Notwithstanding Denials Thousands Of Missing Persons Could Not Have Vanished Into Thin Air

The former Admiral Wasantha Karannagoda has given a lengthy interview to The Island newspaper (November 21, 2015) rebutting any claim that there had been a secret detention facility within the Trincomalee naval base during Eelam war IV. The statement that naval facilities within Trincomalee base were used as torture chambers was made by the UN Working Group on Enforced or Involuntary Disappearances (WGEID) in Colombo at the end of a 10-day visit to Sri Lanka.

Karannagoda asserts “We didn’t operate torture chambers at the Trinco base or any other command. There was no requirement to do so. ”

He said that during the war renegade LTTE cadres had been accommodated at the Trinco facility which some interested parties now wanted to portray as a torture chamber. “We didn’t operate torture chambers at the Trinco base or any other command. A substantial number of LTTE dissidents had thrown their weight behind the combined military campaign directed at the LTTE, Karannagoda said, adding that the Navy had no option but to accommodate them in a previously unused building. We used British-time air raid shelters,” Karannagoda said, alleging that a despicable attempt was being made to bring the war winning military into disrepute.

Karannagoda further alleged the ridiculous allegation directed at the Navy was obviously part of their strategy to hold the country responsible for alleged atrocities committed during the war. The retired Admiral expressed disappointment that some had conveniently forgotten the sacrifices made by the military to bring the LTTE to its knees.

In other words Karannagoda says those who were housed in naval facilities were renegade LTTE cadres who owed allegiance to Karuna. If that is the case why they were kept in far away Trincomalee Naval base instead of army camps like Palaly or Panagoda?

Not hundreds, but in thousands are missing after they were arrested by the armed forces, especially the military intelligence. Parents of the missing persons have been visiting one camp after another, one prison after another for years. Despite many commissions set up to trace the whereabouts of the missing persons there was little success.

“Many of those who had been categorised as missing were living overseas. The recent Paris massacre revealed how borders could be accessed using various travel documents and exploiting ground situation. The country was being punished for eradicating terrorism. Whatever the propaganda the vast majority of Thamil speaking people were free to move on with their lives since May 2009” said Karannagoda.

A Thamil website says following the information disclosed by International Truth and Justice Project (ITJP) a Police team under an ASP has commenced investigations and about 20 Naval personnel are likely to be arrested. So far the CID has recorded statements of 74 naval personnel in connection with the secret detention centres at Trincomalee Naval base.

A survivor who was detained and tortured in the base at Trincomalee at some point between 2009-2012, speaking to the Sri Lanka ITJP said, “Lt. Commander Welegedara was in charge of the secret camp when we were first brought there. He did not personally hurt me but each time I was interrogated they told me that he had ordered them to do so.”

Describing the torture cells and environment the survivor added, “I saw blood and people’s names who had been scratched into the walls with a sharp instrument. I could also hear men crying and screaming. To me it sounded like they were being tortured. I would hear the screams and crying every other day.”

Karannagoda’s claim that many of those who had been categorised as missing were living overseas is adding insult to injury. This is exactly what the now disgraced former Chief Justice Mohan Pieris told United Nations Committee against Torture. Questioned regarding the whereabouts of missing journalist Prageeth Ekneligoda from December 2011 he replied “Our current information is that Mr. Ekneligoda has taken refuge in a foreign country.”

Peiris was implying that Ekneligoda’s disappearance was a staged event to tarnish Sri Lanka’s reputation overseas. After Peiris made these comments, they attracted widespread international coverage and he appeared to be defending the country’s integrity at the United Nations. (See more here)

In August this year four army personnel were arrested by the CID in connection with the disappearance of journalist Prageeth Ekneligoda, police said. Police said two lieutenant colonels, a staff sergeant and a corporal were among the arrested.

The WGEID drew attention to the secret cells after they were taken to the location by the Criminal Investigations Department (CID) at the end of a visit to Sri Lanka. In the past the existence of secret torture camps in Sri Lanka has been long reported by Thamil Civil Society and politicians in the North-East. Earlier this year Sri Lanka’s Prime Minister Ranil Wickremesinghe denied allegations of the existence of torture camps in Sri Lanka.

The ITJP of which Yasmin Sooka is the Executive Director, said it has given the UN Working Group the GPS coordinates for the location of the secret cells in the camp (GPS: 8’33’26’13 N, 81’14’32’87 E) and the names of naval intelligence officers, whom witnesses say were in charge of the site. This information as well as detailed site sketches by survivors was shared by ITJP with WGEID in a confidential written submission before their visit to Sri Lanka.

ITJP says it is prepared to release the names and ranks of 10 naval members, whom survivors state were involved in torture at this site, as well as the details of an officer and other guards present, who were fully aware of the torture that took place.

On  November 20, 2015  M.A. Sumanthiran,  Thamil National Alliance (TNA) MP  demanded answers from the authorities on the underground secret cells at the Trincomalee navy camp, in light of an admission by former navy Commander Admiral Wasantha Karannagoda that those cells were used to detain people. Sumanthiran questioned as to why people like Karannagoda are not being investigated over the cells. Sumanthiran quoted Karannagoda as telling the media that the cells were part of the British colonial era and was used when he was the Navy chief to detain suspects, but not torture them. Sumanthiran said that the authorities must investigate where those people detained at the cells are now and if they were tortured. In March this year Suresh Premachandran, MP (TNA) claimed he had witnesses that could testify to prove that there were secret detention centres in the North-East.

Victims who survived Sri Lanka’s secret torture camps and escaped abroad have said that army general Lt Commander Welegedara gave orders for their interrogations at Sri Lanka’s naval dockyard torture base. A survivor who was detained and tortured in the base at Trincomalee at some point between 2009-2012, speaking to the ITJP, said, “Lt. Commander Welegedara was in charge of the secret camp when we were first brought there. I would hear the screams and crying every other day.” His statement corroborates with the findings of the UN WGEID.    Any credible investigation into the Trincomalee secret cells will most likely have to include the key military figure Lt Commander Welegedara who is widely known to have run the secret detention operations in the Trincomalee naval dockyard.

Six years after the government of Sri Lanka declared an end to decades of civil conflict with the LTTE; thousands of people are still missing, according to the UN and Sri Lankan human rights activists. 

The WGEID of the UN Office for the High Commissioner for Human Rights has recorded 5,671 reported cases of wartime-related disappearance in Sri Lanka, not counting people who went missing in the final stages of fighting from 2008 to 2009.

This figure obviously includes those who left Vanni between 2008 and May, 2009 on their own accord, injured people shipped by ICRC to Trincomalee etc.  As stated by the Darusman UN Experts Panel appointed by UN Secretary General  the number of people who died  during the last phase of the war is estimated  between 40,000 – 70.000. This figure is nearer to the truth than the figure 146,679 which is the difference between 429,059 – 282,380. Of course, this is a far cry from the preposterous claim by the government there was ‘zero casualty’ during the war.

In 2009, the US Department of State in its unclassified Report to Congress on Incidents during the Recent Conflict in Sri Lanka stated: ‘The State Department has not received casualty estimates covering the entire reporting period from January to May 2009. However, one organization, which did not differentiate between civilians and LTTE cadres, recorded 6,710 people killed and 15,102 people injured between January 20 to April 20.2009. These numbers were presented with a caveat, supported by other sources, that the numbers actually killed and injured are probably higher.

With regard to documented deaths, the International Crisis Group (ICG) had this to say: ‘UN agencies, working closely with officials and aid workers located in the conflict zone, documented nearly 7,000 civilians killed from January to April 2009. Those who compiled these internal numbers deemed them reliable to the extent they reflected actual conflict deaths but maintain it was a work in progress and incomplete.’

Sri Lanka under Mahinda Rajapakse is one of the worst violator of fundamental human rights and humanitarian law governing conduct of war. Not only LTTE leaders were killed when they surrendered to the army with white flags in the battle field, hundreds of others were killed after they surrendered to the army.

On 18th May 2009, a large number of witnesses saw more than a hundred LTTE military and civilian administration leaders surrender to the Sri Lankan army close to the Vadduvaakal Bridge. The vast majority of these people have subsequently disappeared and, according to eyewitnesses, were last seen in the custody of the Sri Lankan military. Those who surrendered on 18 May were screened and mostly put in a barbed wire holding area just south of the Vadduvaakal Bridge, which was in the control of the Sri Lankan armed forces. Many surrendered with an elderly Catholic Priest, Father Francis Joseph, who recorded the names of surrendees in a list for the military. Many eyewitnesses saw these prisoners, and in some cases their family members, loaded on to buses and taken away by the military. They and the priest have not been seen since being taken custody of by the military.

Here is a partial list of those LTTE cadres who surrendered to the armed forces on May 18, 2009 but their whereabouts unknown.

Yasmin Sooka on behalf of the ITJP released a list of 110 disappeared people seen surrendering to the Sri Lankan armed forces by eye witnesses on May 18, 2009. The press release said “The ITJP wishes the family members and relatives of the surrendees to know that there are eyewitnesses to the surrender of their loved ones to the military on May 18, 2009.

On May 31, 2009, Lankafirst.com website quoting Government Information Department sources, reported that some top Tiger leaders under the custody of the military were going through series of serious investigation by the security forces.

“Former eastern province political wing leader and subsequently in charge of the economic division Karikalan, former spokesman of the LTTE Yogaratnam Yogi, former EROS MP turned advisor to the LTTE V. Balakumar, a former spokesman of the LTTE Lawrence Thilakar, former Deputy political section leader Thangkan, former head of the political section for Jaffna district Ilamparithi, former Trincomalee political wing leader Elilan, former head of the LTTE Sports Department Paappa, former head of the administrative division of the LTTE Puvannan and deputy international head Gnanam are in custody,” it said.

There is mounting evidence to show secret cells existed at least till end of 2011at the Trincomalee Naval base.  The government must  investigate thoroughly those disappeared after taken into custody, including those at Vadduvaakal, by the armed forces during the dark era of Mahinda Rajapaksa’s dictatorial regime.

The short list given above as well as the 110 missing people listed by Yasmin Sooka of the International Truth and Justice Project (ITJP) are mostly LTTE surrendees. Only a few like Balakumar and his son, Lawrance Thilakar and poet Rathnathurai are non-combatants. Admiral Karannagoda, Army Commander Sarath Fonseka and other Commanders who led the several army divisions during the final phase of the civil war must know the fate of the missing LTTE cadres. They may be terrorists in the eyes of Sinhalese chauvinists, but it is against the rules of war to summarily execute enemy combatants taken into custody after surrender. Admiral Karannagoda cannot dismiss off- hand by claiming the surrendees have left the country and gone overseas. That is an inept and nonsensical explanation. The surrendees must have been put to death on the orders of then Defence Secretary Gotabhaya Rajapaksa to the divisional commanders. These cadres were taken in buses witnessed by their spouses, relations and civilians. Ananthi and several other spouses have given eye witness evidence to the various Commissions set up by the government as well to foreign media like BBC. There is unconfirmed news that Lawrance Thilakar was put to death by placing him inside a cement mixing machine. (Thanga)


 


13 ஏ நிராகரிக்கிற கஜேந்திரகுமார் 6 ஆவது சட்ட திருத்தத்தை ஏற்று தேர்தலில் போட்டியிடுவது ஏன்? மக்களை ஏமாற்றும் எத்தனம் இல்லையா?

கடவுள் விடைகொடுத்தாலும் பூசாரி விடைகொடான் என்பது போல சம்பூரில் முதலீட்டு சபைக்கு வழங்கப்பட்ட 818 ஏக்கர் காணியை சனாதிபதி சிறிசேனா கடந்த மே 07 அன்று வர்த்தமானி மூலம் இரத்து செய்து அதில் சம்பூர் மக்கள் மீள்குடியேற அனுமதி வழங்கப்பட்டது.

இந்த வர்த்தமானி அறிவித்தலை எதிர்த்து சிறிலங்கா கேட்வே இன்டஸ்றீஸ் (Sri Lanka Gateway Industries (Private) Limited – (SLGI) என்ற நிறுவனம் தாங்கள் அந்தக் காணியை 99 ஆண்டுகளுக்கு குத்தகைக்கு எடுத்திருந்ததாகவும் அதில் அ.டொலர் 4 பில்லியன் (4,000 கோடி) முதலீட்டில் கனரக தொழிற்சாலைகள் நிறுவ இருந்ததைக் காரணம் காட்டி அந்தக் காணியில் சம்பூரில் மக்கள் மீள்குடியமர்த்தப்படுவதற்கு எதிராக உச்ச நீதிமன்றத்தில் வழக்குத் தொடுத்தது.

தங்களுக்கு குத்தகைக்குக் கொடுத்த காணி இரத்து செய்யப்பட்டது சட்டப்படி செய்யப்படவில்லை என்றும் தங்களைக் கலந்தாலோசிக்கமல் குறிப்பிட்ட காணி உரிமை இரத்துச் செய்தது தமது அடிப்படி உரிமைகளையும் இயற்கை நீதியையும் மீறிவிட்டதாகவும் (SLGI then went to Supreme Court saying that the cancellation was not according to law and that it was not given a hearing and its fundamental rights and natural justice was violated.) அந்த நிறுவனம் தனது முறையீட்டில் கூறியது.

இதனை அடுத்து உச்ச நீதிமன்றம் வர்த்தமானி அறிவித்தல் அமுல்நடத்தப்படுவதை மே 21 மட்டும் இடைக்காலத் தடைவிதித்து விசாரணையை யூன் 15 க்கு தள்ளிப் போட்டது.

மே 20 அன்று இடைக்காலத் தடையை நீடிக்குமாறு இன்னொரு முறையீட்டை கேட்வே இன்டஸ்றீஸ் சார்பில் சட்டத்தரணிகள் தாக்கல் செய்தார்கள். ஆனால் இடைக்காலத்தடையை நீடிக்க மறுத்த நீதிபதிகள் இரண்டு முறைப்பாடுகள் மீதான விசாரணையை யூன் 15 க்கு தள்ளி வைத்து அது மட்டும் தற்போதுள்ள நிலைமை தொடரவேண்டும் என்று சொன்னார்கள்.

மே 20 மட்டும் தங்களது கையிலேயே குறித்த காணி இருப்பதாக நீதிமன்றத்துக்கு சொன்னார்கள். ஆனால் மே 20 க்கு பின்னர் அரசியல்வாதிகளின் தூண்டுதலின் பேரில் 50 – 75 மரங்கள் வெட்டப்பட்டுத் தற்காலிக கொட்டில்கள் அங்கு போடப்பட்டுள்ளதாக முறையிட்டார்கள். தமிழ்த் தேசியக் கூட்டமைப்பைச் சேர்ந்த அரசியல்வாதிகள் அந்த இடத்தில் காணப்பட்டார்கள் என்றும் சொன்னார்கள். இது தொடர்பாக சம்பூர் பொலிஸ் நிலையத்தில் நிறுவனத்தின் அதிகாரியொருவர் முறைப்பாடு செய்தபோது அதைப் பொலிசார் மறுத்துவிட்டார்கள் என்றும் சொல்லப்பட்டது. அதன் பின்னர் மே 27 அன்று திருகோணமலை துணை பொலிஸ் மாஅதிபரிடம் முறையீடு செய்யப்பட்டது என கேட்வே இன்டஸ்றீஸ் சார்பாக தோன்றிய வழக்கறிஞர்கள் நீதிமன்றத்தில் தெரிவித்தார்கள்.

இதனைத் தொடர்ந்து மே 20 இல் இருந்த நிலைமை கடைப்பிடிக்க வேண்டும் எனவும் திருகோணமலை துணை பொலிஸ் மாஅதிபரும் சட்டமா அதிபரும் கேட்வே நிறுவனத்தின் அதிகாரி செய்த முறைப்பாடு பற்றி அறிக்கை சமர்ப்பிக்க வேண்டும் எனவும் உச்ச நீதிமன்றம் உத்தரவு பிறப்பித்தது. மேலும் உச்ச நீதிமன்றத்தை அவமதித்த குற்றத்துக்காக வழக்குப் பதிவு செய்யப் போவதாகவும் கேட்வே நிறுவனத்தின் சட்டத்தரணிகள் நீதிமன்றத்தில் தெரிவித்தார்கள்.

சிறிலங்கா கேட்வே இன்டஸ்றீஸ் நிறுவனத்தின் முக்கிய முதலீட்டாளர் ஷிரானி இரரஜபக்சாவின் நெருங்கிய உறவினர் எனச் சொல்லப்படுகிறது.

இதனை அடுத்து தங்கள் காணிகளில் மீள்குடியேறிய சம்பூர் மக்களை நீதிமன்றத்தின் உத்தரவை மேற்கோள் காட்டி பொலிசார் சென்ற மாதம் அவர்களை வெளியேற்றினார்கள்.

திருகோணமலை மாவட்டத்தில் உள்ள சம்பூர் பகுதி புறநகர் மேம்பாட்டு அதிகார சபையால் மேம்பாட்டு வலையத் திட்டத்தின் கீழ் சிறப்பு வலயமாக சனவரி 29, 2009 இல் வர்த்தமானி எண் 1534/8 மூலம் பிரகடனப்பட்டிருந்தது (The area has been demarcated as a Special Zone in the development plan of the Urban Development Authority (UDA) and declared under the UDA published Government Gazette No 1534/8 dated 29th January 2009) குறிப்பிடத்தக்கது. இந்த கைத்தொழில் மேம்பாட்டு வலையம் சம்பூரில் 36 சதுர கிமீ (9,000 ஏக்கர்) நிலத்தை உள்ளடக்கியது என்பது குறிப்பிடத்தக்கது. (Sri Lanka Gateway Industries (Private) Limited – (SLGI) was established in June 2010 to develop an Industrial Zone with necessary physical and social infrastructure, in a land extent of 36 sq.kms (9000 Acres), in Sampur in the Trincomalee District in the Eastern Province of Sri Lanka.)

உச்ச நீதிமன்றத்தில் பாதிக்கப்பட்ட சம்பூர் மக்கள் சார்பாக மூத்த சனாதிபதி வழக்கறிஞர் கனகஈஸ்வரன் மற்றும் தமிழ்த் தேசியக் கூட்டமைப்பின் முன்னாள் நாடாளுமன்ற உறுப்பினரும் சட்டத்தரணியுமான எம்.ஏ.சுமந்திரன் ஆகியோர் தோன்றி வாதாடினர். உச்ச நீதிமன்றம் யூன் 15 இல் நடந்த விசாரணையை அடுத்து வழக்கு யூலை 10 ஆம் நாளுக்கு வழக்கை ஒத்திப்போட்டது. உச்ச நீதிமன்றம் நேற்று தனது தீர்ப்பை வழங்கியது.

அந்தத் தீர்ப்பில் சிறிலங்கா கேட்வே இன்டஸ்றீஸ் உச்ச நீதிமன்றத்தில் தொடுக்கப்பட்டிருந்த வழக்கை நேற்றுமுன்தினம் தள்ளுபடி செய்து தீர்ப்பளித்தது. நீதிபதிகள் தங்களது தீர்ப்பில் சனாதிபதியின் வர்த்தமானி அறிவித்தல் சரியானது என்று தீர்ப்பளித்தார்கள்.

இந்தத் தீர்ப்பின் அடிப்படையில் காணிச் சொந்தக்காரர்கள் தங்களது காணிகளில் மீள் குடியேறுவதற்குப் போடப்பட்ட தடைகள் அனைத்தும் நீக்கப்பட்டுள்ளன.

இதன் மூலம், சம்பூரிலிருந்து இடம்பெயர்ந்த மக்கள் அவர்களது சொந்த மண்ணில் உடனடியாக மீளக்குடியமர முடியும் என்று தெரிவிக்கப்பட்டுள்ளது.

உயர் நீதிமன்றம் வெள்ளிக்கிழமை வழங்கிய தீர்ப்பை சம்பூர் மக்களுக்குத் தெளிவுபடுத்தும் முகமாக தமிழ்த் தேசியக் கூட்டமைப்பின் சார்பாக நேற்றுச் சனிக்கிழமை சம்பூரில் கூட்டம் ஒன்று நடைபெற்றது.

இந்தக் கூட்டம் சம்பூர் காளி கோவில் முன்றிலில் நடைபெற்றது. இதில் கூட்டமைப்பின் தலைவர் இரா. சம்பந்தன், முன்னாள் நாடாளுமன்ற உறுப்பினர் எம்.ஏ.சுமந்திரன் மற்றும் தமிழ்த் தேசியக் கூட்டமைப்பின் கிழக்கு மாகாண அமைச்சர்களான சி. தண்டாயுதபாணி, கி. துரைராஜசிங்கம், கூட்டமைப்பின் கிழக்கு மாகாண சபை உறுப்பினர்கள், இம்முறை நாடாளுமன்றத் தேர்தலில் கூட்டமைப்பு சார்பில் திருகோணமலை மாவட்டத்தில் போட்டியிடும் வேட்பாளர்கள் எனப் பலர் கலந்துகொண்டனர்.

இதையொட்டி சம்பூர் காளி கோவிலில் காலை 10.30 மணியளவில் சிறப்பு பூசைகள் நடை பெற்றன. இதனைத் தொடர்ந்து கூட்டம் நடைபெற்றது. அங்கு உரையாற்றிய கூட்டமைப்பின் தலைவர் இரா சம்பந்தன் தெரிவித்ததாவது:-

சம்பூர் காணிப் பிரச்சினை தொடர்பாக உயர் நீதிமன்றம் நேற்று வழங்கிய தீர்ப்பு தமிழ்த் தேசியக் கூட்டமைப்பின் மாபெரும் தேர்தல் வெற்றிக்கான முதல் மணியோசையாகும்.

“பத்து வருடங்களாக சம்பூர் மக்கள் அனுபவித்த அனைத்துப் பிரச்சினைகளுக்கும் முடிவு கிடைத்துள்ளது” எனத் திரு சம்பந்தள் குறிப்பிட்டார். 2006 ஏப்ரில் மாதத்தில் மாவிலாறு பகுதியில் சிங்கள இராணுவம் மேற்கொண்ட பாரிய படையெடுப்புக் காரணமாக சம்பூர் மக்கள் தங்கள் வீடுவாசல்களை துறந்து இடம் பெயர்ந்தார்கள். இதுவரை காலமும் இவர்கள் தெருவோரங்களில் கொட்டில்கள் கட்டி அவல வாழ்க்கை வாழ்ந்தார்கள்.

உணர்வு பூர்வமாக நடந்த இந்தக் கூட்டத்தில் பல பெண்கள் தலைவர் இரா. சம்பந்தனை உச்சி மோந்து தங்களது அன்பை வெளிக்காட்டிக் கொண்டனர்.

தேர்தல் வேட்புமனுவை தாக்கல் செய்த பின் திருகோணமலையில் தமிழ்த் தேசியக் கூட்டமைப்பின் சார்பில் நடைபெற்ற முதலாவது கூட்டம் இது என்பது குறிப்பிடத்தக்கது.

மகிந்தா இராஜபக்சா அவரது கொடுங்கோல் ஆட்சியில் துணை மீள்குடியேற்ற அமைச்சராக இருந்த கருணா சம்பூர் மக்களைச் சந்தித்து “818 ஏக்கர் காணியை அரசு கனரக தொழிற்சாலை நிறுவ ஒரு நிறுவனத்துக்குக் கொடுத்துவிட்டது. அந்தக் காணி திரும்பி வராது. அதனைத் திருப்பி எடுத்துத் தரப்போவதாக ததேகூ உங்களை சும்மா ஏமாற்றுகிறது” என்று சொன்னார். ஆனால் ததேகூ நாட்டில் ஒரு ஆட்சி மாற்றத்தினைக் கொண்டு வந்ததன் மூலம் முன்னைய அரசு பறித்த 818 ஏக்கர் காணி இன்று அதன் சொந்தக்காரர்களுக்கு திருப்பிக் கொடுக்க வழிபிறந்துள்ளது.

2006 ஆம் ஆண்டு இராணுவம் சம்பூரில் அபகரித்த 237 ஏக்கர் நிலத்தில் சிறிலங்கா கடற்படை முகாம் ஒன்று உருவாக்கப்பட்டது. இப்போது அந்த முகாமை விட்டு வெளியேற கடற்படை சம்மதித்துள்ளது. போருக்கு முன்னர் இந்தப் பகுதியில் 600 குடும்பங்கள் குடியிருந்தார்கள் என்பது குறிப்பிடத்தக்கது.

We Must Not Allow the January 8th Democratic Gains to be Rolled Back

General election to Sri Lanka’s 15th parliament is less than 3 weeks away. It will be held on 17 August 2015, ten months ahead of schedule to elect 225 members. There is hectic campaign by the two main contenders namely the United National Front for Good Governance (UNFGG) and the United People’s Freedom Alliance (UPFA) to entice the voters. Each alliance is claiming victory at the polls, but we will know how the voters will cast their vote. Surprisingly the voters have an uncanny knack and sophistication in picking the winning party.

Both the UNFGG and UPFA are facing the electorate as a divided house. UNFGG is facing the poll minus its allies the JVP, TNA and the Democratic Party (DP) led by Field Marshal Sarath Fonseka. It is not clear why the DP is contesting separately when its leader owes the national government led by the UNP for quashing his previous convictions and rehabilitating him militarily as well as politically. If not for President Maithripala Sirisena’s magnanimity in reinstating his voting right and right to stand for elections Sarath Fonseka would have remained in political doldrums for many years.

By a twist of fate the UPFA election campaign is led by the former president Mahinda Rajapaksa to the discomfort of president Sirisena. Though president Sirisena was forced to give nomination to Rajapaksa against his wish, he has called upon the people to defeat him at the forthcoming polls. He went further to claim he won’t appoint him as prime minister even if the UPFA wins the elections.

At the presidential elections Mahinda Rajapaksa lost by a margin of only 449,072 votes. And Rajapaksa still feels bitter that his defeat was caused by the vote bank of Thamils in the North, East provinces and in Tamil dominated Nuwara Eliya electoral district. He has been harping on his defeat since 9th January, the day after the elections. Rajapaksa has reason to feel bitter since he won majority of the votes in the remaining 16 districts in the south. He polled 5,299,151 (5,299,151 (50.64%) as against 4.996,446 (48.38%) for president Sirisena.

The forthcoming election offers a chance to bring back Mahinda Rajapaksa together with his cronies who voted for the 18th Amendment which made him a virtual dictator. Despite widespread corruption, nepotism, fraud and waste he seems to enjoy popular support in the south. This is really baffling to the voters of North and East.

However, Mahinda Rajapaksa and his UPFA are facing an uphill task in their campaign in the absence of state resources which were used by him to the maximum in every election held since 2005. A state controlled and docile state media not only carried out propaganda in his favour, but also it denigrated his opponents in derogatory terms.

In using the communal card this time around, Rajapaksa has completely alienated Thamil voters as never before. At the last presidential elections Rajapaksa polled a respectable number of votes in the North and East though he lost overall in all the 5 districts. The following is the detail outcome of the vote:

In this election the EPDP is contesting separately which means the UPFA votes will be split between the two. In the parliamentary elections held in 2010 the EPDP won 3 seats polling 47,622 (32.07%) votes. But, that election was held less than a year after the end of the war in May 18, 2009. Today, the political landscape has changed completely since the presidential elections held on January 8, 2015. Unlike in the past both the EPDP and UPFA have lost their influence after January 8th. While the UPFA faces certain defeat, the EPDP has to struggle hard to retain even one seat. Traditionally, the bulk of the votes came from the islands which were under the control of EPDP since 1990. So for the first time EPDP is facing the election as an opposition party.

The TNA remains popular with the electorate all though they have not delivered on all their promises. Prominent among them is the release of about 275 political prisoners languishing for up to 20 years in prison without charges or trial. The Hundred Days programme by the National government did not fully address some of the fundamental issues faced by the Thamil people like complete demilitarization and release of thousands of acres of both residential and farmlands. Yet, the TNA managed to wrest some concessions from the government, especially the release of some of the lands grabbed by the army for military as well as for non-military purposes.

Out of a total of 6,382 acres of land grabbed by the army in Valikamam North, about 1,033 acres has been released to the original owners. These lands were occupied by the army following military offensive launched in 1990. Yet the IDPs face the daunting task of rebuilding their shattered lives and destroyed homes without adequate financial help from the government.

In 1983, Valikamam North Division had a population of 83,618 individuals, or 25,351 families, who were all Thamils. About 60% of the population were farmers, and another 30% were fishermen, while the remainder were employed in white-collar jobs, in industries etc.
The eviction of these people was carried out in different phases. The forcible eviction started in 1990, following the withdrawal of the IPKF, and continued until 1993. During this period, the remainder of the population was forcibly evicted and by the end of 1993 the eviction was complete.
In a similar fashion following an army offensive in Sampur in 2006 thousands of people fled empty handed all the way to Batticaloa. When the war came to an end, the army took over thousands of acres of private land in and around Sampur. Expectation the army will allow the IDPs to go back to their homes and farms did not materialise. Instead, a total of 816 acres of land was vested in the Board of Investment (BOI) by a gazette notification issued by President Mahinda Rajapaksa.

The BOI in turn handed over the land to a company styled Sri Lanka Gateway Industries on a 99 year lease. A strategic development project to create a special zone for heavy industries at a cost of US$ 4 billion or more than Rs. 500 billion by Gateway Industries was given the green light by the Government. A further 500 acres were earmarked to build a coal-fired Thermal Plant as a joint venture between India’s National Thermal Power Corporation (NTPC) and the Ceylon Electricity Board.

Following the change of regime after January 8th, the 816 acres leased to Gateway Industries has been cancelled and IDPs numbering over 7,000 have been allowed to return. The Sri Lanka navy has also agreed to relocate the camp covering 237 acres. This land belonged to about 600 families before the out-break of hostilities.

The confiscation of lands from poor peasant families in Sampur by the government and handing over 816 acres of land to a development company showed the utter disdain the Rajapaksa government had for the plight of poor ordinary citizens. It is the tears and curse of these poor people that finally ended Rajapaksa’s tyrannical rule spanning 9 years!

President Maithripala Sirisena defended his government’s move to return private land acquired by the security forces during the civil war to its legitimate owners as part of reconciliation efforts with minority communities, including Tamils. He regretted the fact that some political opponents used the internet and media to spread false information that the government is handing over the land to LTTE supporters.

The January 8th revolution has brought fresh hope as opposed to despair to the Thamil people who were suffocating under the dictatorial rule of Mahinda Rajapaksa’s regime. His government treated the Thamil people shabbily and subjected them to humiliation and shame.

1) Police powers vested in the armed forces under the Public Security Ordinance have been allowed to lapse. This has stopped harassment of ordinary people by the army and police.

2) The military governors in the North and Eastern provinces have been replaced with civilian administrators.

3) The ill-advised ban imposed on singing the National Anthem in Thamil has been removed.

4) There are no more white vans, grease demons, throwing waste oil, stoning houses, attack on media personnel, fear of arbitrary arrest etc. in the North.

5) If the August 17 election ushers a national government, then more powers will be given to the provincial councils. If the national government has a 2/3 majority then a new constitution will be enacted by establishing a Constituent Assembly.

6) To the much exploited Hill Country Thamils the government has launched a scheme to build houses and schools.

The above may seem trivial for some, but Thamils feel relieved and see a light at the end of the tunnel for the first time since independence.
The Thamil people joined hands with the people of the south in electing Maithripala Sirisena as president. That was a historical turning point that changed the political culture of the country. Rajapaksa who deftly played the Sinhala – Buddhist card was defeated. As told by president Sirisena we should not allow Mahinda Rajapaksa and his UPFA to roll back the revolution to pre January 8th dark era.

For the first time after independence, an ordinary, humble and unassuming person has become the president. President Sirisena kept his promise to reduce the dictatorial powers of the president by the enactment of the 19th Amendment. It was a magnanimous gesture on his part. Although his predecessors promised to abolish the office of president when elected they failed to keep their promises.

Mahinda Rajapaksa did the opposite by enacting the 18th Amendment. Unlike Rajapaksa who wanted to crown himself as a king, the mild-mannered president Sirisena is not overtly power hungry and has declared he will not seek a second term.

The 19th Amendment keeps the executive presidency virtually intact with just a restoration of the independent commissions that functioned under the 17th amendment. President Sirisena still enjoys executive power and he is still the Head of Cabinet with power over all appointments, ministers as well as Secretaries of ministries.

The Thamils were also beneficiaries of a few achievements of the present government like the restoration of judicial independence, the rule of law, media freedom, battle against corruption, salary increases to government servants and pensioners, slashing of fuel prices and enforcement of human rights. Yet the fundamental problems, for which Thamils have fought long battles, including a liberation war, remain unresolved and unaddressed. The country needs ethnic peace to move forward. The hope is that a national government will be formed after the elections to address the long festering ethnic issue.

All right thinking people in the south should vote for UNFGG to help usher in a righteous government free of corruption, nepotism, waste, fraud, extortion, embezzlement and generally the inefficient use of state resources. The government must uphold the rule of law both in word and deed, equality, justice, self-respect and dignity of all citizens irrespective of their ethnicity or religion.

As exhorted by President Maithripala Sirisena we must move forward and not allow the January 8th democratic gains to be rolled back by any means.

இந்தத் தேர்தலிலும் தமிழ்மக்கள் தங்களது ஒற்றுமையை உள்நாட்டிலும் பன்னாட்டு சமூக மட்டத்திலும் காட்டுதல் வேண்டும்

ஏழாவது நாடாளுமன்றத்தின் ஆயுள் இன்னும் 10 மாதங்கள் இருக்கும் போது சென்ற யூன் 26  அன்று கலைக்கப்பட்டுள்ளது.   இது எதிர்பார்க்கப்பட்டதே.

உண்மையில் 100 நாள் வேலைத் திட்டம் முடிந்த கையோடு நாடாளுமன்றம்  கலைக்கப்பட்டிருக்க வேண்டும். அப்படித்தான் மைத்திரிபால சிறிசேனா – இரணில் விக்கிரமசிங்கி இருவரது தேர்தல் அறிக்கையில் குறிப்பிடப்பட்டிருந்தது. ஆனால் அந்தக் கெடுவைத் தாண்டி நாடாளுமன்றம் மேலும் 54 நாட்கள் உயிர் வாழ்ந்து  விட்டது.

19 ஆவது சட்ட திருத்தத்தைத் தொடர்ந்து  தேர்தல் முறைமையை மாற்றி அமைக்கும்   20 ஆவது சட்ட திருத்தத்தை நாடாளுமன்றத்தில் நிறைவேற்றிவிட வேண்டும் என  சனாதிபதி  சிறிசேனாவும்  இரணிலும் முயற்சித்தார்கள். ஆனால் மகிந்த இராஜபக்சா ஆதரவு நாடாளுமன்ற உறுப்பினர்களின் கடும் எதிர்ப்பு காரணமாக அது சாத்தியம் இல்லாமல் போய்விட்டது.

சிறிசேனா தலைமையிலான அரசு சிறுபான்மை அரசாங்கமாக இருந்தது.  ஐக்கிய தேசியக் கட்சி (ஐதேக)யின் 45 நா.உறுப்பினர்களோடு சுதந்திரக் கட்சியில் இருந்து   35  நா.உறுப்பினர்கள் மட்டுமே அரசாங்கத்துக்கு ஆதரவாக இருந்தார்கள்.

சுதந்திரக்கட்சிக்குள்ளும் சிறிசேனாவுக்கு பெரும்பான்மை பலம் இல்லாதிருந்தது.  அமைச்சர், துணை அமைச்சர் பதவிகளைக் கொடுத்து சுதந்திரக் கட்சி நா.உறுப்பினர்களை தன் பக்கம் இழுப்பதில் சிறிசேனா முழு வெற்றிபெறவில்லை.

இந்தப் பின்னணியில்தான் 20 ஆவது சட்ட திருத்தத்தை நிறைவேற்ற சனாதிபதி  சிறிசேனா எடுத்த முயற்சிகள் தோல்வி கண்டது.  சென்ற யூன் 26 அன்று  நாடாளுமன்றம் கலைக்கப்பட்டதற்கு அதுவே காரணம்.

சிறிசேனா சுதந்திரக் கட்சி மற்றும் ஐக்கிய மக்கள் சுதந்திர முன்னணியின் தலைவராக இருந்தாலும்  பெரும்பான்மை நா.உறுப்பினர்கள் அவர் பக்கம் இருக்கவில்லை. அவர்களில் பலரை தன் வழிக்குக் கொண்டு வர சிறிசேனா எடுத்த முயற்சி வெற்றி அளிக்கவில்லை.  அமைச்சர், துணை அமைச்சர் பதவிகளைக் கொடுத்து சிலரை சிறிசேனா தன்பக்கம் வைத்துக் கொண்டார் என்பது உண்மையே. இருந்தும் அமைச்சர்களாக பதவி ஏற்ற நான்கு பேர்  குறுகிய காலத்தில்  பதவிகளைத் துறந்து வெளியேறிவிட்டார்கள்.

ஐக்கிய தேசியக் கட்சித் தலைவர் இரணில் விக்கிரமசிங்கி  நாடாளுமன்றம் உடனடியாகக்  கலைக்கப்பட வேண்டும் என்பதில் நாட்டமாக இருந்தார். அதற்கு இரண்டு காரணங்கள் இருந்தன.

(அ) நாடாளுமன்றத்தில் எதிர்க்கட்சியால்  பிரதமர் இரணில் விக்கிரமசிங்கி, நிதி அமைச்சர் இரவி கருணநாயக்கா, பொதுமக்கள் பாதுகாப்பு அமைச்சர்யோன் அமரதுங்கா மூவருக்கும் எதிராக நம்பிக்கை இல்லாத் தீர்மானங்கள் கொண்டுவரப்பட்டு சில நாட்களில் அவை விவாதத்திற்கு  எடுத்துக் கொள்ளப்பட இருந்தது.

(ஆ) காலம் செல்ல செல்ல ஐக்கிய தேசியக் கட்சி (ஐதேக) யின் செல்வாக்கு குறையத் தொடங்கியது. மத்திய வங்கியில் நடந்த ஊழல் காரணமாக இலங்கை அரசுக்கு  ரூபா 60 பில்லியன் (ஒரு பில்லியன் ரூபா 100 கோடி) அளவில் இழப்பு ஏற்பட்டதாக எதிர்க்கட்சிகள் அரசாங்கம் மீது குற்றம் சாட்டின. பெப்ரவரி 24 அன்று  மத்திய வங்கி ரூபா ஒரு பில்லியன் பெறுமதியான 30 ஆண்டு திறைச்சேரி பிணைகளை (Treasury Bonds) 9 – 9.5% வட்டிக்கு ஏலம் போடப் போவதாக அறிவித்தது. ஆனால் அரசுக்கு 15 பில்லியன் தேவைப்பட்டதால் இந்தத் தொகை 10 பில்லியனாக உயர்த்தப்பட்டு  வட்டியும்  9.5%  இல்  இருந்து12.5 % ஆக உயர்த்தப்பட்டது.  ஆனால் இந்த  மாற்றம்  எல்லா வணிக நிறுவனங்களுக்கும் தெரிவிக்கப்படவில்லை. இருந்தும்  Perpetual Treasuries  என்ற நிறுவனத்துக்கு உயர்ந்த வட்டியில் 5 பில்லியன் பெறுமதியான பிணை முறிவுகள் வழங்கப்பட்டன. இந்த நிறுவனத்தின்  முக்கிய பங்குதாரர் அலோசியஸ் என்பவர். இவர் மத்திய வங்கியின் ஆளுநர் அர்ச்சுன் மகேந்திரனின் மருமகன் ஆவார். பத்து பில்லியன்  பிணை முறிவுகளுக்கு 12.5 % வட்டி செலுத்தினால் 8 1/2 ஆண்டுகளில் 10 மில்லியன் வட்டியாக மட்டும்   கொடுக்கப்பட்டு விடும். 30 ஆண்டுகளில் வட்டி மட்டும்  ரூபா31 பில்லியனை  எட்டிவிடும். வேறு விதமாகச் சொன்னால் முதலைப் போல மூன்று மடங்கு வட்டி கொடுக்க வேண்டியிருக்கும்.  அலோசியஸ் அவர்களின்  நிறுவனம் முன்னைய காலத்திலும் இப்படியான திறைச்சேரி பிணைகளை காலத்துக்குக் காலம் மத்திய வங்கியிடம் இருந்து வாங்கியுள்ளது.  ஆனால் இம்முறை அவரது மாமன் மத்திய வங்கியின் ஆளுநராக இருப்பதால் அலோசியசுக்கு உதவி செய்து விட்டார் எனப் பலர், குறிப்பாக  முன்னைய எதிர்க்கட்சி உறுப்பினர்கள்  மகேந்திரன் மீது ஊழல் குற்றம் சாட்டுகிறார்கள்.

இது இவ்வாறிருக்க யூலை முதல் நாள் மகிந்த இராஜபக்சா தனது சொந்த ஊரான மெதமுலனாவில் அவரது ஆதரவாளர்கள் மத்தியில் பேசும் போது தான் எதிர்வரும் நடாளுமன்றத் தேர்தலில் போட்டியிடப் போவதாக அறிவித்தார்.  ஆனால்  அவர் எந்தக் கட்சியில் போட்டியிடப் போவதாக  குறிப்பிடவில்லை.

மகிந்த இராஜபக்சாவை பிதமர் பதவிக்கான வேட்பாளராக நிறுத்த முடியாது என்பதில் சனாதிபதி மைத்திரிபால சிறிசேனா இந்தப் பொழுது வரை உறுதியாக இருக்கிறார். இராஜபக்சா முதன் முறையாக 1970 இல் நாடாளுமன்றத்துக்கு தெரிவு செய்யப்பட்டார். 1977 இல் தோற்கடிக்கப்பட்டார். அதன் பின்னர் நடந்த தேர்தல்களில் வெற்றிபெற்று நாடாளுமன்ற உறுப்பினராகவும் எதிர்க்கட்சித் தலைவராகவும் அமைச்சராகவும்  பிரதமராகவும் இரண்டு முறை சனாதிபதியாகவும் இராஜபக்சா இருந்து விட்டார். ஆன காரணத்தினால் மறுபடியும் தேர்தலில் போட்டியிட நியமனம் வழங்க முடியாது என வெட்டொன்று துண்டு இரண்டாக  சனாதிபதி சிறிசேனா கூறிவிட்டார்.

இதற்கு முன் பதவியில் இருந்த சனாதிபதிகள் பதவி முடிந்த பின்னர்  மீண்டும் நாடாளுமன்றம் செல்ல முயற்சிக்கவில்லை. இராஜபக்ச ஒருவர்தான் தேர்தலில் போட்டி போட்டே தீருவேன் என அடம்பிடிக்கிறார்.

பொதுமக்கள், முன்னாள் அமைச்சர்கள், நாடாளுமன்ற உறுப்பினர்கள், மாகாண சபை உறுப்பினர்கள், கட்சி ஆதரவாளர்கள்  தன்னைப் போட்டியிடுமாறு கேட்ட காரணத்தாலேயே தான் தேர்தலில் குதித்திருப்பதாக இராஜபக்சா கூறுகிறார். மேலும் சில  காரணங்களை  இராஜபக்சா முன்வைத்துள்ளார்.

(1) தனக்கும் தனது குடும்பத்துக்கும் எதிராக அரசாங்கம் பொய்க் குற்றங்களைச் சுமத்தி வருகிறது அவற்றை நேர்கொள்ள அரசியலில் தொடர்ந்து இருக்க வேண்டியது அவசியம்.

(2) கடந்த 6 மாத ஆட்சியில் பொருளாதாரம் சரிந்து விட்டது. தன்னால் தொடக்கப்பட்ட மேம்பாட்டுத் திட்டங்கள் ஊறப்போடப்பட்டுவிட்டன.

(3)   அரசாங்கத்தின் பிழையான கொள்கைகளால் நாடு ஒரு பொருளாதார நெருக்கடிக்கு உள்ளாகி வருகிறது.

(4) கடந்த தேர்தலில் வட கிழக்கு மற்றும் மலையகத் தமிழர்களது வாக்கி வங்கியினால்தான் நான் தோற்கடிக்கப் பட்டேன். மற்றப்படி பெரும்பான்மை சிங்கள – பவுத்த மக்களது ஆதரவு தனக்கு உண்டு அதில் ஐயமில்லை.

கடந்த சனாதிபதி தேர்தலில் நாடு முழுதும் உள்ள 22 தேர்தல் மாவட்டங்களில்  சிறிசேனாவுக்கு 6,217,162  (51.38%)  வாக்குகளும் மகிந்த இராஜபக்சாவுக்கு 5,768,090 (48.58% ) வாக்குகளும் விழுந்தன. சிறிசேனாவுக்கு கிடைத்த மேலதிக வாக்குகள் 449,072 (3.70%) ஆகும். ஆனால்  தமிழர்கள், முஸ்லிம்கள்  பெரும்பான்மையாக வாழும் 5 வட கிழக்கு தேர்தல் மாவட்டங்களிலும் நுவரேலியா மாவட்டத்தையும்  தவிர்த்து எஞ்சிய 16 மாவட்டங்களில்  மகிந்த இராஜபச்சாவுக்கு 5,299,151 (50.64%) வாக்குகளும் சனாதிபதி சிறிசேனாவுக்கு 4,996,446 (48.38%) வாக்குகளும் கிடைத்தன. இதன் அடிப்படையில் இராஜபக்சாவுக்கு 302,705 (2.22%) வாக்குகள் கூடுதலாக விழுந்துள்ளது. இந்தப் புள்ளிவிபரத்தை வைத்துக் கொண்டுதான் இராஜபக்சா  பெரும்பான்மை சிங்கள – பவுத்தர்களது ஆதரவு தனக்குத்தான் உண்டு என்கிறார்.

சனாதிபதி சிறிசேனா இராஜபக்சாவை   பிரதமர் பதவி வேட்பாளராக அறிவிக்க மாட்டார் என்கிறார்.  யார் பிரதமர் என்பது தேர்தல் முடிந்து பெரும்பான்மை நா.உறுப்பினர்கள் யாரைத்  தேர்ந்தெடுக்கிறார்களோ அவர்தான் பிரதமர் என்கிறார் சனாதிபதி சிறிசேனா.

ஆனால் இராஜபக்சாவுக்கு   சாதாரண  நா.உறுப்பினர் பதவிக்கு போட்டியிடும்  வாய்ப்பு வழங்கப்பட்டு ஐக்கிய மக்கள் சுதந்திர முன்னணி  பெரும்பான்மை பலத்தோடு தேர்தலில் வெற்றி பெற்றால் இராஜபக்சா பிரதமர் பதவிக்கு தெரிந்தெடுக்கப்படுவது ஏறக் குறைய நிச்சயமாகிவிடும்!

வருகிற தேர்தல் இரண்டு முனைப் போட்டியா (ஐமசுமு மற்றும் ஐதேக) இல்லை  மும்முனைப் போட்டியா என்பது சனாதிபதி சிறிசேனா கையில் உள்ளது.  இராஜபக்சாவுக்கு தேர்தலில் போட்டியிடும் வாய்ப்பு முற்றாக மறுக்கப்பட்டால்  அவர் மூன்றாவது கட்சியில் போட்டியிடுவது  நிச்சயப்படுத்தப்பட்டு விடும்.இல்லை என்றால் ஐமசுமு க்கும் ஐதேக  க்கும்  நேரடிப் போட்டி இடம் பெறும்.

இலங்கையின் நாடாளுமன்றத்தில் மொத்தம்  225 உறுப்பினர்கள் இருக்கிறார்கள்.  விகிதாசார அடிப்படையில் 196 பேரும் தேசியப்பட்டியலில் இருந்து மேலும் 29 பேரும் ஆக மொத்த உறுப்பினர்கள் தொகை 225 ஆகும்.

இலங்கையில்  2012 இல் நடத்திய புள்ளிவிபரக் கணக்கின்படி இனவாரியாக  மக்கள் எண்ணிக்கை பின்வருமாறு.

இந்த மக்கள் தொகை அடிப்படையில் இனவாரியாக  நாடாளுமன்றத்தில் கிடைக்க வேண்டி பிரதிநித்துவம் பின்வருமாறு.

இம்முறை யாழ்ப்பாணத் தேர்தல் மாவட்டத்தின் பிரதிநித்துவம் 9 இல் இருந்து 7 ஆகக் குறைக்கப்பட்டுள்ளது. இது தமிழர்களது நாடாளுமன்றப் பிரதிநித்துவத்தை மேலும் குறைத்துவிடும் என்பதில் எந்தவித ஐயமும் இல்லை.

தேர்தலில் வெற்றி பெறுகிற கட்சிகளை ஒன்று கூட்டி தேசிய அரசை அமைக்கப் போவதாக இரணில் விக்கிரமசிங்கி அறிவித்துள்ளார். எந்தக் கட்சி பெரும்பான்மை இருக்கைகளைப் பெறுகிறதோ அந்தக் கட்சிக்கு பிரதமர் பதவி கொடுபடும். இரண்டாவது பெரும்பான்மை கட்சித் தலைவருக்கு துணைப் பிரதமர் பதவி வழங்கப்படும்.  தேசிய அரசில் பங்கு பெறும் ஏனைய கட்சிகளுக்கும் அமைச்சர் பதவிகள் வழங்கப்படும்.

தேசிய அரசாங்கம்  புதிய யாப்பை வரைய நடவடிக்கை எடுக்கும். 1972 இல், 1978 இல் செய்தது போல் நாடாளுமன்றம் தன்னை அரசியல் நிர்ணய சபையாக மாற்றிக் கொள்ளும். அந்த சபையால் உருவாக்கப்பட்ட யாப்பு நாடாளுமன்றத்தில் 2/3 பெரும்பான்மை வாக்குகளால் நிறைவேற்றப்பட வேண்டும்.

தமிழ்த் தேசியக் கூட்டமைப்புக்கு  2010 இல் நடந்த தேர்தலில் 14 இருக்கைகள் கிடைத்தன.  போர் முடிந்த கையோடு இராணுவ நெருக்கடிக்குள் நடத்தப்பட்ட தேர்தல் என்பதால் யாழ்ப்பாண தேர்தல் மாவட்டத்தில்   23.33 விழுக்காட்டினரே வாக்களித்திருந்தார்கள். ஆனால் அதற்குப் பின்னர் நடந்த உள்ளுராட்சி, மாகாண சபைத் தேர்தல்களில் வாக்கு விழுக்காடு அதிகரித்து வந்துள்ளது. வட மாகாண உளளூராட்சித் தேர்தலில் 65.52 விழுக்காடும், வட மாகாண சபைத் தேர்தலில் 67.52 விழுக்காடும் சனாதிபதி தேர்தலில்  68.57 விழுக்காடும் வாக்களித்துள்ளனர்.

யாழ்ப்பாணத் தேர்தல் மாவட்டத்தின் வாக்காளர் எண்ணிக்கை   731,359 (2010) இல் இருந்து 529,239 (2014) ஆகவும் இருக்கைகள் 9 இல் (2010)  இருந்து 7  (2014) ஆகக் குறைந்துள்ளது.  1989 இல் 592,210 வாக்காளரும் 11 இருக்கைகளும் இருந்தன.

2013 இல்  வட  மாகாண சபைக்கு நடந்த தேர்தலின் அடிப்படையில் தமிழ்த் தேசியக் கூட்டமைப்பு வடக்கில் காணப்படும்  9 தொகுதிகளிலும் வென்றிருந்தது. ததேகூ  ஆதரித்து 78.48 விழுக்காடு மக்கள் வாக்களித்து இருந்தார்கள். சனவரி 8 இல் நடந்த சனாதிபதி தேர்தலில் சிறிசேனாவை ஆதரிக்குமாறு  ததேகூ மக்களை கேட்டுக் கொண்டது. அந்த வேண்டுகோளுக்கு இணங்க வடமாகாண தமிழ்வாக்காளர்களில் 75.82 விழுக்காட்டினர் சிறிசேனாவுக்கு ஆதரவாக வாக்களித்தார்கள். கிழக்குமாகாணத்தில் 72.01 விழுக்காடு தமிழ்வாக்காளர்கள் சிறிசேனாவுக்கு ஆதரவாக வாக்களித்தனர்.

எனவே  எதிர்வரும் ஓகஸ்ட் 17 இல் நடைபெறும் தேர்தலில் ததேகூ யாழ்ப்பாண தேர்தல் மாவட்டத்தில் மொத்தம்  7 (2010 – 5) தொகுதிகளையும் கைப்பற்ற வாய்ப்பு அதிகமாக இருக்கிறது. வன்னி தேர்தல் மாவட்டத்தில் மொத்தம் 6 தொகுதிகளில்  5 தொகுதிகளையும் (2010 -3) திருகோணமலை மாவட்டத்தில் 5 இல்  2 தொகுதிகளையும் (2010 – 1)  அம்பாரையில் 7 தொகுதிகளில் 2தொகுதியையும்  (2010 – 1)  மட்டக்களப்பு மாவட்டத்தில் 5 தொகுதிகளில் 4 தொகுதிகளிலும்  மொத்தம் வட – கிழக்கில் 20 தொகுதிகளில் வெற்றிபெற வாய்ப்பு இருக்கிறது.

முன்னைய தேர்தல்கள் போல இந்தத் தேர்தலிலும் தமிழ்மக்கள் தங்களது ஒற்றுமையை உள்நாட்டிலும் பன்னாட்டு சமூக மட்டத்திலும் காட்டுதல் வேண்டும்.
