Himalaya Declaration Authored by the GTF and SBSL is a first in the History of Ceylon

The joint Himalaya Declaration (HD) by the Global Tamil Forum (GTF) and Sanga for a Better Sri Lanka (SBSL) have received support from almost all the major political parties and religious prelates in Ceylon. The GTF/SBSL, inter-alia – met veteran politician and leader of the TNA R. Sampanthan, MP at his residence. On receiving a copy of the HD, Sampanthan Ayah remarked that this initiative should have been taken a long time ago.

The HD is the first time in history that the Sinhalese Buddhist Monks belonging to all the 3 Chapters joined hands with GTF to address some of the divisive fundamental fissures plaguing Ceylon after independence. The HD has not prescribed any specific political solutions but has presented a framework for discussion among stakeholders.  Historically, the Buddhist clergy have opposed all solutions to settle the Tamil National Question (TNQ). They opposed the Banda – Chelva pact of 1957, the Dudley – Chelva pact in 1965 and the 13th Amendment.

Unlike the Tamil community whose identity is language, the Sinhalese identity is religion. Buddhism is deeply intertwined with the history and culture of the majority of Sinhalese. Ceylon has been a centre of Buddhist scholarship and practices since the introduction of Buddhism in the 3rd century BCE. We should not ignore this historical fact and ground reality. There are serious negative perceptions among the Tamil people about Buddhist monks, who are viewed as a major factor in scuttling all attempts to resolve the Tamil National Question. The perception and common sensitivity among the majority community is that the economically successful and influential Tamil Diaspora is bent on destroying Sri Lanka.

The ‘HD’ is a pragmatic document that articulates a new and progressive vision for Sri Lanka, without being overly wedded to the ideological fundamentals of any particular community. The declaration consists of six statements as follows:

(1) Preserving and promoting the pluralistic character of the country where no community feels threatened about losing its identity and pride of place.

(2) Overcoming the economic crisis, selecting an appropriate development model that encourages local production, facilitating involvement and investment from overseas Sri Lankans and others, ensuring the country is in a growth trajectory and making Sri Lanka firmly a middle-income country.

(3) Arriving at a new Constitution that guarantees individual and collective rights and promotes equality and equal citizenship among all peoples, ensures accountable institutions and guarantees adequate devolution of powers to the provinces, and until such time focus on the faithful implementation of provisions of sharing of powers in the existing Constitution.

(4) Devolving power in a united and undivided country, accepting the religious, cultural and other identities of people respecting those identities, and working towards establishing trust between ethnic groups and religious groups.

(5) Envision a Sri Lanka that is reconciled and committed to learning from its past and creating measures including accountability to ensure that such suffering never occurs again.

(6) Complying with bilateral and multilateral treaties and international obligations, taking steps to follow independent and dynamic foreign policy, and ensuring the country takes its pride of place among the democratic, peaceful and prosperous nations of the world.

None of the objectives of GTF/SBSL is averse to the interests of the Tamil people. On the contrary, these are the same objectives Tamil political parties have put forward since independence. Unfortunately, a calculated, vicious and despicable campaign of falsehoods and a wide array of misinformation is being peddled in print, electronic and social media by a section of the Tamil Diaspora to undermine the GTF/SBSL initiative. 

The HD initiative by the GTF/SBSL is intended to mitigate opposition against future attempts to find an acceptable and durable political solution. Politics is the art of the possible, a matter of pragmatism, instead of idealism. Today –

(a) Our kith and kin are under siege by the Sri Lankan armed forces, militant Buddhist Bhikkhus and communal-minded bureaucracy. Large chunks of their traditional land are being forcibly grabbed by the Mahaweli Development Board, the Archaeological Department, and the Wildlife Conservation Departments under one pretext or another to build Buddhist Viharas and erect Stupas in the North and East.

(b) Sinhalese settlements are being carried out in districts like Trincomalee, Batticaloa and Mullaithivu meant to alter the demography of these districts. In the East, out of 3 districts Tamils are in second place in Trincomalee and 3rd place in Amparai. Batticaloa district where the Tamils are in a majority, Sinhalese from the adjoining Polonnaruwa and Amparai districts are being stealthily settled down in pastureland belonging to the cattle farmers in Madhavanai and Mayilathamadu.  Buddhist monks and SLPP former Governor of Eastern province Anuradha Yahampath are involved in aiding and abetting the illegal settlement.  There is an ongoing peaceful protest by the cattle farmers against the pastureland encroachment, but the authorities have responded with reprisals in the form of assault and intimidation.

(c) Intimidation, harassment, shrinking of civil space and use of PTA against Tamil people to intimidate and suppress dissent.

(d). Friendly countries like the US and India are unable to stem the tide of Sinhalization and Buddhistization. India is unable to pressure the government even to implement 13 A fully which includes land and police powers.

(e) Ceylon’s economy is sinking at an alarming rate without political stability. In the face of record food price inflation, skyrocketing fuel costs and widespread commodity shortages, some 6.26 million Sri Lankans, or three in 10 households, are unsure of where their next meal is coming from, according to the World Food Programme (WFP).

It is in this background, that the GTF/SBSL efforts in spearheading a national dialogue and a shared vision for a better Ceylon for all its peoples the Sinhalese, Tamils and Muslims are commendable – despite the apparent perception that both Sinhalese and Tamils are extreme antagonists with unbridgeable differences.
The GTF/SBSL has taken the first step in a long journey, meaning that a journey that might last for a thousand steps begins with a single step. The HD has not prescribed a political solution for the multitude of problems Ceylon faces. That is left to the political parities and their leaders. It has only presented a framework national discussion at the people-to-people level.

 இமாலயப் பிரகடனம் இலங்கை வரலாற்றில் இதுவே முதல் முயற்சியாகும்!

உலகத் தமிழர் பேரவையும் சிறந்த இலங்கைக்கான பவுத்த சங்கமும் இணைந்து வெளியிட்ட இமாலயப் பிரகடனத்திற்கு இலங்கையின் அனைத்து முக்கிய அரசியல் கட்சிகள் மற்றும் மத குருமார்களின் ஆதரவு கிடைத்துள்ளது.(பார்க்க https://nakkeran.com/index.php/2023/12/20/himalayadeclarationnationalconversationamongcommunitiesinsrilankaanddiaspora/).

உலகத் தமிழர் பேரவையும் சிறந்த இலங்கைக்கான பவுத்த சங்கமும்  மூத்த அரசியல் வாதியும் தமிழ்த்  தேசியக் கூட்டமைப்பின் தலைவருமான ஆர்.சம்பந்தனை அவரது இல்லத்தில் சந்தித்தது.  பிரகடனத்தின் படியைப் பெற்றுக்கொண்ட சம்பந்தன் ஐயா, இந்த முயற்சி நீண்ட காலத்திற்கு முன்பே எடுக்கப்பட்டிருக்க வேண்டும் என்று குறிப்பிட்டார்.

சுதந்திரத்திற்குப் பின்னர் இலங்கையில் நீடிக்கும் சில அடிப்படைப் பிளவுகளை நிவர்த்தி செய்வதற்காக மூன்று பவுத்த பீடங்களையும் சேர்ந்த சிங்கள –  பவுத்த பிக்குகள் உலகத் தமிழர் பேரவையுடன் கைகோர்த்தது வரலாற்றில் இதுவே முதல் தடவையாகும். இமாலயப் பிரகடனம் எந்தவொரு குறிப்பிட்ட அரசியல்த் தீர்வுகளையும் பரிந்துரைக்க வில்லை. ஆனால் பங்குதாரர்களிடையே கலந்துரையாடலுக்கான ஒரு கட்டமைப்பை முன்வைத்துள்ளது.  வரலாற்று ரீதியாக பவுத்தமத குருமார்கள் தமிழ்த் தேசிய இனச் சிக்கலுக்குத் தீர்வு காண்பதற்கான அனைத்து தீர்வுகளையும் எதிர்த்து வந்துள்ளனர். அவர்கள் 1957 இல்  பண்டா – செல்வா உடன்படிக்கை 1965 இல் டட்லி – செல்வா உடன்படிக்கை, 1987 இல்  13ஏ ஆவது திருத்தம் ஆகியவற்றை எதிர்த்தனர்.

மொழி என்ற அடையாளத்தைக் கொண்ட தமிழ்ச் சமூகத்தைப் போலல்லாமல், சிங்களவர்களது  அடையாளம் மதம் ஆகும். பவுத்தம் பெரும்பான்மை சிங்களவர்களின் வரலாறு மற்றும் கலாச்சாரத்துடன் ஆழமாகப் பின்னிப் பிணைந்துள்ளது. கிமு 3 ஆம் நூற்றாண்டில் பவுத்தம் அறிமுகப்படுத்தப்பட்டதிலிருந்து இலங்கை பவுத்தம் புலமை மற்றும் நடைமுறைகளின் மையமாக இருந்து வருகிறது. இந்த வரலாற்று உண்மை யையும், கள யதார்த்தத்தையும் நாம் புறக்கணிக்கக் கூடாது. தமிழ்த் தேசிய சிக்கலுக்கான அனைத்து முயற்சிகளையும் முறியடிப்பதில் முக்கிய  காரணியாக கருதப்படும் பவுத்த பிக்குகள் தொடர்பில் தமிழ் மக்கள் மத்தியில் கடுமையான எதிர்மறையான கருத்துக்கள் நிலவுகின்றன. பொருளாதார ரீதியில் வெற்றிகரமான மற்றும் செல்வாக்கு மிக்க புலம்பெயர்ந்த தமிழர்கள் இலங்கையை அழிப்பதில் முனைப்புக் கொண்டுள்ளனர் என்பதே பெரும்பான்மை சமூகத்திரரிடையே உள்ள கருத்து மற்றும் பொதுவான உணர்வு ஆகும்.

எந்தவொரு குறிப்பிட்ட சமூகத்தின் கருத்தியல் அடிப்படைகளுடன் மிகைப்படுத்தப் படாமல், இலங்கைக்கான ஒரு புதிய மற்றும் முற்போக்கான பார்வையை வெளிப்படுத்தும் ஒரு நடைமுறை ஆவணமாக ‘இமாலயப் பிரகடனம்’ உள்ளது. பிரகடனம் பின்வரும் ஆறு அறிக்கைகளைக் கொண்டுள்ளது:

(1) எந்தவொரு சமூகமும் தனது அடையாளத்தையும்  பெருமையையும் இழக்க நேரிடும் என்ற அச்சுறுத்தல் இல்லாமல் வாழவும் இலங்கையின் பன்முகத் தன்மையைப் பாதுகாத்தல் மற்றும் ஊக்குவித்தல்.

(2) பொருளாதார நெருக்கடியைச் சமாளித்தல், உள்நாட்டு உற்பத்தியை ஊக்குவிக்கும் பொருத்தமான அபிவிருத்தி மாதிரியைத் தெரிவு செய்தல், வெளிநாட்டிலுள்ள இலங்கையர்கள் மற்றும் ஏனையவர்களிடமிருந்து ஈடுபாடு மற்றும் முதலீட்டை எளிதாக்குதல், நாடு வளர்ச்சிப் பாதையில் இருப்பதை உறுதி செய்தல் மற்றும் இலங்கையை ஒரு நடுத்தர வருமானம் கொண்ட  நாடாக மாற்றுதல்.

(3) தனிநபர் மற்றும் கூட்டு உரிமைகளுக்கு உத்தரவாதம், அனைத்து மக்களிடையே சமத்துவம் மற்றும் சமமான குடியுரிமையை ஊக்குவிக்கும். பொறுப்புக் கூறும் நிறுவனங்களை உறுதி செய்யும் மற்றும் மாகாணங்களுக்குப் போதுமான அதிகாரப் பகிர்வை உத்தரவாதம் செய்யும் ஒரு புதிய அரசியலமைப்பை உருவாக்குதல். அதுவரை தற்போதைய அரசியலமைப்பில் அதிகாரப் பகிர்வு விதிகளை நம்பகமான முறையில் செயல்படுத்துவதில் கவனம் செலுத்துதல்.

(4 )அடையாளங்களை மதித்து, அதை நோக்கிச்  செயல்படுதல். இனக் குழுக்களுக்கும் மதக் குழுக்களுக்கும் இடையில் நம்பிக்கையை ஏற்படுத்துதல்.

(5) கடந்த காலத்திலிருந்து பாடம் கற்றுக்கொள்வதற்கும், அத்தகைய துன்பங்கள் மீண்டும் நிகழாமல் இருப்பதை உறுதி செய்வது, பொறுப்புக்கூறல் உள்ளிட்ட நடவடிக்கைகளை உருவாக்குவதற்கு இணக்கமாகவும் அர்ப்பணிப்புடனும் இருக்கும் ஒரு இலங்கையைக் கட்டி எழுப்பல்.

(6) இருதரப்பு மற்றும் பலதரப்பு ஒப்பந்தங்கள் மற்றும் சர்வதேச கடமைகளுக்கு இணங்குதல், சுயாதீனமான மற்றும் ஆற்றல்மிக்க வெளியுறவுக் கொள்கையைப் பின்பற்றுவதற்கான நடவடிக்கைகளை எடுத்தல் மற்றும் உலகின் ஜனநாயக, அமைதியான மற்றும் வளமான நாடுகளில் நாடு தனது பெருமையைப் பெறுவதை உறுதி செய்தல்.

உலகத் தமிழர் பேரவை/சிறந்த இலங்கைக்கான பவுத்த சங்கம் இவற்றின் நோக்கங்கள் எவையும் தமிழ் மக்களின் நலன்களுக்கு எதிரானது அல்ல. மாறாக, சுதந்திரத்திற்குப் பின்னர் தமிழ் அரசியல் கட்சிகள் முன்வைத்த அதே நோக்கங்கள் இவையாகும். எமது கெட்ட காலத்துக்கு, உலகத் தமிழர் பேரவை/சிறந்த இலங்கைக்கான பவுத்த சங்கம் எடுத்துள்ள முன்முயற்சியைக் கீழறுப்பதற்காக புலம்பெயர்ந்த தமிழ் மக்களில் ஒரு பகுதியினரால் அச்சு, இலத்திரனியல் மற்றும் சமூக ஊடகங்களில் திட்டமிடப்பட்ட, தீய மற்றும் இழிவான பொய்ப் பரப்புரைகள்,  பரந்தளவிலான தவறான தகவல்கள் பரப்பப்படுகின்றன. 

உலகத் தமிழர் பேரவை/சிறந்த இலங்கைக்கான பவுத்த சங்கம் இவற்றின் முன் முயற்சியானது, ஏற்றுக்கொள்ளக்கூடிய மற்றும் நீடித்த அரசியல் தீர்வைக் கண்டறிவதற்கான எதிர்கால முயற்சிகளுக்கு எதிரான எதிர்ப்பைத் தணிப்பதை நோக்கமாகக் கொண்டுள்ளது. அரசியல் என்பது இலட்சியவாதத்திற்குப் பதிலாக, சாத்தியமான கலையாகும், நடைமுறைவாதம் சம்பந்தப்பட்டது.  இன்று –

(அ) இலங்கை ஆயுதப் படைகள், போர்க்குணமிக்க பவுத்த பிக்குகள் மற்றும் இனவாத எண்ணம் கொண்ட அதிகாரவர்க்கம் ஆகியோரால் எங்களின் உறவினர்கள் முற்றுகையிடப்பட்டுள்ளனர். வடக்கு – கிழக்கில் பவுத்த விகாரைகளை நிர்மாணிப் பதற்கும், தூபிகளை அமைப்பதற்கும் மகாவலி அபிவிருத்திச் சபை, தொல்பொருள் திணைக்களம், வனவிலங்கு பாதுகாப்புத் திணைக்களம் தமிழரிள் பாரம்பரிய காணிகளில் பெரும்பகுதி ஏதாவது ஒரு சாக்குபோக்கில் பலவந்தமாக கையகப்பட்டு வருகிறது.

(ஆ) திருகோணமலை, மட்டக்களப்பு, முல்லைத்தீவு போன்ற மாவட்டங்களில் குடித்தொகையை மாற்றும் நோக்கில் சிங்களக் குடியேற்றங்கள் மேற்கொள்ளப்பட்டு வருகின்றன. கிழக்கில் மூன்று மாவட்டங்களில் திருகோணமலையில் தமிழர்கள் இரண்டாம் இடத்திலும் அம்பாறையில் மூன்றாவது இடத்திலும் உள்ளனர். தமிழர்கள் பெரும்பான்மையாக வாழும் மட்டக்களப்பு மாவட்டத்திலும் அதனை அண்மித்த பொலன்னறுவை மற்றும் அம்பாறை மாவட்டங்களைச் சேர்ந்த சிங்களவர்களும் மயிலத்தமடு மற்றும் மாதவனை  ஆகிய பகுதிகளில் உள்ள கால்நடை பண்ணையாளர் களுக்குச் சொந்தமான மேய்ச்சல் நிலங்களில் திருட்டுத்தனமாக குடியமர்த்தப்பட்டு வருகின்றனர்.  பவுத்த பிக்குகள் மற்றும் பொதுசன பெரமுனவின் கிழக்கு மாகாண முன்னாள் ஆளுநர் அனுராத யஹம்பத் ஆகியோர் சட்டவிரோத குடியேற்றத்திற்கு உதவி மற்றும் ஊக்கம் அளிப்பதில் ஈடுபட்டுள்ளனர்.  மேய்ச்சல் நில ஆக்கிரமிப்பிற்கு எதிராக கால்நடை விவசாயிகளால் அமைதியான முறையில் கடந்த மூன்று மாதங்களுக்கு மேலாக போராட்டம் நடைபெற்று வருகிறது. ஆனால் அதிகாரிகள்  அவர்களைக் பழிவாங்கும் முகமாக தாக்குதல் மற்றும்  மிரட்டல் நடவடிக்கைகளில்  ஈடுபட்டுள்ளனர்.

(இ) அச்சுறுத்தல், துன்புறுத்தல், சிவில் இடத்தை சுருங்குச் செய்தல் மற்றும் பயங்கரவாதத் தடைச்சட்டத்தை தமிழ்மக்களை அச்சுறுத்துவதற்கும் ஒடுக்குவதற்கும் கைதுசெய்வதற்கும்  பயன்படுத்துதல்.

(ஈ) அமெரிக்கா, இந்தியா போன்ற நட்பு நாடுகளால் சிங்கள மயமாக்கல் மற்றும் பவுத்த மயமாக்கல் அலையைத் தடுக்க முடியவில்லை. காணி மற்றும் காவல்துறை அதிகாரங்களை உள்ளடக்கிய 13 ஏ சட்டத்தை முழுமையாக நடைமுறைப் படுத்துவதற்குக் கூட இந்திய அரசால் (இலங்கைக்கு) அழுத்தம் கொடுக்க முடியவில்லை.

(உ)  இலங்கையின் பொருளாதாரம், அரசியல் உறுதியற்றதன்மை  ஆபத்தான விழுக்காட்டில் வீழ்ச்சியடைந்து வருகிறது.  உலக உணவுத் திட்டத்தின் (WFP) கூற்றுப்படி, வரலாறு காணாத உணவு விலை பணவீக்கம், விண்ணை முட்டும் எரிபொருள் செலவுகள் மற்றும் பரவலான பொருட்களின் பற்றாக்குறை ஆகியவற்றால் தோராயமாக சுமார் 6.26 மில்லியன் இலங்கையர்களுக்கு,  அல்லது 10 வீடுகளில் மூன்று பேர், தங்கள் அடுத்த உணவு எங்கிருந்து வருகிறது என்று உறுதியாகத் தெரியாமல் இருக்கிறது.

இந்தப் பின்னணியில்தான், சிங்களவர்களும் தமிழர்களும் தீர்க்க முடியாத வேறு பாடுகளைக் கொண்ட தீவிர எதிரிகள் என்ற வெளிப்படையான கருத்து இருந்த போதிலும், உலகத் தமிழர் பேரவை மற்றும் சிறந்த இலங்கைக்கான பவுத்த சங்கம் சிங்களவர்கள், தமிழர்கள், முஸ்லிம்கள் என அனைத்து மக்களுக்குமான  ஒரு சிறந்த இலங்கையை கட்டி எழுப்ப ஒரு பகிரப்பட்ட பார்வையையோடு ஒரு தேசிய உரையாடலை முன்னெடுப்பதற்கான முயற்சிகள் பாராட்டத்தக்கவை.

உலகத் தமிழர் பேரவை மற்றும் சிறந்த இலங்கைகான பவுத்த சங்கம் ஒரு நீண்ட பயணத்தில் முதல் படியை எடுத்து வைத்துள்ளது. அதாவது ஆயிரம் படிகள் நீடிக்கும் ஒரு பயணம் ஒரு படியுடன் தொடங்குகிறது. இலங்கை முகங்கொடுக்கும் பல சிக்கல்களுக்கு அரசியல் தீர்வை இமாலயப் பிரகடனம் பரிந்துரைக்கவில்லை. அதை அரசியல்  கட்சிகள் மற்றும் அதன் தலைவர்களிடமும் விடப்பட்டுள்ளது. இந்தப் பிரகடனம் மக்கள் மட்டத்தில் ஒரு தேசிய கலங்துரையாடலுக்கு ஆன கட்டமைப்பை மட்டுமே முன்வைத்துள்ளது.
