்வொரு கைதியின் விடயத்தையும் தனித் தனியாக ஆராய்ந்து, புதிய பரிந்துரையைக் கூட்டாகத் தமக்குச் சமர்ப்பிக்கும்படி ஜனாதிபதி கூறினார். அந்தப் பரிந்துரையின்படி தாம் நடவடிக்கை எடுப்பார் என்றார் ஜனாதிபதி.
வழக்கு இருப்பவர்களை ஒன்றும் செய்ய முடியாது, ஏனையோரை விரைந்து உடன் விடுதலை செய்ய நடவடிக்கை எடுக்கப்படும் என்று கூறப்பட்டது. அண்மையில் கைதுசெய்யப்பட்டவர்கள் கூட – குற்றச்சாட்டப்படாதோரைத் தாங்கள் விடுவித்துக் கொண்டிருக் கின்றனர் என்றார் நீதி அமைச்சர் சப்ரி. நாங்கள் தொடர்ந்து அதைச் செய்வோம், அடுத்த கூட்டத்துக்கு முன்னர் அந்தக் கைதிகளின் விடுதலையில் காத்திரமான முன்னேற்றம் இருக்க வேண்டும் என முடிவு செய்யப்பட்டது.
நில அபகரிப்பு
அடுத்து நில அபகரிப்பு சம்பந்தப்பட்ட விடயம் கூறப்பட்டது. வடக்கு, கிழக்கில் இடம்பெறும் காணி அபகரிப்பு தொடர்பில் கூட்டமைப்பினர் விலாவாரியாக எடுத்துரைத்தனர். இராணுவம் ஒரு பக்கமாகவும், தொல்லியல் திணைக்களம் ஒரு பக்கமாகவும், வன வள திணைக்களம் ஒரு பக்கமாகவும் காணி அபகரிப்பு செய்கின்றார்கள், வயல் நிலங்கள், வணக்க தலங்கள், குடியிருப்புக்கள் எனப் பல இடங்களை மக்கள் நுழையத் தடை விதிப்பதாகவும் கூட்டமைப்பினர் தெரிவித்தனர். இந்தச் சந்தர்ப்பத்தில் ஜனாதிபதியும், பிரதமரும், இப்படியான விடயத்தைத்தாம் அறிந்திருக்கவில்லை என்ற பாணியில் கருத்துத் தெரிவித்தனர்.
“இராணுவத்தினர் காணி சுவீகரிக்கிறார்களா? அவர்களுக்கு எதற்குக் காணி?’ என ஜனாதிபதி ஆச்சரியமாகக் கேள்வி எழுப்பினார்.
வயல் நிலங்களைச் சுவீகரிப்பது, மக்கள் நுழையத் தடைவிதிப்பதெல்லாம் ஏற்க முடியாத நடைமுறைகள் என ஜனாதிபதியும், பிரதமரும் தெரிவித்தனர். வடக்கு, கிழக்கில் இடம்பெறும் சகலவிதமான காணி சுவீகரிப்பையும் நிறுத்த உத்தரவிடுமாறும், இது விடயமாகக் கூட்டமைப்புடன் கலந்துரையாடல் நடத்தி அடுத்தகட்ட நடவடிக்கையை மேற் கொள்ள வேண்டும் எனவும் கூட்டமைப்பு கோரியது. உடனடியாக, அதற்கான நடவடிக்கையை எடுப்பதாக ஜனாதிபதி தெரிவித்தார்.
இராணுவத்தையோ, கடற்படையையோ, விமானப்படையையோ இனிக் காணி சுவீகரிப்பில் ஈடுபடக்கூடாது எனத்தாம் உத்தரவிட்டிருக்கின்றார் என்று கூறிய ஜனாதிபதி, அதை மீறி இனி எதுவும் நடக்காது என்றும் உறுதியளித்தார். எனினும், அத்தகைய அபகரிப்புகள் தொடர்கின்றன என விலாவாரியாக எடுத்துரைத்தனர் கூட்டமைப்பினர். அந்த விவரங்களைத் தாருங்கள்; இனிமேல் அப்படி நடக்காமல் தாம் உறுதியாகப் பார்த்துக் கொள்வார் என்றார் ஜனாதிபதி. எல்லை மீள் நிர்ணயம் செய்து, இனப்பரப்பலை மாற்றி அமைக்கும் நடவடிக்கைகளை உடனடியாக நிறுத்த வேண்டும் என்று கூட்டமைப்பினர் கேட்டுக்கொண்டதற்கு ஜனாதிபதி இணங்கினார். கூட்டமைப்பினருடன் பேசாமல் வடக்கு, கிழக்கில் அத்தகைய மாற்றங்கள் ஏதும் இனி செய்யப்பட மாட்டாது என்று ஜனாதிபதி தரப்பில் உறுதி அளிக்கப்பட்டது.
மகாவலி அபிவிருத்தி சபை, தொல்லியல் திணக்களம் போன்றன காணிகளைக் கபளீகரம் செய்யும் நடவடிக்கைகளும் வடக்கு, கிழக்கில் மேற்கொள்ளப்பட மாட்டாது என்றும், இனிமேல் அந்தத் தரப்புகள் கூட்டமைப்புடன் கலந்து பேசாமல் இத்தகைய நடவடிக்கைகளை எடுக்க மாட்டா என்றும், அதற்கான உத்தரவு களை ஜனாதிபதி சம்பந்தப்பட்டோருக்கு வழங்குவார் என்றும் உறுதி கூறப்பட்டது.
வயல்களில் வேலை செய்வோர் தொல்லியல் திணைக்களத்தால் தடுக்கப் படுகின்ற விடயம் உடனடியாக நிறுத்தப்படும். தங்களின் வாழ்வாதாரத்துக்காக நீண்ட காலம் பயிர்செய்வோரை யாரும் தடுக்க முடியாது, அதற்கான உத்தரவு உரியவர்களுக்கு வழங்கப்படும் என உறுதி கூறப்பட்டது.
காணாமல் ஆக்கப்பட்டோர் விவகாரம்
தொடர்ந்து காணாமல்போனோர் விவகாரம் ஆராயப்பட்டது. ஒரு இலட்சம் ரூபா வழங்கிய மக்களை ஏமாற்றப் பார்க்கிறீர்களா என்று சம்பந்தன் சீறினார். வழங்குவது நட்டஈடு அல்ல, அது உடனடி இடைக்கால நிவாரணம்தான், அது தவறாகப் புரிந்துகொள்ளப்பட்டுள் ளது என்று அரசு தரப்பில் கூறப்பட்டது.
ஒவ்வொருவர் குறித்தும், அவர்களுக்கு என்ன நடந்தது என்பதைக் கண்டறிவதற்கான உடனடி விசாரணைகள் தனித்தனியாக ஆரம்பிக்கப்படும். அடுத்த கூட்டத்துக்கு முன்னர் இதில் முன்னேற்றம் காணப்பட வேண்டும் என முடிவு செய்யப்பட்டது.
வடக்கு – கிழக்கு அபிவிருத்திக்கு தனியான நிதியம் நான்காவது விடயமாக வடக்கு – கிழக்கு பொருளாதார மீட்சிக்காக ஒரு விசேட அபிவிருத்தி நிதியம் ஒன்று உருவாக்கப்படும் என்று தீர்மானிக்கப்பட்டது. அதனைக் கூட்டமைப்புடன் சேர்ந்து அரசு முன்னெடுக்கும். அதன் மூலம் புலம் பெயர்ந்த மக்களின் முதலீடுகளை தருவிப்பதற்கு ஏற்ற சூழ்நிலைகளை அரசு உருவாக்கும். கூட்டமைப்புடனான அடுத்த கூட்டத்திற்கு முன்னர் அந்த நிதியம் உருவாக்கப்பட வேண்டும் என்றும் முடிவு செய்யப்பட்டது.
அரசமைப்பு உருவாக்கத்துக்காக ஜனாதிபதி நியமித்துள்ள நிபுணர் குழுவின் அறிக்கை அதன் மொழிபெயர்ப்போடு இரண்டு மாதங்களுக்குள் தயாரானதும் கூட்டமைப்பு – ஜனாதிபதி அடுத்த சுற்றுப் பேச்சு அதை அடிப்படையாக வைத்துத் தொடரும் என எதிர்பார்க்கப்படுகின்றது. அதற்கு முன்னர் மேற்படி நான்கு விடயங்களிலும் காத்திரமான நடவடிக்கை, கூட்டமைப்பைத் திருப்திப்படுத்தக் கூடிய விதத்தில் முன்னெடுக்கப்படும் என்ற உறுதிமொழி அரசு தரப்பில் வழங்கப்பட்டது. US welcomes proposed talks between Lanka govt and TNA

The US on Wednesday welcomed a proposed meeting between Sri Lankan President Gotabaya Rajapaksa and the Tamil National Alliance (TNA), saying the move to set up a truth-seeking mechanism as part of the country’s rights accountability is a good step and Washington will support it.
US Under Secretary of State for Political Affairs Victoria Nuland, who is in Colombo as part of her three-nation tour of India, Bangladesh and Sri Lanka, said Foreign Minister G L Peiris informed her that the meeting between President Rajapaksa and the TNA is scheduled to be held on Friday.
The TNA and Rajapaksa have failed to meet for talks since Rajapaksa assumed office in November 2019.
A group of Tamil National Alliance parliamentarians last month staged a protest in front of the Presidential Secretariat demanding to meet the President and discuss the issues faced by the Tamil people in the North and East.
“The President’s decision to meet on Friday with the Tamil National Alliance is a very important step and one that we welcome,” Nuland told reporters.

The TNA wants the 13th Amendment to the Constitution to be made meaningful to address the political concerns of the Tamil minority.
The 13th Amendment was the result of the Indo-Lanka Accord of 1987, inked by the then Sri Lankan President JR Jayawardena and Indian Prime Minister Rajiv Gandhi. It provides for the devolution of powers to the minority Tamil community in Sri Lanka. India has continually reaffirmed its commitment to protecting the rights of Sri Lanka’s minority Tamil community through the full implementation of the 13th Amendment, early convening of Provincial Council elections and achieving reconciliation.
However, the ruling Sri Lanka People’s Party’s Sinhala majority hardliners have been advocating for the total abolition of the island’s Provincial Council system.
Nuland said that the move to set up a truth-seeking mechanism as part of Sri Lanka’s rights accountability was a good step and the US will support its setting up.
She said she had stressed at her meetings that it was important to end surveillance and harassment of the non-governmental sector, journalists, civil society, ending detention and harassment.

Sri Lankan President Gotabaya Rajapaksa on Friday sought cooperation from the Tamil leaders to “rebuild the country” during a meeting with the main Tamil party here for the first time since assuming office over two years ago.
“Let’s work together to rebuild the country,” President Rajapaksa told the leaders of the Tamil National Alliance (TNA) who called on him at the Presidential Secretariat here.
The President assured the TNA leaders that as the leader of the entire nation, he will focus on all communities equally, according to the President’s Media Division.
He further said that the government is working on a number of issues, including the release of suspects held in long-term detention, taking further actions regarding suspects who have not been charged or prosecuted, the launch of a truth-finding mechanism, the amendment of the Prevention of Terrorism Act and the resolving of issues related to missing persons, it added.
During more than two-hour-long talks, the President pointed out that by continuing to work together, the objectives of the entire people of the country, including the North and the East, can be achieved and the country can move towards development.
“Attention was paid to further steps to be taken with regard to those who are held in long-term detention, the release of lands that have been previously used for cultivation, investigation of missing persons, discussion of amendments to the new Constitution after translating into Tamil and Sinhala, and the establishment of a North-East Development Fund,” the president’s office said.
TNA Leader R Sampanthan said that he hopes to see the country moving towards prosperity with a political solution in a united Sri Lanka.
“We must unite as a country,” Sampanthan said, adding that it is the responsibility of everyone to work together to overcome the current challenges as one country and one nation.
Prime Minister Mahinda Rajapaksa, ministers G L Peiris, Chamal Rajapaksa and Ali Sabry were among those present during the meeting.

On Thursday, TNA’s main spokesman M A Sumanthiran said the alliance was planning to centre talks with Rajapaksa on the possibility of making the 13th Amendment more “meaningful”.

The meeting also discussed a move to set up a special fund to develop the war-battered regions in the north and east.
The government was not averse to allowing Tamil diaspora funding for the purpose, the sources said.
They said Rajapaksa agreed to handle the issue of the conflict of missing persons as fast as possible and provide economic relief to the north and east regions.
On Thursday, TNA spokesman Sumanthiran said the party was willing to help Sri Lanka out of its current foreign reserve crisis by getting investment from the Tamil diaspora.

We have been taken for rides in the past. Pacts, solemn agreements, and promises were later unceremoniously ditched.
The government is in a desperate situation and they may make use of the talks to humour the Tamils and/or even India.
In 1965 when Mrs Srimavo Bandaranaike after losing the election did not resign immediately and was desperately trying to woo the FP.
I saw with my own eyes Colvin R de Silva came and met Thanthai Chelvanayakam at his home seeking support.
However, Mr Tiruchelvam held negotiations with the then UNP Secretary Ukwatte Jayasundera. This ended in the infamous Dudley – Chelva pact.
FP was considered saviours of the government and they were treated with high respect. But the situation changed within a few months when the UNP managed to rope in independents and Muslim MPs to secure a simple majority in the parliament.
The last straw that broke the proverbial camel’s back was when Dudley nullified the gazette notification issued by Minister Tiruchelvam declaring Thirukkoneswaram a sacred area.

எங்களுடன் நேற்றைய தினம் நடாத்திய உரையாடலிலே மிக முக்கியமாக கடந்த 25ம் திகதி தமிழ்த் தேசியக் கூட்டமைப்பிற்கும் ஜனாதிபதிக்கும் இடையில் நடந்த பேச்சுவார்த்தை சம்மந்தமாக பேசப்பட்டது. இது சம்மந்தமாக எங்களுக்கு முன்னர் ஜனாதிபதியைச் சந்தித்ததாகவும், நாங்கள் தெரிவிதத விடயத்தை ஜனாதிபதி எற்கனவே சொல்லியிருப்பதாகவும் உடனடி விடயங்கள் சம்மந்தமாக ஏற்பட்டிருக்கும் இணக்கப்பாடு அல்லது வாக்குறுதிகள் நிச்சயம் நிறைவேற்றப்படும் என்று இந்தியாவிற்கு உறுதியளித்ததாகவும் எங்களுக்குத் தெரியப்படுத்தினார்.

பதில் : திருப்திகரமாக இருந்ததா? இல்லையா? என்பது பற்றி பலர் கேட்டிருக்கின்றார்கள். நான் அதற்குப் பதில் சொல்லவில்லை. முதலாவது கூட்டத்திற்குப் போய் வந்து விட்டு கூட்டம் திருப்திகரமானதாக இருந்ததா, இல்லையா என்று பதில் சொல்ல முடியாது. ஒரு கூட்டத்திற்குச் சென்றிருக்கின்றோம். அதில் சில வாக்குறுதிகள் கொடுத்திருக்;கின்றார்கள். சிலர் கேட்கின்றார்கள் இந்த வாக்குறுதிகளை நம்புகின்றீர்களா என்று இது பொருத்தமற்ற ஒரு கேள்வி. நம்பினாலும் நம்பாவிட்டாலும் அவர்கள் வாக்குறுதி வழங்கியிருக்;கிறார்கள். அதனை அவர்கள் நிறைவேற்றுவார்களா என்று பார்ப்போம் அவ்வளவு தான். நாங்கள் நம்பி வாக்குறுதிகளைப் பெறுவதில்லை. ஆனால் வாக்குறுதிகள் கொடுக்கப்பட்டிருக்கின்றன. அதனை நிறைவேற்ற வேண்டிய கடமை அவர்களுக்கு இருக்கின்றது. நம்பினால் மட்டும் தான் பேச வேண்டும் என்று நினைப்பது முட்டாள்தனம். ஒருவரை நம்பிப் பேச வேண்டிய தேவை இல்லை. அதிகாரம் அவர்கள் கையிலே இருக்கும் போது நாங்கள் அவர்களுடன் தான் பேச வேண்டும். நாங்கள் தொடர்ந்தும் பேச்சுவார்த்தையில் ஈடுபடுவோம்.
கேள்வி: பல சிக்கல்களில் இருக்கும் இலங்கை அரசாங்கத்தைக் காப்பாற்றுவதற்காகவே தமிழ்த் தேசியக் கூட்டமைப்பு பேச்சவார்த்தைகளில் கலந்து கொண்டது என வடக்கு கிழக்கில் உள்ள சில தமிழ்க் கட்சிகளும், காணாமல் போனோர் சம்மந்தமான அமைப்புகளும் குற்றஞ்சாட்டியுள்ளன. இது தொடர்பில் உங்கள் பார்வை?
பதில் : அவர்கள் எதை வைத்து அவ்வாறு சொல்கின்றார்கள் என்று தெரியவில்லை. அரசாங்கத்தில் இருப்பவர்களுடன் தான் நாங்கள் பேச்சுவார்த்தைகளை நடாத்த வேண்டும். நீண்டகாலமாக அரசாங்கம் எங்களோடு பேச வேண்டும் என்று நாங்கள் கோரியிருந்தோம். அண்மையில் கூட பாராளுமன்றத்தில் பிரதிநிதித்தவப்படுத்துகின்ற அனைத்துத் தமிழ் கட்சிகளின் உறுப்பினர்களும் ஜனாதிபதி எங்களுடன் பேச வரவேண்டும் என்றே ஆர்ப்பாட்டம் செய்தோம். பேசவாருங்கள் என்று ஆர்ப்பாட்டம் செய்துவிட்டு அவர் பேச்சுவார்த்தைக்குத் திகதி கொடுக்கும் போது பேச மாட்டோம் என்று சொல்வதில் என்ன நியாயம் இருக்கின்றது என்று தெரியவில்லை. ஒருவருடன் பேசுவததால் அவரைச் சர்வதேசத்தல தூக்கி நிறுத்துவதாக நான் நினைக்கவில்லை. தற்போது உக்ரேனுக்கும் ரஸ்யாவிற்கும் நடக்கும் பேச்சவார்த்தை ஒருவரை ஒருவர் பாதுகாப்பதற்காக நடக்கும் பேச்சுவார்த்தையா? இல்லையே, எனவே பேச வேண்டிய நேரத்தில் பேசத்தான் வேண்டும்.
கேள்வி : தமிழ்த் தேசியக் கூட்டமைப்பில் அங்கத்துவம் வகிக்கும் டெலோ கட்சி ஏன் வேறொரு நிலைப்பாட்டில் இருக்கின்றார்கள்.
பதில் : இதற்கு டெலோதான் பதில் சொல்ல வேண்டும் அவர்களிடம் கேட்கும் கேள்வியை என்னிடம் கேட்டால் நான் எவ்வாறு பதில் சொல்ல முடியும். அவர்கள் ஏன் வேறொரு நிலைப்பாட்டில் இருக்கின்றார்கள் என்று அவர்களிடம் தான் கேட்க வேண்டும்.
கேள்வி : வடமாகாணத்திலுள்ள மூன்று தீவுகளை உற்பத்தி செயற்பாடொன்றுக்காக இந்தியாவிற்கு வழங்குவதற்கான ஒப்பந்தமொன்ற கைச்சாத்திடப்பட்டுள்ளது. இது தொடர்பில் தமிழ்த் தேசியக் கூட்டமைப்பின் நிலைப்பாடு என்ன?
பதில் : இதனை நாங்கள் வரவேற்கின்றோம். நாங்கள் ஏற்கனவே சொல்லியிருக்கின்றோம். இந்தியத் திட்டங்கள், இந்திய முதலீட்டுத் திட்டங்கள் வடக்கு கிழக்கில் வருவதை நாங்கள் முற்றமுழுதாக வரவேற்கின்றோம். அது எங்களுக்குப் பலமாக இருக்கும். ஆகையினாலே இந்தியாவிற்கு இந்தத் திட்டங்கள் கொடுக்கப்பட்டது வரவேற்கப்பட வேண்டிய விடயம்.
கேள்வி : ஜனாதிபதியுடனான சந்திப்பின் போது சர்வதேச விசாரணை வேண்டுமென்ற கருத்துக்கள் முன்வைக்கப்பட்ட அதேவேளை காணாமல் ஆக்கப்பட்டோர் தொடர்பாக உள்ளக விசாரணைகளை வலியுறுத்துவதாகவும் தகவல்கள் வெளியாகியுள்ளது. அவ்வாறாயின் சர்வதேச விசாரணையைக் கோரிய தமிழ்த் தேசியக் கூட்டமைப்பு உள்ளக விசாரணைக்கு இணங்கிவிட்டதா?
பதில் : உள்ளக விசாரணை என்று நாங்கள் சொல்லவே இல்லை. ஜனாதிபதியுடன் இடம்பெற்ற பேச்சுவார்த்தையில் எட்டப்பட்ட இணக்கப்பாட்டை நீங்கள் பார்த்தீர்களாக இருந்தால், குறித்த விடயம் தொடர்பில் விசாரணைகள் ஆரம்பமாக வேண்டும் என்றறு தான் சொல்லியிருக்கின்றோம். காணாமல் ஆக்கப்பட்டோர் அலுவலக சட்டத்தை எடுத்துக் கொண்டால் அங்கே நடத்தப்படுகின்ற விசாரணைகளில் சர்வதேச நிபுனர்களும் பங்குபெறாலம் என்று சொல்லப்பட்டிருக்கின்றது. எனவே அந்த அலுவலகத்தினூடாக நடத்தப்படுகின்ற விசாரணையாக இருக்கலாம் அல்லது வேறு ஒரு பொறிமுறையாக இருக்கலாம் அல்லது இந்த விசாரணை சம்மந்தமாக அவர்களுக்குள்ளேயே இரு நிலைப்பாடு வந்தது நீதியமைச்சர் சொன்னார் காணாமல் ஆக்கப்பட்டோர் அலுவலகத்தினூடாக விசாரணைகளை மேற்காள்ளலாம் என்று அமைச்சர் பீரிஸ் சொன்னார் தென்னாபிரிக்காவின் உதவியோடு நாங்கள் உண்மை கண்டறியும் பொறிமுறையொன்றை உருவாக்குகின்றோம் அதன் மூலம் இதனைச் செய்யலாம் என்று சொன்னார்கள். இந்த இரண்டிலும் சர்வதேச ஈடுபாடு இருக்கின்றது. ஆகையினால் விசாரணை வேண்டும் என்று நாங்கள் கோரியதற்கு அரசாங்கம் அதற்கு இணங்கியமையை வைத்துக் கொண்டு உள்ளக விசாரணைக்காக நாங்கள் கோரிக்கை வைத்தோம் என்று சொல்வது எந்தவிதத்திலும் நியாயமான கூற்று அல்ல.
கேள்வி : இந்தியாவினன் முதலீட்டாளர்களை வடக்கு கிழக்கில் முதலீடுகளை மேற்கொள்ளச் செய்வது தொடர்பில் ஜனாதிபதியுடன் கலந்துரையாடப்படடதா? அதிலும் குறிப்பாக புலம்பெயர் முதலீட்டாளர்கள் நேரடியாக முதலீடுகளை மேற்கொள்ளாமல் இந்தியாவிலுள்ள முதலீட்டாளர்களின் ஊடாக அந்த முதலீடுகளைக் கொண்டு வருவதற்கான ஏற்பாடுகள் ஏதும் உள்ளனவா?
பதில் : நான் சென்னைக்குச் சென்ற போது தமிழ் நாட்டின் நிதியமைச்சரோடு நீண்ட பேச்சுவார்ததைகளை நடத்தியிருக்கின்றேன். அதன் தொடர்ச்சியாக பல முன்னெடுப்புகள் தற்போது நடைபெறுகின்றன. அதிலொன்று தமிழ்நாட்டிலிருந்து வரும் முதலீட்டாளர்கள் புலம்பெயர் தமிழ் முதலீட்டாளர்களையும் இணைத்துக் கொண்டு வருகின்ற திட்டமும் இருக்கின்றது. அந்தப் பொறிமுறையொன்றை ஏற்படுத்த நாங்கள் முயல்கின்றோம். அதிலே நேரடியாக இலங்கையில் முதலீடுகளை மேற்கொள்ள விரும்பாத இலங்கைத் தமிழ் புலம்பெயர்ந்த சமூகத்தினர் தமிழ்நாட்டு முதலீட்டாளர்களுடன் இணைந்து வர விரும்பினால் அதற்கான ஒரு வழியையும் நாங்கள் ஏற்படுத்துகின்றோம்.
ஆனால் இது எல்லாவற்றிற்கும் முன்னர் சர்வ கட்சி மாநாட்டிலே இந்த விடயம் எடுத்துக்கொள்ளப்பட்ட போது நான் சொன்ன ஒரே ஒரு விடயம் இந்த நாட்டிலே தமிழ்த் தேசியப் பிரச்சனைக்குத் தமிழ் மக்கள் ஏற்றுக் கொள்கின்ற ஒரு தீர்வு வரும்வரைக்கும் புலம்பெயர்ந்த மக்கள் இங்கு முதலீட்டுக்கு வரமாட்டார்கள் என்பதை நான் சொல்லியிருந்தேன். அதுமட்டுமல்லாது ஜனாதிபதியுடனான சந்திப்பின் போது இன்னுமொரு விடயத்தையும் நான் கூறியிருந்தேன். புலம்பெயர்ந்த மக்கள் அமைப்புகளையும், தனியார்களையும் தடை செய்தவிட்டு அவர்களை வருமாறு அரசாங்கம் அழைப்பதில் அர்த்தமில்லை. ஆகையால் இந்த விடயங்கள் கவனத்தில் எடுக்கப்பட வேண்டும். அவர்கள் வருவார்கள் என்று திடீரென பகல் கன காண வேண்டிய அவசியம் கிடையாது. அரசியற் தீர்வொன்று நாட்டுக்கு கொண்டு வரப்பட்டால் தான் அதைப்பற்றி நாங்கள் பேச முடியும்.
கேள்வி : இலங்கை மீது சர்வதேசத்தின் பாரிய அழுத்தம் இருக்கும் இந்த நிலைமையில் தமிழ்த் தேசியக் கூட்டமைப்புடன் பேச்சுவார்த்தை நடத்துகின்றோம் என்ற தொனியை ஏற்படுத்தி தம்மீதான அழுத்தங்களைக் குறைப்பதற்கான நடவடிக்கைகள் ஏதும் முன்னெடுக்கப்படுவதாக நீங்கள் சந்தேகிக்கின்றீர்களா?
பதில் : எங்களோடு பேச்சுவார்த்தை நடத்திய காரணத்தினால் நாட்டில் தற்போதுள்ள பொருளாதார நெருக்கவாரங்கள் எல்லாம் மாறப்போவதில்லை. கொடுத்த கடன் குறையப் போவதில்லை. ஆகையால் அதற்கும் இதற்கும் சம்மந்தம் இருப்பததாகத் தெரியவில்லை. அந்தப் பொருளாதார நிலையில் இருந்து மீள்வதற்கு வேறு பல விடயங்களை அரசாங்கம் செய்ய வேண்டியதாக இருக்கின்றத. கடன் கொடுத்த நாடுகளுடன் அமைப்பகளுடன் அந்தக் கடன்களை மீளமைப்பதற்கான முயற்சிகளைத் தான் செய்ய வேண்டுமே தவிர தமிழ்த் தேசியக் கூட்டமைப்புடன் பேசுவதால் அந்த நிலைமை மாறப்போவதில்லை.
கேள்வி : வடக்கில் சீனாவின் ஆதிக்கம் அண்மைக்காலமாக அதிகரித்துள்ளது. இது தொடர்பில் ஜனாதிபதியுடனான பேச்சுவார்த்தையில் ஏதும் தெரிவிக்கப்பட்டதா?
பதில் : அது தொடர்பில் நாங்கள் விசேடமாகத் தெரிவித்தோம். நாங்கள் பெரும்பான்மையாக வாழும் பிரதேசங்களில் இனப்பரம்பலை மாற்றுவதற்கான முயற்சிதான் இது என்று உதாரணங்களுடன் சுட்டிக் காட்டினோம். அந்த விடயங்களை நிறுத்துவதற்கும் உறுதியளித் திருக்கின்றார்கள்.
கேள்வி : அண்மைக்காலமாக கிழக்கு மாகாணத்தில் தொல்பொருள் செயலணி மற்றும் மயிலத்தமடு, மாதவணை போன்ற பிரச்சனைகள் விஸ்வரூபமாக இருந்து வருகின்றன இது தொடர்பில் ஜனாதிபதியிடம் ஏதும் கோரிக்கைகள் முன்வைக்கப்பட்டனவா?
பதில்: அவை சம்மந்தமாகவும் பேசினோம். மயிலத்தமடு, மாதவணை விடயத்தை பாராளுமன்ற உறுப்பினர் சாணக்கியன் மிக விவரமாக எடுத்துச் சொன்னார். அத்துடன் தென்னைமரவாடியில் மக்களை பயிர் செய்யவிடாமல் தடுப்பது தொடர்பிலும் எடுத்துச் சொன்னோம். அதன்போது ஒரு உத்தரவு கொடுக்கப்பட்டது. நீண்டகாலமாக பயிர்ச்செய்யும் இடத்தை எந்தத் திணைக்களமும் தடுக்கக் கூடாது. பிரதேச செயலாளரின் அத்தாட்சி கொடுக்கும்பட்சத்தில் அந்த நடவடிக்கையை எந்தத் திணைக்களமும் தடுக்கக் கூடாது என்ற உத்தரவு பிறப்பிப்பதாகச் சொல்லியிருக்கின்றார்.
ஜனாதிபதியால் கொடுக்கப்பட்ட வாக்குறுதிகளைத் தான் நான் சொல்லுகின்றேனே தவிர அது நான் கொடுக்கின்ற வாக்குறுதி அல்ல. பலர் அதனைத் தவறாகப் புரிந்து கொள்வார்கள். தமிழ்த் தேசியக் கூட்டமைப்பு மக்களுக்கு வாக்குறுதி கொடுத்தது என்று. அவ்வாறல்ல ஜனாதிபதி எங்களிடம் சொன்னதை நாங்கள் அவ்வாறே ஒப்புவிக்கின்றோம் அவ்வளவுதான். ஜனாதிபதி சொன்ன விடயங்களைச் செய்விக்க வேண்டிய பொறுப்பும் இருக்கின்றது. அந்த நடவடிக்கைகளில் அடுத்ததாக நாங்கள் ஈடுபடுவோம் என்று தெரிவித்தார்..
