காக்கையைக் கங்கையில் குளிப்பாட்டினாலும் அதன் நிறம் மாறாது!

ஜேவிபி இன்று தேசிய மக்கள் சக்தி என்ற புதிய முகத்துடன் ஆட்சிக்கு வந்திருக்கலாம். ஆனால் அதன் பழைய சிங்கள மேலாதிக்க அரசியல் மனப்பான்மை உண்மையில் மாறிவிட்டதா?

இதுதான் தமிழ் மக்கள் கேட்க வேண்டிய கேள்வி.

1971 இல் ஜேவிபி ஆயுதம் ஏந்தி அரசுக்கு எதிராகக் கிளர்ச்சி செய்தது. ஆனால் 1987–89 காலகட்டத்தில் அதன் அரசியல் இன்னும் தெளிவாக வெளிப்பட்டது. இந்திய–இலங்கை ஒப்பந்தத்தையும், 13ஆவது அரசியலமைப்புத் திருத்தத்தையும், தமிழ் மக்களுக்கு மாகாண சபைகள் ஊடாக வழங்கப்பட்ட மிகக் குறைந்த அதிகாரப் பரவலாக்கத்தையும் அது கடுமையாக எதிர்த்தது.

அந்தக் கால வன்முறையில் ஆயிரக்கணக்கான உயிர்கள் பலியாகின. பெருமளவு பொதுச் சொத்துகளும் தனியார் சொத்துகளும் அழிக்கப்பட்டன.

2024 இல் அனுர குமார திசாநாயக்க தலைமையிலான அரசு ஆட்சிக்கு வந்தது. மாற்றம் வரும் என்று தமிழ் மக்களில் ஒரு பகுதியினர் எதிர்பார்த்தனர்.

ஆனால் இரண்டு ஆண்டுகளுக்குப் பின்னர் நாம் கேட்க வேண்டியது: என்ன மாறியது?

இராணுவம் மற்றும் அரச அமைப்புகளின் பிடியிலுள்ள தமிழ் மக்களின் காணிகள் அனைத்தும் விடுவிக்கப்பட்டுவிட்டனவா?

இல்லை.

காணாமல் ஆக்கப்பட்டவர்களின் உறவினர்களுக்கு உண்மையும் நீதியும் கிடைத்துவிட்டதா?

இல்லை.

புதிய அரசியலமைப்பு கொண்டுவரப்பட்டுவிட்டதா?

இல்லை.

தேசிய இனப்பிரச்சினைக்கு அரசியல் தீர்வு முன்வைக்கப்பட்டுவிட்டதா?

இல்லை.

பயங்கரவாதத் தடுப்புச் சட்டம் முற்றாக நீக்கப்பட்டுவிட்டதா?

இல்லை.

இதற்கிடையில் வடக்கின் பொருளாதார வளர்ச்சிக்கான இரண்டு முக்கிய வாசல்களான யாழ்ப்பாண சர்வதேச விமான நிலையமும் காங்கேசன்துறை துறைமுகமும் முழுமையாக அபிவிருத்தி செய்யப்படாமல் இருக்கின்றன.

பலாலி — பெயரில் சர்வதேச விமான நிலையம்!

யாழ்ப்பாண சர்வதேச விமான நிலையத்திற்கு இன்று சென்னை மற்றும் திருச்சியுடன் மட்டுப்படுத்தப்பட்ட சர்வதேச விமான சேவைகளே உள்ளன.

அதனை முழுமையான சர்வதேச விமான நிலையமாக அபிவிருத்தி செய்ய இந்தியா ஏற்கெனவே நிதியுதவி வழங்க முன்வந்துள்ளது. 2020 ஆம் ஆண்டிலேயே இந்தியாவின் ரூ.300 மில்லியன் மானிய உதவியைப் பயன்படுத்தி terminal, மின்சாரம், navigational services உள்ளிட்ட வசதிகளை மேம்படுத்த இலங்கை அமைச்சரவை அங்கீகாரம் வழங்கியது.

ஆனால் ஆறு ஆண்டுகள் கடந்த பின்னரும் விமான நிலையம் முழுமையாக அபிவிருத்தி செய்யப்படவில்லை. ஓடுபாதையின் முழுமையான விரிவாக்கம் இன்னும் எதிர்காலத் திட்டமாகவே உள்ளது.

காங்கேசன்துறை — US$65 மில்லியன் இந்திய மானியம்!

காங்கேசன்துறை துறைமுகத்தின் நிலை இன்னும் வியப்புக்குரியது.

இந்தியா முதலில் US$45.27 மில்லியன் கடனுதவியில் துறைமுகத்தை அபிவிருத்தி செய்ய முன்வந்தது. பின்னர் திட்டச் செலவு அதிகரித்தபோது அந்த உதவியை சுமார் US$65 மில்லியன் மானியமாகவே வழங்க முன்வந்தது.

அதாவது, இலங்கை மேலும் கடன்சுமையை ஏற்காமலேயே காங்கேசன்துறை துறைமுகத்தை ஒரு முழுமையான வர்த்தகத் துறைமுகமாக அபிவிருத்தி செய்வதற்கான மிகப்பெரிய வாய்ப்பு கிடைத்திருக்கிறது.

இருந்தும் திட்டம் ஏன் இன்னும் முழுமையாக நடைமுறைப்படுத்தப்படவில்லை?

பிமல் ரத்னாயக்கவிடம் கேட்கிறோம்!

அண்மையில் யாழ்ப்பாணத்தில் அமைச்சர் பிமல் ரத்னாயக்கவிடம் இதே கேள்வி கேட்கப்பட்டது.

இந்தியா பணம் கொடுத்தாலும் எந்த அபிவிருத்தியை, எங்கே, எப்போது மேற்கொள்ள வேண்டும் என்பதை இலங்கை அரசுதான் தீர்மானிக்கும் என்பதே அவரது பதிலின் சாராம்சம்.

அவர் இப்போது கனடாவுக்கு வந்துள்ளார்.

எனவே கனடியத் தமிழர்கள் அவரிடம் நேரடியாகக் கேட்க வேண்டும்:

இந்தியா நிதியுதவி வழங்கத் தயாராக இருக்கும்போது யாழ்ப்பாண சர்வதேச விமான நிலையத்தின் முழுமையான அபிவிருத்தி ஏன் தாமதிக்கப்படுகிறது?

காங்கேசன்துறை துறைமுகத்தை அபிவிருத்தி செய்ய இந்தியா சுமார் US$65 மில்லியனை மானியமாக வழங்க முன்வந்திருக்கும்போது திட்டம் ஏன் இன்னும் நிறைவேற்றப்படவில்லை?

இரண்டு திட்டங்களையும் நிறைவேற்றுவதற்கான கால அட்டவணை என்ன?

இவை வெறும் விமான நிலையமும் துறைமுகமும் அல்ல.

இவை வடக்கின் பொருளாதார வாசல்கள்.

பலாலி முழுமையாக அபிவிருத்தி செய்யப்பட்டால் இந்தியா மட்டுமல்லாது ஏனைய நாடுகளிலிருந்தும் நேரடியாக விமானங்களை வரவழைப்பதற்கான வாய்ப்புகள் உருவாகும். புலம்பெயர் தமிழர்கள், சுற்றுலாப் பயணிகள், வர்த்தகர்கள், முதலீட்டாளர்கள் நேரடியாக வடக்கிற்கு வருவதற்கான வாய்ப்புகள் பெருகும்.

காங்கேசன்துறை முழுமையான வர்த்தகத் துறைமுகமாக இயங்கினால் தென்னிந்தியாவுக்கும் வட இலங்கைக்கும் இடையிலான சரக்குப் போக்குவரத்து, வர்த்தகம், சுற்றுலா ஆகியவை பெருகும்.

வேலைவாய்ப்புகள் உருவாகும். சிறு தொழில்கள் வளரும். விடுதிகள், உணவகங்கள், போக்குவரத்து, விவசாயம், மீன்பிடி, ஏற்றுமதி என்று பல துறைகள் பயனடையும்.

வடக்கின் பொருளாதாரத் தனிமை உடையும்.

அதனால்தான் கேள்வி எழுகிறது:

வடக்கின் பொருளாதார வாசல்களை முழுமையாகத் திறப்பதில் அரசுக்கு ஏன் இந்தத் தயக்கம்?

தமிழ் மக்கள் இனியும் வாக்குறுதிகளை நம்பி ஏமாறக்கூடாது.

அரசு மாறியிருக்கலாம்.
முகங்கள் மாறியிருக்கலாம்.
கட்சியின் பெயர் மாறியிருக்கலாம்.

ஆனால் தமிழ் மக்களை அணுகும் அரசியல் மனப்பான்மை மாறிவிட்டதா?

அதை நிரூபிக்க வேண்டியது வார்த்தைகளால் அல்ல — செயல்களால்.

The JVP may have come to power today under a new banner, the National People’s Power (NPP). But has its old Sinhala-majoritarian political mindset really changed?

That is the question the Tamil people must ask.

In 1971, the JVP took up arms in an insurrection against the government of the day. But during the 1987–89 period, its political position became even clearer. It fiercely opposed the Indo–Sri Lanka Accord, the 13th Amendment to the Constitution, and even the limited devolution of power granted to the Tamil people through the Provincial Council system.

Thousands of lives were lost during the violence of that period, while public and private property on a massive scale was destroyed.

In 2024, the government led by Anura Kumara Dissanayake came to power. Some among the Tamil people hoped that this would usher in genuine change.

But nearly two years later, we must ask: What has actually changed?

Have all the lands belonging to Tamil people that remain under the control of the military and other state agencies been released?

No.

Have the families of the disappeared received truth, justice and accountability?

No.

Has the promised new Constitution been introduced?

No.

Has a credible political solution to the national question been presented?

No.

Has the Prevention of Terrorism Act been completely repealed as promised?

No.

Meanwhile, two of the most important gateways to the economic development of the North — Jaffna International Airport at Palaly and Kankesanthurai Harbour — have still not been fully developed.

Palaly — International in Name, but Limited in Reality

Jaffna International Airport currently has only limited international air services, mainly connecting Jaffna with Chennai and Tiruchirappalli in South India.

India has already offered financial assistance for the development of the airport. As far back as 2020, the Sri Lankan Cabinet approved the use of an Indian grant of Rs. 300 million to improve the terminal, electricity supply, utility services, navigational facilities and other infrastructure.

Yet, six years later, the airport has still not been developed to its full potential. The major extension of the runway and other facilities required for broader international operations remain unfinished.

Kankesanthurai — An Indian Grant of Around US$65 Million

The situation concerning Kankesanthurai Harbour is even more striking.

India initially offered a credit facility of US$45.27 million for the further development of the harbour. When the estimated cost of the project subsequently increased, India agreed to support the project through a grant of approximately US$65 million instead.

In other words, Sri Lanka has been presented with an extraordinary opportunity to develop Kankesanthurai into a modern commercial harbour without adding a comparable burden to the country’s foreign debt.

Why, then, has the project still not been fully implemented?

Questions for Bimal Rathnayake

Minister Bimal Rathnayake was recently questioned in Jaffna about these very issues.

The essence of his response was that even if India provides the money, it is the Sri Lankan Government that will decide what development should take place, where it should take place, and when.

Minister Rathnayake is now visiting Canada.

Canadian Tamils should therefore ask him directly:

When India is willing to provide financial assistance, why is the full development of Jaffna International Airport still being delayed?

When India has offered approximately US$65 million in grant assistance for the development of Kankesanthurai Harbour, why has the project still not been completed?

What is the Government’s concrete timetable for completing these two projects?

These are not merely an airport and a harbour.

They are economic gateways to the Northern Province.

If Palaly is fully developed, opportunities could be created for direct air connections beyond the limited routes that operate today. Diaspora Tamils, tourists, businesspeople and investors would have much easier access to the North.

If Kankesanthurai is developed into a fully functioning commercial harbour, passenger and cargo links between South India and Northern Sri Lanka could expand significantly. Trade, investment and tourism could grow with them.

Jobs would be created. Small businesses would benefit. Hotels, restaurants, transport services, agriculture, fisheries and export industries could all gain from the increased economic activity.

The economic isolation of the North could begin to be broken.

That raises an unavoidable question:

Why is the Government so hesitant to fully open these economic gateways to the North?

Tamil people should no longer be satisfied with promises or allow themselves to be disappointed by expectations that are repeatedly left unfulfilled.

The government may have changed.

The faces may have changed.

The name of the political movement may have changed.

But has the political mindset towards the Tamil people really changed?

That cannot be proved by words.

It must be proved by deeds.

There is an old Tamil saying:

“Even if you bathe a crow in the sacred waters of the Ganges, its colour will not change.”

The burden is now on the JVP/NPP Government to prove that the old saying does not apply to it.
