கணேமுல்ல சஞ்சீவ சுமந்திரனை கொலை செய்வதற்கான சதித்திட்டத்தில் சம்பந்தப்பட்டாரா?

போதைப்பொருள் கடத்தல்காரரும் பாதாள உலக கும்பலின் தலைவருமான ‘ கணேமுல்ல சஞ்சீவ ‘ என்று அறியப்பட்ட சஞ்சீவ குமார சமரரத்ன கடந்தவாரம் புதுக்கடை நீதிமன்ற கட்டிடத்தொகுதியில் 5ஆம் இலக்க மாஜிஸ்திரேட் நீதிமாறத்திற்குள் சுட்டுக் கொல்லப்பட்டார். கொலைச் சந்தேகநபர் புத்தளம் பாலவி பகுதியில் கைது செய்யப்பட்டார். கைது செய்யப்பட்டவர் 34 வயதுடைய முஹமட் அஸ்மான் ஷெரீப்தீன் என்று முதலில் அறிவிக்கப்பட்டது. பிறகு பொதுப் பாதுகாப்பு அமைச்சர் ஆனந்த விஜேபால கொலைச் சந்தேகநபர் மகரகமவைச் சேர்ந்த சமிந்து டில்ஷான் பியூமங்க கந்தனாராச்சி என்று அறிவித்தார்.

கணேமுல்ல சஞ்சீவவின் வாழ்க்கை மீது ஊடகங்கள் குவித்திருக்கும் தீவிர கவனம் அவரின் கொலையின் எதிர்பார்க்கப்பட்ட ஒரு விளைவேயாகும். அவர் செய்ததாக அல்லது சம்பந்தப்பட்டதாக கூறப்படும் பெருமளவு குற்றச்செயல்கள் ஊடகங்களின் பல்வேறு பிரிவுகளினாலும் சமூக ஊடகங்களினாலும் வெளியிடப்பட்டதேயாகும். அந்த குற்றச்செயல்களில் சில மிகைப்படுத்தப்பட்டவையாக அல்லது திரிபுபடுத்தப்பட்டவையாக தோன்றுகின்றன. அவ்வாறு இருந்தாலும், கணேமுல்ல சஞ்சீவவின் கடந்த காலத்தின் எதிர்மறையான அம்சங்கள் தற்போதைய பின்புலத்தில் ஊடகங்களினால் குறைத்து மதிப்பிடக்கூடியவையோ அல்லது கவனிக்காமல் விடப்படக்கூடியவையோ அல்ல.

இலங்கை தமிழரசு கட்சியின் முக்கியமான ஒரு அரசியல்வாதியைக் கொலை செய்வதற்கு முன்னர் மேற்கொள்ப்பட்ட ஒரு சதித்திட்டத்தில் கணேமுல்ல சஞ்சீவ சம்பந்தப்பட்டதாக சந்தேகிக்கப்பட்டது என்பது குறிப்பிடத்தக்கது. அந்த அரசியல்வாதி வேறு யாருமல்ல, யாழ்ப்பாண மாவட்டத்தின் முன்னாள் பாராளுமன்ற உறுப்பினரான மதியாபரணம் ஆபிரகாம் சுமந்திரனேயாவார்.

கொழும்பில் வைத்து சுமந்திரனை கொலை செய்வதற்கு சஞ்சீவ உட்பட கொழும்பு பாதாள உலக கும்பலைச் சேர்ந்த பல உறுப்பினர்களின் உதவியை புலம்பெயர் தமிழ்ச் சமூகத்தின் மத்தியில் உள்ள சில பிரிவினர் உதவியை நாடினார்கள் என்ற அடிப்படையில் பொலிசார் அன்று விசாரணைகளை முன்னெடுத்தனர். ஒரு குறிப்பிட்ட காலம் தடுப்புக்காவலில் இருந்த பிறகு கணேமுல்ல சஞ்சீவவும் மற்றையவர்களும் அவர்களுக்கு எதிராக போதிய சான்றுகள் இல்லை என்ற அடிப்படையில் விடுதலை செய்யப்பட்டனர்.

கணேமுல்ல சஞ்சீவவின் கொலை சுமந்திரன் தொடர்பான விவகாரத்தின் மீது மீண்டும் கவனத்தை திருப்பியிருக்கிறது. சுமந்திரனுக்கு எதிராக மேற்கொள்ளப்படும் ஊடகப் பிரசாரம் ஒன்றே கணேமுல்ல சஞ்சீவ — சுமந்திரன் கதையின் மீது கவனம் மீண்டும் திரும்பியதற்கான ஒரு முக்கிய காரணமாகும். நடந்தது இதுதான். 2010 ஆம் ஆண்டு தொடக்கம் 15 வருடங்களாக பாராளுமன்ற உறுப்பினராக இருந்த ஜனாதிபதி சட்டத்தரணி சுமந்திரன் 2024 தேர்தலில் பாராளுமன்றத்துக்கு தெரிவாகவில்லை.

குறைக்கப்பட்ட பாதுகாப்பு

ஜனாதிபதி அநூரா குமார திசாநாயக்கவும் ஜனதா விமுக்தி பெரமுன (ஜே.வி.பி.) தலைமையிலான தேசிய மக்கள் சக்தி அரசாங்கமும் அமைச்சர்களுக்கும் ஏனைய அதிமுக்கிய பிரமுகர்களுக்கும் வழங்கப்பட்ட பாதுகாப்பை குறைப்பதற்கு தீர்மானம் எடுத்தது என்பது எல்லாருக்கும் தெரியும். ஒவ்வொரு பாராளுமன்ற உறுப்பினரின் தனிப்பட்ட பாதுகாப்புக்கும் அமைச்சர்களுக்கான பாதுகாப்பு பிரிவில் இருந்து இரு பாதுகாப்பு அதிகாரிகளை வழங்கும் நடைமுறையும் நிறுத்தப்பட்டது.

பாராளுமன்ற உறுப்பினர்களுக்கு வழங்கப்பட்ட தனிப்பட்ட பாதுகாப்பு நிறுத்தப்பட்டது. முன்னாள் பாராளுமன்ற உறுப்பினர்களுக்கும் எந்த பாதுகாப்பும் கிடையாது. ஆனால், பொதுப் பாதுகாப்பு அமைச்சு சில பாராளுமன்ற உறுப்பினர்களினதும் முன்னாள் பாராளுமன்ற உறுப்பினர்களினதும் பாதுகாப்பு அச்சுறுத்தல் தொடர்பில் மதிப்பீடு ஒன்றைச் செய்து அதன் பிரகாரம் அவர்கள் ஒவ்வொருக்கும் இரு பொலிஸ் மெய்க்காவலர்களை அனுமதித்தது. முன்னாள் அமைச்சர்கள் ரிறான் அலஸ், டக்ளஸ் தேவானந்தா மற்றும் பிள்ளையான் என்ற சிவனேசதுரை சந்திரகாந்தன் ஆகியோரும் அவர்களில் அடங்குவர். முன்னாள் எதிர்க்கட்சி பாராளுமன்ற உறுப்பினரான சுமந்திரனின் பாதுகாப்புக்கும் இரு அதிகாரிகள் வழங்கப்பட்டனர்.

தற்போது பாராளுமன்றத்தில் அங்கம் வகிப்போரில் தமிழரசு கட்சியைச் சேர்ந்த மட்டக்களப்பு பாராளுமன்ற உறுப்பினர் சாணக்கியன் இராசமாணிக்கம், தமிழரசு கட்சியின் யாழ்ப்பாண மாவட்ட பாராளுமன்ற உறுப்பினான சிவஞானம் சிறீதரன் ஆகியோருக்கும் பாதுகாப்பு வழங்கப்பட்டது. சாணக்கியன் விடயத்தில் பாதுகாப்பு அச்சுறுத்தல் மதிப்பீடொன்றை தொடர்ந்து பொதுப் பாதுகாப்பு அமைச்சே தீர்மானத்தை எடுத்தது. தமிழரசு கட்சியின் பாராளுமன்ற குழுவின் தலைவரான சிறீதரன் தனக்கு பாதுகாப்பைக் கோரியதையடுத்தும் ஜனாதிபதி திசாநாயக்கவுடனான நேரடிச் சந்திப்புக்கு பின்னரும் அவருக்கு பாதுகாப்பு வழங்கப்பட்டது. தனக்கு வளங்கப்பட்ட பாதுகாப்பு பிரிவில் இருந்து தன்னுடன் நீணடகாலமாக பணியாற்றிய பொலிஸ் மெய்க்காவலர் நீக்கப்பட்டதை சிறிதரன் ஆட்சேபித்ததாக கூறப்படடது.

இலங்கையின் தற்போதைய தமிழ் அரசியல் சுமந்திரனைச் சுற்றிச் சுழல்வதாகவே இருக்கிறது என்பது எல்லோருக்கும் தெரியும். தமிழ் அரசியல் சுமந்திரனை ஆதரிக்கும் அல்லது எதிர்க்கும் ஒரு விவகாரமாக இருப்பதாக இலங்கை விவகாரங்களை நீண்டகாலமாக அவதானித்துவரும் இந்திய அரசியல் அவதானி ஒருவர் தெரிவித்தார். அத்தகைய ஒரு பின்புலத்தில், சுமந்திரனுக்கு எதிரான சக்திகள் அவருக்கு வழங்கப்பட்ட பாதுகாப்பு குறித்து பிரச்சினை கிளப்பியிருக்கின்றன. முன்னாள் பாராளுமன்ற உறுப்பினர்களுக்கும் பாதுகாப்பு வழங்கப்பட்டிருக்கிறது என்ற உண்மையை அலட்சியம் செய்யும் இந்த சக்திகள் ஜனாதிபதி அநுரா குமார திசாநாயக்கவுடன் சுமந்திரனுக்கு இருப்பதாகக் கூறப்படும் தொடர்புகள் காரணமாகவே அவருக்கு பாதுகாப்பு வழங்கப்பட்டிருக்கிறது என்று விசமத்தனமான பிரசாரம் ஒன்றை செய்து வருகின்றன.

இந்த பிரசாரத்தை எதிர்க்கும் சுமந்திரனின் விசுவாசிகளும் ஆதரவாளர்களும் அரசாங்கம் பாதூகாப்பு அச்சுறுத்தல் தொடர்பில் சுயாதீனமான மதிப்பீடு ஒன்றைச் செய்த பின்னரே அவருக்கு பொலிஸ் பாதுகாப்பு வழக்கப்பட்டதை சுட்டிக்காட்டுகிறார்கள். சுமந்திரனை கொலை செய்வதற்கு முயற்சிகள் மேற்கொள்ளப்பட்ட ஒரு வரலாறு இருப்பதையும் அவர்கள் வலியுறுத்திக் கூறுகிறார்கள். கணேமுல்ல சஞ்சீவவின் கொலை அவரின் கடந்தகால செயற்பாடுகள் அல்லது தவறான நடவடிக்கைகள் தொடர்பில் மீண்டும் கவனத்தை ஈர்த்திருக்கிறது.

அதனால், சுமந்திரனை கொலை செய்வதற்கு மேற்கொள்ளப்பட்ட சதி முயற்சியில் கணேமுல்ல சஞ்சீவவுக்கு இருந்ததாகக் கூறப்படும் ஈடுபாடு குறித்து பெருமளவு ஆர்வம் காட்டப்படுகிறது. இந்த சம்பவம் குறித்து பல வாசகர்கள் என்னிடம் விசாரித்தார்கள். இந்த விவகாரம் தொடர்பில் சில வருடங்களுக்கு முன்னர் சஞ்சீவவை நீதிமன்றம் விடுதலை செய்தபோது நான் அது பற்றி அந்த நேரத்தில் விரிவாக எழுதினேன். அதனால் அன்று என்ன நடந்தது என்பதை எனது முன்னைய எழுத்துக்களின் உதவியுடன் மீட்டுப்பார்க்க விரும்புகிறேன்.

இரகசியப் பொலிஸ் விசாரணை

கொழும்பு பாதாள உலக உறுப்பினர்களும் விடுதலை புலிகள் இயக்கத்தின் முன்னாள் போராளிகளும் சம்பந்தப்பட்ட மோசடி ஒன்று தொடர்பாக பொலிஸ் குற்றவியல் புலனாய்வு திணைக்களம் விசாரணை நடத்திக் கொண்டிருந்தது. விடுதலை புலிகளின் முன்னாள் போராளிகள் ஆயுதக்கிடங்குகளை தோண்டி துப்பாக்கிகளையும் வெடிபொருட்களையும் களைமோர் கண்ணி வெடிகளையும் எடுத்து கொழும்பில் உள்ள வன்முறைக் குய்பல்களுக்கு அவற்றை விற்பனை செய்வதாகச் சந்தேகிக்கப்பட்டது. விடுதலை புலிகளுடனான தொடர்பு வெளிச்சத்துக்கு வந்த நிலையில் குற்றவியல் புலனாய்வு பிரிவு பயங்கரவாத விசாரணைப் பிரிவையும் விசாரணைகளுக்குள் சேர்த்துக் கொண்டது.

வத்தளையில் இருந்த விடுதலை புலிகளின் முன்னாள் உறுப்பினர் ஒருவரிடம் இருந்த ஆயுதங்கள் கைப்பற்றப்பட்டமை இந்த விசாரணைகளில் ஒரு ஆரம்பக்கட்ட முன்னேற்றமாக அமைந்தது. அவரின் பெயர் கணபதி கதிரவேலு. அவர் மீதான தீவிர விசாரணையின் விளைவாக புதிய துப்புக்கள் கிடைத்தன. தமிழரசு கட்சியான யாழ்ப்பாண மாவட்ட பாராளுமன்ற உறுப்பினராக இருந்த சுமந்திரனை கொழும்பில் வைத்து கொலை செய்வதற்கு சதித்திட்டம் ஒன்றை புலம்பெயர் தமிழ்ச் சமூகத்திற்குள் இருந்த சில விடுதலை புலிகள் உறுப்பினர்கள் தீட்டிக் கொண்டிருந்தார்கள் என்பது தெரியவந்தது. இதற்காக அவர்களன் பாதாள உலகக் கும்பல்களைச் சேர்ந்த சிலரை அணுகினார்கள். உயர்ந்த மாடிக்கட்டிடம் ஒன்றின் பல்கணியில் இருந்து சினைப்பர் தாக்குதல் மூலம் சுமந்திரனைக் கொலை செய்வதே நோக்கம்.

அப்போதுதான் அந்த சதத்திட்டத்தில் சம்பந்தப்பட்டவர்களில் ஒருவராக கணேமுல்ல சஞ்சீவவின் பெயரும் வெளியில் வந்தது. முன்னாள் விடுதலை புலிகளுடனும் புலம்பெயர் தமிழ்ச் சமூகத்தில் உள்ள அந்த இயக்க உறுப்பினர்களுடனும் ஆயுத வியாபாரத்தில் சஞ்சீவ ஈடுபட்டிருந்தார் என்பது அம்பலத்துக்கு வந்தது. முன்னதாக சஞ்சீவ கொந்தராத்துக் கொலைகள், போதைப் பொருள் கடத்தல் மற்றும் மிரடடிப் பணம் பறிப்பு போன்ற குற்றச் செயல்களில் ஈடுபட்டதாக கூறப்பட்ட போதிலும், அரசியல் கொலைகளில் அவர் சம்பந்தப்பட்டதாக அறிய வரவில்லை. இந்த தகவல் வெளியானபோது கொலைக் குற்றச்சாட்டு ஒன்றின் பேரில் சஞ்சீவ விளக்கமறியலில் இருந்தார்.

கணேமுல்ல சஞ்சீவவை கைதுசெய்த குற்றவியல் புலனாய்வு பொலிசார் சுமந்திரனை கொலை செய்வதற்கு சதிசெய்ததாக சந்தேகத்திலும் ஆயுதங்களை சட்டவிரோதமாக கடத்தி விற்பனையில் ஈடுபட்டமைக்காகவும் பயங்கரவாத தடைச் சட்டத்தின் கீழ் விசாரணை செய்யத் தொடங்கினர். சஞ்சீவ மீதான விசாரணையின் விளைவாக மேலும் பல பாதாள உலகக் கும்பலைச் சேர்ந்தவர்கள் கைதுசெய்யப்பட்டனர்.

2018 ஆம் ஆண்டில் ஒரு குறிப்பிட்ட காலப்பகுதியில் பன்னிரண்டு சந்தேகநபர்கள் கைது செய்யப்பட்டனர். அதற்கு பிறகு 2019 ஆம் ஆண்டில் மேலும் மூவர் கைது செய்யப்பட்டனர். 15 பேரும் கொழும்பு பிரதம மாஜிஸ்திரேட் லங்கா ஜெயரத்ன ( B/ 6284/ 01/ 19) முன்னிலையில் ஆஜர் செய்யப்பட்டனர். குற்றப்பத்திரிகையில் இருந்த பெயர்களின் பிரகாரம் 11 பேர் சிங்களம் பேசுபவர்கள், 4 பேர் தமிழ் பேசுபவர்கள்.

15 பேர்

பயங்கரவாத தடைச்சட்டத்தின் கீழ் தடுத்துவைக்கப்பட்ட 15 பேரினதும் பெயர்கள் வருமாறு ; 1) இராசலிங்கம் சிவராஜ், 2) கல்யாணகுமார சசிகுமார, 3) ஜி.பி.எம்.பி. கவிந்த பத்திரன, 4) கே.கே.எம்.டி. விஜய சிறிவர்தன, 5) கே.பி.ஐ.ஆர். கருணாநாயக்க பத்திரன, 6) எம்.டி. நிமால் ஹர்ஷன, 7) எம்.கே பிரதீப் தேசப்பிரிய, 8) ஏ. பிரபாகர் விக்கிரமசிக்க,9) எவ்.எஸ். ஜொனாதன் டட்லிலி, 10) டபிள்யூ. ஜூட் நிரோஷன், 11) டபிள்யூ. சலான் குமார, 12) கணபதி கதிரவேலு, 13) கே. உதேசித்த விதுரங்க, 14) ஆர்.ஏ. அமில நுவான், 15) கணேமுல்ல சஞ்சீவ அல்லது மாலிங்கமுவ சஞ்சீவ என்ற சஞ்சீவ சமரரத்ன.

‘ பிலாவ ‘ சித்திரைப் புத்தாண்டுக்கு இரு நாட்கள் முன்னதாக கொழும்பு பிரதம மாஜஸ்திரேட் ஸ்ரீ ராகல (2019 ஆம் ஆண்டின் முற்பகுதிரில் இருந்து) இரு வருடங்களாக தடுப்புக்காவலில் இருந்த பதினொரு சந்தேக நபர்களையும் விடுதலை செய்தார். அவர்களில் பாதாள உலக கும்பலைச் சேர்ந்த கணேமுல்ல சஞ்சீவவும் அடங்குவார். சுமந்திரனை கொலை செய்வதற்கு தீட்டப்பட்டதாகக் கூறப்படும் சதித் திட்டத்துக்காகவும் வேறு குற்றச்சாட்டுக்களின் பேரிலும் காவலில் வைக்கப்பட்டிருந்த வேறு பத்துப் பேரும விடுதலை செய்யப்பட்டனர்.

சுமந்திரனை கொலை செய்வதற்கான சதித் திட்டத்துடன் சேர்த்து, வடக்கில் விடுதலை புலிகளினால் புதைத்து வைக்கப்பட்டதாகக் கூறப்படும் கிளைமோர் கண்ணிவெடிகள், ரி — 56 ரைபிள்களை தோண்டியெடுத்து அவற்றை கொழும்புக்கும் அதன் புறநகர்ப் பகுதிகளுக்கும் கடத்திவந்து பாதாள உலகப் புள்ளிகளுக்கு விற்பனை செய்தது தொடர்பிலும் விசாரணைகள் நடத்தப்பட்டன.

தடுப்புக்காலில் வைக்கப்பட்டிருந்த 15 சந்தேகநபர்களில் 11 பேருக்கு எதிராக விசாரணைகளைத் தொடருவதற்கு போதிய சான்றுகள் இல்லை என்று சட்டமா அதிபர் தெரியப்படுத்தியிருப்பதாக பொலிஸ் அதிகாரிகள் நீதிமன்றத்தில் அறிவித்ததை அடுத்து அவர்களை கொழும்பு பிரதம மாஜிஸ்திரேட் புத்திக்க ஸ்ரீ ராகல விடுதலை செய்தார். பதினொரு பேருக்கும் எதிராக வழக்குத் தொடுப்பதற்கு போதிய சான்றுகள் இல்லை என்று அன்றைய சட்டமா அதிமர் தப்புல டி லிவேரா பொலிசாருக்கு ஆலோசனை வழங்கினார். மிகுதி நான்கு சந்தேக நபர்களுக்கும் எதிராக அண்மைய எதிர்காலத்தில் வழக்கைத் தாக்கல் செய்வதற்கான ஏற்பாடுகளைச் செய்யுமாறும் சட்டமா அதிபர் பொலிசாருக்கு ஆலோசனை வழங்கினார்.

ஆனால், மிகுதி நான்கு சந்தேக நபர்களுக்கும் என்ன நடந்தது என்பது தெளிவாகத் தெரியவில்ல. அவர்கள் படிப்படியாக விடுதலை செய்யப்பட்டதாக கருதப்படுகிறது. ஆனால், நான் கூறுவது சரியான தகவல் இல்லை என்றால் திருத்திக் கொள்ளத் தயாராக இருக்கிறேன். கணேமுல்ல சஞ்சீவவை பொறுத்தவரை, சுமந்திரனுடன் தொடர்பில்லாத வேறு வழக்குகளைச் சந்திக்க வேண்டியிருந்தது.

கணேமுல்ல சஞ்சீவவும் ஏனைய பாதாள உலக கும்பலைச் சேர்ந்தவர்களும் விடுவிக்கப்பட்ட போதிலும், சமந்திரனை கொலை செய்வதற்கு தீட்டப்பட்டதாக கூறப்படும் சதித்திட்டம் தொடர்பில் தனியான விசாரணையை பயங்கரவாத விசாரணைப் பிரிவு தொடர்ந்து நடத்தியது என்பது கவனக்கத்தக்கது. தனியான குற்றச்சாட்டு சுமத்தப்பட்டு வழக்கு தாக்கல் செய்யப்பட்டு நீதிமன்ற விசாரணைகள் தொடர்ந்தன. ஆனால், சஞ்சீவ அந்த விசாரணைகளின் அல்லது வழக்கின் ஒரு அங்கமாக இருக்கவில்லை.

சதிமுயற்சி கண்டுபிடிப்பு

சுமந்திரனை கொலை செய்வதற்கு தீட்டப்பட்ட மேற்குறிப்பிட்ட சதித்திட்டத்தின் விபரங்களை முதலில் கண்டுபிடித்தவர்கள் பயங்கரவாத விசாரணைப் பிரிவுப் பொலிசாரே. பயங்கரவாத விசாரணைப் பிரிவின் அன்றைய பணிப்பாளர் பிரதி பொலிஸ்மா அதிபர் நாலக டி சல்வா தானே அந்த விசாரணைக்கு பொறுப்பாக இருந்து தனது அதிகாரிகளை வழிநடத்தினார். தீவிர விசாரணைக்குப் பிறகு 2016 டிசம்பர் 23 ஆம் திகதி சுமந்திரனுக்கு எதிரான சதி தொடர்பிலான உறுதியான சான்றுகள் பயங்கரவாத விரசாரணைப் பிரிவுக்கு கிடைத்தன. விசாரணைகள் தொடர்ந்தன. கைதுகளும் இடம்பெற்றன.

பயங்கரவாத விசாரணைப் பிரிவினால் கண்டறியப்பட்ட தகவலின் பிரகாரம் சுமந்திரனை இலக்கு வைத்து மூன்று தடவைகள் கொலை முயற்சிகள் மேற்கொள்ளப்பட்டன. தாக்குதலில் சம்பந்தப்பட்டவர்களின் கட்டுப்பாட்டுக்கு அப்பாற்பட்ட காரணங்களின் விளைவாக அவர்களின் கொலை முயற்சிகள் தோல்விகண்டன. மூன்று சந்தர்ப்பங்களிலுமே யாழ்ப்பாணக் குடாநாட்டில் பி — 402 சொரணப்பற்று — தாளையடி வீதியில் சுமந்திரன் வாகனத்தில் பயணம் செய்து கொண்டிருக்கும்போது வெடிகருவிகளைப் பயன்படுத்தி அவரைக் கொலை செய்வதற்கே முயற்சிக்கப்பட்டது. மருதங்கேணிக்கு அவர் போய்வந்து கொண்டிருந்தார். சந்தேகநபர்கள் கைது செய்யப்டும்வரை தனக்கு எதிரான மூன்று கொலை முயற்சிகள் பற்றியும் சுமந்திரனுக்கு எதுவும் தெரியாத

கொழும்பு மேல் நீதிமன்றம்

யாழ்ப்பாணக் குடாநாட்டில் மருதங்கேணி பகுதியில் வைத்து சுமந்திரனை கொலை செய்வதற்கு விடுதலை புலிகள் இயக்கத்தின் முன்னாள் உறுப்பினர்கள் சிலர் மேற்கொண்ட சதிமுயற்சி கண்டுபிடிக்கப்பட்டதை தொடர்ந்து அவருக்கு முதல் தடவையாக 2017 ஜனவரியில் விசேட அதிரடிப்படை யின் பாதுகாப்பு வழங்கப்பட்டது. அந்த சதித்திட்டம் புலம்பெயர் தமிழ்ச் சமூகத்தின் மத்தியில் உள்ள தீவிரமான புலிகள் இயக்க பிரகிருதிகளினால் தீட்டப்பட்டது. இது தொடர்பாக ஐந்து பேருக்கு ( ஒருவர் இல்லாமலேயே ) எதிராக பயங்கரவாத தடைச் சட்டத்தின் ஏற்பாடுகளின் கீழ் கொழும்பு மேல்நீதிமன்றத்தில் ( HC/ 242/ 2018 ) வழக்கு தாக்கல் செய்யப்பட்டது.

மருதங்கேணி சதிமுயற்சி என்று கூறப்பட்ட அந்த சம்பவத்தில் குற்றஞ்சாட்டப்பட்ட ஐவரின் பெயர்கள் வருமாறு ; 1) சோலை குமரன் அல்லது மாஸ்டர் என்ற காராளசிங்கம் குலேந்திரன், 2) கடலன் அல்லது ஜனா என்ற மரியநாயகம் அஜந்தன், 3) வேந்தன் என்ற முருகையா தேவேந்திரன், 4) மதன் அல்லது பரதன் என்ற முருகையா தேவேந்திரன்.

காந்தன் அல்லது வெற்றி என்ற மகாத்மாஜி அனோஜன் என்பவரே ஐந்தாவது பிரதிவாதி. அவுஸ்திரேலியாவில் இருப்பதாக கூறப்படும் அவர் இல்லாமலேயே வழக்கு விசாரணை இடம்பெற்றது. கொழும்பு மேல்நீதிமன்றத்தில் ஒரு கணிசமான காலமாக வழக்கு விசாரணையில் இருந்து வருகிறது. இந்த வழக்கில் சுமந்திரன் சாட்சியமளித்தார். ஒரு சில அவுஸ்திரேலிய வாசிகளும் சாட்சியம் அளித்தனர். விசாரணை மந்தகதியில் நடைபெற்று வருகின்ற போதிலும், வழக்கில் முன்னேற்றம் ஏற்பட்டிருக்கிறது. தீர்ப்பு எந்த நேரத்திலும் வழங்கப்படலாம்.

மருதங்கேணி சதிமுயற்சி

சுமந்திரனை கொலை செய்வதற்கான இந்த மருதங்கேணி சதி முயற்சிககு புறம்பாக, வேறுபட்ட நேரங்களில் அவரை இலக்கு வைத்து வேறுபல சதி முயற்சிகளையும் பொலிசார் கண்டு பிடித்திருக்கிறார்கள். 2009 ஆம் ஆண்டில் போர் முடிவுக்கு வந்த பின்னர் வ ன்முறை நடவடிக்கைகள் ஊடாக இலங்கையில் விடுதலை புலிகளுக்கு புத்துயிர் அளிப்பதற்கு மேற்கொள்ளப்பட்ட ஒவ்வொரு முயற்சியுமே ஒரு இலக்காக சுமந்தி ரனை ” “சம்பந்தப்படுத்துவதாகவே ” இருந்திருக்கின்றது.

முன்னதாக கண்டுபிடிக்கப்பட்ட பல்வேறு கொலைச்சதி முயற்சிகளில், இலக்குகளாக டக்ளஸ் தேவானந்தா அல்லது ‘கேணல்’ கருணா என்ற விநாயகமூர்த்தி முரளீதரனே இலக்குகள் என்று தவறாக கருதப்பட்டது. ஆனால், உண்மையான இலக்கு சுமந்திரனே என்று தெரிந்துகொண்டபோது விசாரணையாளர்கள் அதிர்ச்சியடைந்தார்கள்.

வெளிநாடுகளால் வாழும் புலிகளும் அவர்களின் ஆதரவாளர்களும் ( அவர்களில் பலர் புலம்பெயர் தமிழ்ச் சமூகத்தின் மத்தியில் பெருமளவுக்கு வசதிபடைத்தவர்களாக இருக்கிறார்கள் ) இலங்கையில் பணக்கஷ்டத்துக்கு உள்ளாகியிருக்கும் முன்னாள் விடுதலை புலிகள் போராளிகளுக்கு நிதியுதவியைச் செய்வதன் மூலமாக சுமந்திரனை கொலை செய்வதை நோக்கமாகக் கொண்டு செயற்பட்டு வந்திருக்கிறார்கள். இது தொடர்பில் பல வருடங்களாக சந்தேகத்தில் பலர் கைதுசெய்யப்பட்டு புலனாய்வாளர்களினால் விசாரணை செய்யப்பட்டிருக்கிறார்கள்.

சகல பாராளுமன்ற உறுப்பினர்களுக்கும் வழங்கப்பட்டிருந்த அமைச்சர்கள் பாதுகாப்பு பிரிவின் பாதுகாப்புக்கு புறம்பாக, சுமந்திரனின் பாதுகாப்புக்கு விசேட அதிரடிப்படையைச் சேர்ந்தவர்களும் வழங்கப்பட்டிருந்தார்கள். அவரைக் கொலை செய்வதற்கான சதிமுயற்சிகள் கண்டுபிடிக்கப்பட்டதை தொடர்ந்தே அவ்வாறு செய்யப்படடது. பாதுகாப்பு வழங்குவதற்கு அரசு கடமைப்பட்டிருக்கிறது. ஏனென்றால் சுமந்திரனுக்கு நம்பகமான உயிர் அச்சுறுத்தல்கள் இருந்தன. ஆனால், கடந்த காலத்தில் அதிகாரத்தில் இருந்தவர்கள் சுமந்திரனுக்கு பாதுகாப்பு வழங்கும் விவகாரத்தை மெத்தனமான முறையில் நோக்கினார்கள் என்பது கவனிக்கத்தக்கது.

விசேட அதிரடிப்படை பாதுகாப்பு

சுமந்திரனுக்கு விசேட அதிரடிப்படையின் பாதுகாப்பு முதல் தடவையாக 2017 ஆம் ஆண்டின் முற்பகுதியில் தான் வழங்கப்பட்டது. 52 நாள் அரசியலயைப்புச் சதியின்போது 2018 நவம்பரில் அந்த பாதுகாப்பு விலக்கிக் கொள்ளப்ட்டது. மீண்டும் அவருக்கு விசேட அதிரடிப்படையின் பாதுகாப்பு 2019 மார்ச்சில் வழங்கப்பட்டது. கோட்டாபய ராஜபக்ச ஜனாதிபதியாக தெரிவான பிறகு 2019 நவம்பரில் அது விலக்கிக் கொள்ளப்பட்டது. 2020 ஜனவரியில் மீண்டும் சுமந்திரனுக்கு விசேட அதிரடிப்படை பாதுகாப்பு வழங்கப்பட்டது. 2020 பாராளுமன்ற தேர்தல் பிரசாரங்களின்போது அந்த பாதுகாப்பு இரண்டு மடங்காக அதிகரிக்கப்பட்டது. மீண்டும் 2021 பெப்ரவரியில் சுமந்திரனின் விசேட அதிரடிப்படை பாதுகாப்பு அகற்றப்பட்டது. ஜனாதிபதி கோட்டாபய ராஜபக்சவின் முன்னாள் பொதுப் பாதுகாப்பு அமைச்சரான சரத் வீரசேகரவின் இந்த நடவடிக்கை பலரின் கண்டனத்துக்கு உள்ளானது. ஆனால், மீண்டும் சுமந்திரனுக்கு விசேட அதிரடிப்படையின் பாதுகாப்பு வழங்கப்படவில்லை.

எந்தவொரு கட்டத்திலுமே தனக்கு விசேட பாதுகாப்பு வழங்கப்பட வேண்டும் என்று சுமந்திரன் தானாக வேண்டுகோள் விடுத்ததில்லை. அவருக்கு பயங்கரமான பாதுகாப்பு அச்சுறுத்தல் ஒன்று இருந்ததன் காரணத்தால் சிறிசேன — விக்கிரமசிங்க அரசாங்கமும் கோட்டாபய — மகிந்த அரசாங்கமுமே விசேட அதிரடிப்படை பாதுகாப்பை வழங்கின. அவருக்கு விசேட அதிரடிப்படை ப்துகாப்பை வழங்குவதும் பிறகு விலக்கிக் கொளாவதும் எப்போதுமே முற்றிலும் அரசாங்கத்தின் தீர்மானமாகவே இருந்து வந்திருக்கிறது.

சரத் வீரசேகர

2021 ஜனவரியில் கோட்டாபய அரசாங்கத்தின் புதிய பொதுப் பாதுகாப்பு அமைச்சராக நியமிக்கப்பட்ட சரத் வீரசேகர பாராளுமன்றத்தில் சுமந்திரனைச் சந்திக்க விரும்புவதாக ஒரு செய்தியை அவருக்கு அனுப்பினார். இருவரும் சந்தித்தபோது அண்மைய அச்சுறுத்தல் மதிப்பீடு பற்றியும் சுமந்திரனின் பாதுகாப்புக்கு கூடுதல் அச்சுறுத்தல் பற்றியும் விரசேகர அறிவித்தார். சுமந்திரனின் விசேட அதிரடிப்படை பாதுகாப்பு நீக்கப்படவேண்டும் என்று சிலர் ஆர்வப்படுகின்ற ஆர்வப்பட்ட போதிலும் கூட அது அகற்றப்படமாட்டாது என்று அமைச்சர் அவருக்கு உறுதியளித்தார். ஆனால், ஒரு மாதம் கழித்து 2021 பெப்ரவரி முற்பகுதியில் சுமந்திரனின் விசேட அதிரடிப்படை பாதுகாப்பை முன்னறிவித்தல் எதுவுமின்றி அதே வீரசேகர நீக்கினார்.

மேலும், சுமந்திரனுக்கு ஒரு பாதுகாப்பு அச்சுறுத்தல் இருக்கின்ற போதிலும் அவருக்கான விசேட அதிரடிப்படை பாதுகாப்பு அகற்றப்பட்டிருப்பதாக பாராளுமன்றத்தில் பொதுப் பாதுகாப்பு அமைச்சர் அறிவித்தார். சுமந்திரன் முக்கிய பங்கு வகித்து வெற்றிகரமாக நடத்தி முடிக்கப்பட்ட ” பொத்துவில் தொடங்கி பொலிகண்டி வரை ” பாதயாத்திரை கோட்டாபய அரசாங்கத்துக்கு ஆத்திரமடைய வைத்திருக்கிறது போன்றே தோன்றியது.

அந்த பாதயாத்திரை முடிவடைந்த பிறகு, சுமந்திரனின் தனிப்பட்ட பாதுகாப்புக்கு பொறுப்பாக இருந்த விசேட அதிரடிப்படை பிரிவின் தலைமை அதிகாரி அவரை அணுகி அந்த பாதுகாப்பை மேலும் வழக்குவதில்லை என்று தீர்மானிக்கப்பட்ட காரணத்தால் திரும்பி வருமாறு தனது உயரதிகாரிகள் தனக்கு உத்தரவிட்டிருப்பதாக கூறினார். இந்த விசேட அதிரடிப்படை பாதுகாப்பு நீக்கம் குறித்து சுமந்திரன் பாராளுமன்றத்தில் குறிப்பிட்டார்.

பொத்துவில் தொடக்கம் பொலிகண்டி வரை பாதயாத்திரைப் பற்றி விளக்கமளித்து அது அமைதியாக நடத்தப்பட்டதையும் சுட்டிக்காட்டிய சுமந்திரன்,” இந்த பாதயாத்திரை முடிவடைந்ததும் எனக்கு வழங்கப்பட்டிருந்த விசேட பாதுகாப்பு அகற்றப்பட்டிருக்கிறது” என்று கூறினார். பாதுகாப்பு அச்சுறுத்தல் ஒன்றை எதிர்நோக்குவது பற்றி தானாக எவரிடமும் முறையிட்டதில்லை என்றும் தனக்கு அச்சுறுத்தில் இருப்பதாகக் கூறி அரசாங்கமே விசேட பாதுகாப்பை வழங்கியது என்றும் பாராளுமன்றத்தில் சுமந்திரன் கூறினார்.

பொத்துவில் தொடக்கம் பொலிகண்டி வரை எதற்காக நடத்தப்பட்டது என்பதைப் பற்றி விளக்கிக் கூடிய சுமந்திரன் அது மிகவும் அமைதியான முறையில் அமைந்திருந்ததாகவும் குறிப்பிட்டார்.” எனக்கு வழங்கப்பட்டிருந்த விசேட பாதுகாப்பு பொத்துவில் தொடக்கம் பொலிகண்டி வரை பாதயாத்திரை முடிவடைந்த உடனடியாக நீக்கப்பட்டது. பாதுகாப்பு அச்சுறுத்தலை எதிர்நோக்குவது பற்றி நானாக எவரிடமும் முறையிட்டதில்லை. எனக்கு பாதுகாப்பு அச்சுறுத்தல் இருப்பதாக கூறி அரசாங்கமே விசேட பாதுகாப்பை வழங்கியது” என்று அவர் பாராளுமன்றத்தில் கூறினார்.

மூன்று அவதானங்கள்

விபரங்கள் அடங்கிய கோவை ஒன்றை காட்டிப் பேசிய சுமந்திரன் தனக்கு எதிரான முயற்சிகள் குறித்து கொழும்பு மேல்நீதிமன்றத்திலும் பிரதம மாஜிஸ்திரேட் நீதிமன்றத்திலும் விசாரணையில் உள்ள வழக்குகள் தொடர்பான விபரங்கள் அதில் இருப்பதாகவும் சிங்கள பாதாள உலக கும்பலின் உறுப்பினர்கள் உட்பட முப்பதுக்கும் அதிகமான சந்தேகநபர்கள் விளக்கமறியலில் இருப்பதாகவும் கூறினார். இவை எல்லாவற்றுக்கும் காரணம் எனது உயிருக்கு அச்சுறுத்தல் இருப்பதாக அரசாங்கம் அறிவித்ததே என்று குறிப்பிட்ட சுமந்திரன் தனக்கு அச்சுறுத்தல் ஒன்று இருக்கிறது என்றால் எதற்காக அரசாங்கம் தனக்கு வழங்கப்பட்ட விசேட பாதுகாப்பை விலக்கிக்கொணடது என்று கேள்வியெழுப்பினார். மூன்று அவதானிப்புகளையும் அவர் முன்வைத்தார்.

முதலாவதாக, தனக்கு பாதுகாப்பு அச்சுறுத்தல் இருப்பதற்கு மத்தியிலும் விசேட பாதுகாப்பை அரசாங்கம் நீக்கியிருக்கிறது என்றால் வெற்றிகரமாக நடைபெற்று முடிந்த பொத்துவில் முதல் பொலிகண்டி வரை பாதயாத்திரையில் தான் பங்கேற்றுக் கொண்டதால் அது ஆத்திரம் அடைந்திருக்க வேண்டும் என்று அவர் கூறினார். இரண்டாவதாக, உண்மையிலேயே பாதுகாப்பு அச்சுறுத்தல் இல்லை என்றால், அரசாங்கம் முப்பதுக்கும் அதிகமான அப்பாவி நபர்களை கைதுசெய்து தடுத்து வைத்திருக்கிறது என்று அவர் குறிப்பிடடார்.

மூன்றாவதாக, விசேட பாதுகாப்பை நீக்கிய செயல் தனக்கு ஆபத்தை விவைிக்க விரும்புகிறவர்களுக்கு ஒரு சமிக்ஞயைக் காண்பிக்கும் கெடுதியான நோக்கத்தைக் கொண்டிருக்கக் கூடும் என்று அவர் கூறினார். இறுதியாக அவர், ” என்க்கு இடர்பாடான எதுவும் ஏற்பட்டால் அதற்கு முழுப் பொறுப்பையும் அரசாங்கமே ஏற்றுக் கொள்ளவேண்டும்” என்று அவர் சபையில் கூறினார்.

இதைத் தொடர்ந்து பொதுப் பாதுகாப்பு அமைச்சர் றியர் அட்மிறல் சரத் வீரசேகர, சுமந்திரனுக்கு வழங்கப்பட்டிருந்த விசேட அதிரடிப்படை பாதுகாப்பு தனது உத்தரவின் பேரிலேயே நிக்கப்பட்டதாக ‘ஹிரு’ தொலைக்காட்சிக்கு கூறினார். தனது உயிருக்கு அச்சுறுத்தல் இருப்பதாக கூறிக்கொண்ட போதிலும், சமந்திரன் போராட்டம் ஒன்றில் பங்கேற்ற நிலையில், அவருக்கான விசேட பாதுகாப்பு நீக்கப்பட்டது நீக்கப்பட்டது என்றும் வீரசேகர கூறினார்.

” சுமந்திரனின் உயிருக்கு அச்சுறுத்தல் இருக்குமானால் அவர் பொது நிகழ்வு ஒன்றில் பங்கேற்றிருக்கக் கூடாது. சகல பாராளுமன்ற உறுப்பினர்களுக்கும் வழங்கப்பட்டுவரும் பொலிஸ் பாதகாப்புக்கு சுமந்திரனும் உரித்துடையவர் என்பதால் அது அவருக்கு தொடர்ந்து வழங்கப்படும் ” என்று சரத் வீரசேகர குறிப்பிட்டார்.

சுலபமான இலக்கு

2024 பாராளுமன்ற தேர்தலில் சுமந்திரன் தோல்வி கண்டதையடுத்து அவருக்கான பொலிஸ் பாதுகாப்பும் முடிவுக்கு வந்தது. ஆனால், முன்னர் குறிப்பிட்டதைப் போன்று, புதிய அரசாங்கத்தினால் மேற்கொள்ளப்பட்ட சுயாதீனமான அச்சுறுத்தல் மதிப்பீடு ஒன்றையடுத்து முன்னாள் பாராளுமன்ற உறுப்பினர்கள் டக்ளஸ் தேவானந்தா ரிறான் அலஸ், பிள்ளையான் போன்ற முன்னாள் பாராளுமன்ற உறுப்பினர்களுக்கு வழங்கப்படும் பாதுகாப்பு சுமந்திரனுக்கும் வழங்கப்பட்டிருக்கிறது. இது தொடர்பில் சுமந்திரனுக்கு எதிரான சக்திகள் அவருக்கு எதிராக தாக்குதல்களை தொடுத்துவருகின்றன. இந்த பிரசாரம் சுமந்திரனுக்கு பொலிஸ் பாதுகாப்பை இலாலாமல் செய்து அவரை கொலையாளிகளின் இலகுவான இலக்காக்குவதை நோக்கமாகக் கொண்ட ஒரு கொடிய திட்டமாகவும் கூட இருக்கலாம்.

இத்தகைய பின்புலத்திலேயே, கடந்த காலத்தில் சுமந்திரனை கொலை செய்வதற்கான ஒரு சதித்திட்டத்தில் கணேமுல்ல சஞ்சீவவுக்கு இருந்ததாகக் கூறப்படும் ஈடுபாடு தொடர்பில் தற்போது ஆர்வம் காண்பிக்கப்படுகிறது.

Notorious drug trafficker and criminal gang leader Sanjeewa Kumara Samararathne known as ‘Ganemulla Sanjeewa,’ was shot dead in the No. 5 Magistrate’s Court within the Hulftsdorp Court Complex thisweek.. The suspected assassin was arrested in the Paalaavi area of Puttalam. It was announced first that the arrested person was 34-year-old Mohamed Azman Sherifdeen. Subsequently Public Security minister Ananda Wijepala disclosed that the suspected killer was Samindu Dilshan Piyumanga Kandanaarachchi from Maharagama.

It is interesting to note that Ganemulla Sanjeewa was at one time suspected of being involved in a conspiracy to assassinate a prominent Tamil politician from the Ilankai Thamil Arasuk Katchi(ITAK). This was none other than former Jaffna district MP Mathiaparanan Abraham Sumanthiran known as MA Sumanthiran.

The law enforcement authorities were then acting on the basis that several members of the Colombo underworld including Sanjeewa had been enlisted by sections of the Sri Lankan Tamil Diaspora to kill Sumanthiran in Colombo. After a period of detention, Ganemulla Sanjeewa and others were released due to lack of adequate evidence.

Ganemulla Sanjewa’s murder has revived some interest in the matter concerning Sumanthiran. A major reason for the revival of interest in the Ganemulla Sanheewa – MA Sumanthiran episode is due to a hostile media campaign being directed against Sumanthiran. What happened was this.The president’s counsel who has been an MP for 15 years from 2010 onwards was not elected to Parliament in the 2024 elections.

Reduced Security

As is well -known , Sri Lanka’s new president Anura Kumara Dissanayake and his Janatha Vimukthi Peramuna(JVP)led National People’s Power (NPP)Government took a policy decision to reduce the security awarded to ministers and other VIP’s. The personal security provision of allocating two Policemen as bodyguards to each MP by the ministerial security division (MSD) was also discontinued.

The personal security given to MP’s were removed. There was also no security for former MP’s. However the Public Security ministry undertook a security assessment of some MPs and former MP’s and sanctioned two Police bodyguards each for some MPs and ex-MPs. These include former cabinet ministers Tiran Alles and Douglas Devananda and ex-state minister Suvanesathurai Chandrakanthan alias Pillaiyaan. Former Opposition MP MA Sumanthiran has also been provided two security personnel

Among sitting MP’s Batticaloa district ITAK MP Shanakkiyan Rasamanickam and ITAK Jaffna MP Sivagnanam Shritharan have also been provided with security. In the case of Shanakkiyan, the decision was taken by the Public Security ministry following a risk assessment exercise. Shritharan was given security after the ITAK parliamentary group leader sought and had a one on one meeting with President Dissanayake. Shritharan has reportedly protested against his long standing police bodyguard being taken out of the new security detail.

It is public knowledge that current Sri Lankan Tamil politics revolves around MA Sumanthiran. As a perceptive Indian observer of Sri Lankan affairs noted Tamil politics is a case of either supporting or opposing Sumanthiran. In that context, the anti-Sumanthiran elements have gone to town over the security given to Sumanthiran. While ignoring the fact that other ex-MPs too have been provided security,these sections have been conducting a vicious campaign that Sumanthiran has been given security due to his alleged links with President AKD.

Loyalists and supporters of Sumanthiran have been countering this campaign by pointing out that the Police security was provided by the Govt on its own after an independent security assessment. They emphasise the fact that there is a history of attempts on Sumanthiran’s life. The murder of Sanjeewa has revived interest in his past deeds or misdeeds.

Thus there is a lot of interest in the alleged involvement of Ganemulla Sanjeewa in a conspiracy to assassinate Sumanthiran. Several readers have queried me about this incident. When Sanjeewa was discharged by courts over this issue some years ago, I wrote about it in detail at that time. As such I intend re-visiting what happened then with the aid of my previous writings.

CID Probe

The Police Criminal Investigation Department (CID) was probing an ongoing racket in 2018 involving former cadres of the Liberation Tigers of Tamil Eelam(LTTE) and members of the Colombo underworld. It was suspected that ex-LTTE cadres were digging up cached firearms,ammunition and claymore mines and selling them to Colombo gangsters and hoodlums. With the LTTE connection coming to light, the CID called in the Terrorism Investigation division (TID)also.

An initial breakthrough in this regard was the capture of a former LTTE member possessing arms in Wattala. This man was Kanapathy Kathiravelu. Intensive interrogation of Kathiravelu resulted in a fresh lead. Apparently some tigers in the global Tamil Diaspora were hatching a plot to assassinate the then ITAK Jaffna MP MA Sumanthiran in Colombo. Some underworld figures had been approached. The aim was to kill Sumanthiran by a sniper fron a balcony in a high -rise building.

It was then that the name of Ganemulla Sanjeewa surfaced as someone involved in the conspiracy. It was also revealed that Sanjeewa was involved in the weapon trade with ex-tigers and tiger Diaspora. Earlier Sanjeewa was allegedly involved in contract killings, drugs and extortion but not political assassinations. When this information was received, Ganemulla Sanjeewa was in remand custody over an alleged murder charge.

The CID arrested Ganemulla Sanjeewa and began investigating him under the Prevention of Terrorism Act (PTA) on suspicion of plotting to assassinate M. A. Sumanthiran MP and for smuggling and trading weapons illegally. Preliminary inquiries revealed that Sanjeewa had been approached by pro-tiger elements in the Diaspora to devise a Plot to have Sumanthiran asassinated by members of the underworld in Colombo. Sanjeewa’s Diaspora contact was suspected of being an Australian resident.

Sanjeewa’s further interrogation resulted in more members of the underworld being arrested. Twelve suspects were arrested over a period of time in 2018.. This was followed up by the arrests of three more persons in 2019.. All fifteen were produced before Colombo Chief Magistrate Lanka Jayaratne. (B/6284/01/19). According to the names in the indictment, 11 were Sinhala speaking and 4 were Tamil – speaking .

15 Persons

The 15 persons detained under the PTA were 1. Rasalingam Sivaraj. 2.Kalyanakumara Sashikumar, 3. GPMP Kavinda Pathirana, 4. KKMD Vijaya Siriwardena, 5. KPIR Karunanayake Pathirana, 6. MD Nimal Harshana, 7. MK Pradeep Deshapriya, 8. A Prabhakar Wickremasinghe, 9.FS Jonathan Dadlili, 10. W Jude Niroshan, 11. W Salan Kumara, 12. Kanapathy Kathiravelu, 13. K Udeshitha Viduranga, 14. RA Amila Nuwan, 15. Sanjeeva Samararatne alias Ganemulla Sanjeewa a.k.a. Malingamuwe Sanjeewa.

On April 12th, two days before the advent of the “Pilava” April New Year , Colombo Chief Magistrate Buddhika Sri Ragala released 11 suspects who had been in custody for two years since early 2019. These included the well-known underworld figure Sanjeewa Samararatne alias Ganemulla Sanjeewa a.k.a. Malingamuwe Sanjeewa and ten others who were in custody for allegedly plotting to assassinate ITAK Jaffna District Parliamentarian MA Sumanthiran and on other charges .

Alongside the plot to assassinate M. A. Sumanthiran MP, investigators had been probing related threads including digging up claymore mines and T- 56 assault rifles supposedly buried in the North by the LTTE, smuggling the same to Colombo and suburbs and trading with underworld figures.

Colombo Chief Magistrate Buddhika Sri Ragala released the 11 suspects due to Police Officers investigating the case declaring to court that the Attorney General had said there was insufficient evidence to proceed further against 11 of the 15 suspects in custody. The then AG Dappula de Livera had advised the Police that there was not enough evidence to prosecute this group of 11. The Attorney-General had also advised Police to make preparations for prosecuting the remaining four suspects in the near future.

It is however unclear as to what happened to the four remaining suspects. It is surmised that they were gradually released but I am subject to correction. As for Ganemulla Sanjeewa , the notorious gangster moved on to things unconnected to Sumanthiran.

It must be noted that notwithstanding the discharge of Ganemulla Sanjeewa and other underworld figures, the separate investigation conducted for years by the TID into an conspiracy to assassinate Sumanthiran was yet in progress.. A separate indictment had been filed and court proceedings were on.. Sanjeewa was not a part of this probe or case.

TID Unearths Conspiracy

It was the Terrorism Investigation Division (TID) of the Police which first unearthed details of the above-mentioned conspiracy to assassinate Sumanthiran. The then TID Director DIG Nalaka de Silva himself took personal charge and began directing his officials in the investigation. After an intensive probe, it was on 23 December 2016, that the TID had concrete proof of a plot against Sumanthiran. Investigations continued and arrests were made.

According to information uncovered by the TID, the would-be assassins had attempted thrice to target the ITAK Parliamentarian. Their efforts had proved abortive due to circumstances beyond their control. All three attempts were aimed at assassinating Sumanthiran by using explosive devices while he was travelling along the B-402 Soranpatru-Thaalayadi road in the Jaffna peninsula. The MP was travelling to or from Maruthankerny. The Jaffna MP was unaware of all three attempts until the arrest of suspects afterwards.

Colombo High Court

STF protection was given for the first time to Sumanthiran in January 2017 following the detection of the plot by some former members of the LTTE to assassinate the MP in the Maruthankerny area of the Jaffna peninsula. The conspiracy was hatched by extremist Tigerish elements in the global Tamil diaspora. A case was filed in this regard against five persons – including one in absentia – under provisions of the Prevention of Terrorism (PTA) at the Colombo High Court (HC 242/2018).

The Five persons charged in what is termed as the Maruthankerni conspiracy are 1. Karalasingham Kulendran alias Solai Kumaran alias Master.2. Lewis Marianayagam Ajanthan alias Kadalan alias Jana.3. Murugiah Thevendran alias Venthan.4. Gnanasekaralingam Rasmathan alias Mathan alias Barathan.

The 5th accused being tried in absentia is Mahathmaji Anojan alias Kanthan alias Vetri who is reportedly in Australia. It is this person called Vetri acting on behalf of the Pro-LTTE Diaspora who is suspected of planning and financing various Plots to kill Sumanthiran.The case has been proceeding at the Colombo High Court for quite some time now. Sumanthiran himself has given evidence in this case. So have a few Australian residents. Even though the pace has been slow, the case has progressed and it is a matter of time before a verdict is issued.

Maruthankerni Conspiracy

Apart from this Maruthankerni conspiracy to assassinate Sumanthiran, law enforcement authorities have detected several other plots targeting the TNA Parliamentarian at different times. Almost every attempt to revive the LTTE again in Sri Lanka through acts of violence after the war ended in 2009 have been “involving” Sumanthiran as a target.

At least one such attempt pre-dates the Maruthankerni conspiracy. In the case of several assassination plots detected earlier, it had been assumed wrongly that the intended targets were Douglas Devananda or Vinayagamoorthy Muraleetharan alias “Col”Karuna. Subsequently investigators were shocked to know that the real target was Sumanthiran.

Overseas Tigers and their fellow travellers – many of them financially well-endowed members of the global Tamil diaspora – have been consistently aiming to assassinate Sumanthiran by financing economically impoverished ex-LTTE cadres in Sri Lanka. Several Tamils have been taken into custody over the years as suspects in this respect and grilled by sleuths.

Apart from the MSD security provided to all MPs, special security in the form of a STF detail had been assigned for Sumanthiran’s protection in the past following the uncovering of plots to assassinate him. The State was duty -bound to provide security because there was a credible threat to Sumanthiran’s life Nevertheless it must be noted with concern that the serious question of providing security for Sumanthiran has been treated lightly in cavalier fashion by the powers that be in the past.

STF Protection

Special Task Force(STF )protection was first provided for Sumanthiran in early 2017. It was taken away in November 2018 during the anti-constitutional coup 52 day saga. STF protection was restored in March 2019. It was discontinued in November 2019 after the election of President Gotabaya Rajapaksa. STF protection was provided to Sumanthiran again in January 2020. During the 2020 Parliamentary election campaign the STF detail was doubled in strength. Then again in February 2021 the STF protection for Sumanthiran was removed. This action by President Gotabaya Rajapaksa’s former Public Security Minister Sarath Weerasekara was criticized by many but STF security was not restored.

It is noteworthy that Sumanthiran himself had at no stage requested for special security. It was the Government of Sirisena-Wickremesinghe and the Government of Gotabaya-Mahinda Rajapaksas that had afforded the MP special STF protection because there was a dangerous security threat. The removal and restoration of STF security for Sumanthiran have been purely Governmental decisions all along.

Sarath Weerasekara

In January 2021, the newly appointed Public Security Minister Sarath Weerasekera of the Gotabaya Govt, sent a note to Sumanthiran in Parliament that he wanted to meet him. When they met, Minister Weerasekara informed Sumanthiran of the recent threat assessment and the enhanced danger to his security. The minister assured Sumanthiran that his STF security would not be removed even though “some” clamoured for it. Yet the same minister Weerasekara was to remove Sumanthiran’s STF security without notice a month later in early February 2021.

Furthermore the Public Security Minister reiterated in Parliament that Sumanthiran’s STF security had been removed though the MP faced a security threat.What irked the Gotabaya Govt in this instance seemed to have been the successful “Pottuvil to Poligandy” (P2P)protest march in which Sumanthiran played a Pivotal role.

After the P2P protest ended, the commanding officer of the Special Task Force (STF) contingent in charge of Sumanthiran’s personal security informed the Jaffna District MP that his superiors had ordered him to return as a decision had been taken to stop providing STF security further. The Jaffna District MP referred to this removal of STF security in Parliament then .

After explaining what the P2P protest was about and observing that it was conducted peacefully, Sumanthiran said: “The special security given to me was removed the moment this event was over.”Sumanthiran went on to say in Parliament that he himself had not complained to anyone about facing a security threat and that it was the Government which had stated so and provided special security.

Three Observations

Waving a file with particulars, Sumanthiran said that there were cases filed in this regard at the Colombo High Court and Chief Magistrates Court. He also said that over 30 suspects including Sinhala underworld members were in custody. All this was because the State had proclaimed there was a threat to his life.Continuing further the Jaffna District MP asked why the Government has withdrawn his special security if there was a security threat against him and made three related observations.

Firstly he said the Government may have removed his security despite the threat because it was annoyed due to his participation in the successful protest event. Secondly he said that if indeed there was no security threat, the State had arrested and detained over 30 innocent persons.

Thirdly he said the security removal may have the sinister motive of giving signals to those who want to harm him. Sumanthiran concluded by saying, “If anything untoward happened (to him), the Government must bear full responsibility.”

Subsequently Minister of Public Security Rear Admiral Sarath Weerasekara told ‘Hiru’ TV that the Special Task Force security assigned for ITAK MP M. A. Sumanthiran was removed on his orders.The Minister said the special security was removed as Sumanthiran had participated in a protest march despite claiming to have threats to his life.

Minister Weerasekara argued that if Sumanthiran’s life was in threat, then he would not have participated in a public event. He further said the Police protection provided to all Parliamentarians will continue to be provided to MP Sumanthiran as he is entitled to it.

Easy Target

The Police protection given to MPs ended after Sumanthiran’s electoral defeat in 2024. However as stated earlier, an independent risk assessment made by the new Govt has resulted in the ex-MP being given protection like other former Parliamentarians Douglas, Tiran and Pillaiyaan. The anti-Sumanthiran lobby has been attacking him on that account. The campaign may even be a diabolical plan to deprive Sumanthiran of Police protection and make him an easy target for potential assassins.

It is against this backdrop that much interest is being evinced in the alleged involvement of Ganemulla Sanjeewa in a plot to assassinate Sumanthiran in the past.

Overseas LTTE-backed plot to assassinate TNA MP Sumanthiran in Jaffna revealed

“Nallavan” (not his real name) is a Tamil youth living in a Northern village. He was a former member of the Liberation Tigers of Tamil Eelam (LTTE) organization who had surrendered to the armed forces in May 2009. He was incarcerated for a period of time and released after undergoing a process of rehabilitation. Life in a post-war Northern environment was painfully difficult because Nallavan could not get gainful employment anywhere. Neither did he have adequate financial resources to go abroad. Nallavan lived with an aged aunt and engaged occasionally in manual work as a casual worker whenever possible.

Nallavan was approached by a former LTTE cadre called “Master” in November last year. Master asked “Nallavan” to hoist the LTTE flag clandestinely at particular places in Kilinochchi on November 26 night. The following day Nov 27 was the “Maaveerar Naal” or Great heroes day of the LTTE. He was offered Rs. 5,000 for it. Nallavan being hard-pressed accepted the offer and executed the assigned task. He was promptly paid the promised sum.

The TID officials were initially doubtful about Nallavan’s bona fides but after prolonged interrogation felt he was telling the truth. The TID headquarters in Colombo was alerted about the potential threat to MP Sumanthiran’s life.

A few days later “Master” came to meet Nallavan in the company of another ex-Tiger with a disfigured hand. They had a proposition. Nallavan was asked to join them on a new mission. He was told that there was a “contract” to kill an important Tamil politician. Nallavan would be given fifteen lakhs of rupees payment. Also safe passage would be provided for him if necessary to go to India and from there to Europe via a south-east Asian country. The duo said some tiger leaders living overseas had wanted this done and guaranteed payment and safe passage. Nallavan said he could arrive at a decision only if he knew who the target was. When the ex-tiger duo revealed the name of the target Nallavan was shocked.

The Tamil politician’s target was Maithiaparanam Abraham Sumanthiran, the Tamil National Alliance MP from the Jaffna district. When told that the contract was to kill Sumanthiran, a horrified Nallavan refused vehemently. He said that he had been observing Sumanthiran’s politics in recent times and had been impressed by him. Nallavan said the war was now over and that Tamils must live in Sri Lanka with equal rights. He said Sumanthiran along with people like Sampanthan and Senathirajah were doing their best to win back the lost rights of Tamils without violence through democratic methods. Besides as a lawyer, Sumanthiran was helping in the cases of so many Tamils including ex-Tiger cadres. Nallavan also said that laying hands on someone like Sumanthiran would upset the present situation of fragile peace and invite massive State suppression.

The other two did not agree. They insisted that Sumanthiran was a traitor and had to be weeded out. Nallavan however stood his ground firmly in the ensuing argument and insisted that no attempt should be made on anyone’s life in general and Sumanthiran in particular. Seeing Nallavan’s determination and firm resolve the other two departed saying we will give up this idea. They told Nallavan the matter was over and to forget what happened.

Nothing more was heard and Nallavan thought the assassination plan had been abandoned. However a few weeks later Nallavan ran across the guy called “Master” and simply asked him in Tamil “How are things going?”. The answer was cryptic.” Things will go on whatever happens”. This set the bells ringing in Nallavan’s brain. Were they planning to proceed with the plot hatched to assassinate Sumanthiran” he began worrying.

Terrorism Investigation Department

After a few days of agonizing, Nallavan thought it was best to inform authorities of what he knew and his suspicions. He knew he was taking a huge risk but Nallavan thought it was his duty to do so. Nallavan approached a distant relative who was a Govt official and was acquainted with the Police. After listening to what Nallavan said the Govt official relative got perturbed and said we must tell the Police. So an appointment was secured with officers of the Terrorism Investigation Department (TID) in Vavuniya. Nallavan related all that had happened and also what he suspected was happening to the officials. This was on December 23, 2016.

The TID officials were initially doubtful about Nallavan’s bona fides but after prolonged interrogation felt he was telling the truth. The TID headquarters in Colombo was alerted about the potential threat to MP Sumanthiran’s life. The President’s office was also informed. On December 24, Sumanthiran was on his way from Colombo to Jaffna to attend a cultural festival in Karaveddy where he was the chief guest. Shantha Bandara of the Presidential Secretariat telephoned Sumanthiran’s enroute to Jaffna and told him of a possible threat to his life and advised him to turn back. Sumanthiran however had passed beyond Vavuniya at that time and decided to proceed as planned.

Sumanthiran reached Jaffna and went to Karaveddy for the festival. He learnt that security had been beefed up for the event and that bomb squad officials had undertaken a thorough search of the stage and premises. Nothing further or untoward happened on that day. Sumanthiran returned to Colombo for Christmas and thereafter went to a South Asian country on a holiday with his family. The trip had been scheduled months before the security threat scare. The Jaffna district MP who is also the official spokesperson of both the Tamil National Alliance (TNA) and its chief constituent the Ilankai Thamil Arasu Katchi (ITAK) returned to Lanka with his family in the first week of the new year.

Meanwhile the TID advised “Nallavan” to keep quiet and go on with his day-to-day life as usual. The anti-terrorism officials traced the whereabouts of the ex-LTTE members who interacted with Nallavan and quietly placed them under observation. The intelligence wings of both the Police and army have established and maintained a network of spies, informants and agents in the Northern and Eastern provinces. The movements of both the ex-LTTE members implicated by Nallavan were placed under scrutiny as “persons of interest” and monitored inconspicuously. The movements of both on Jan 12 and 13 gave grounds of suspicion. The TID decided to strike. A team comprising three Policemen – two in uniform, one in civil – went to a house on Wilson street in Thiruvaiyaaru, Kilinochchi on the night of Jan 14/15 2017. The trio identified themselves as TID officers from Vavuniya and took into custody a 32-year-old Murugiah Thavaventhan, a former LTTE member. Thavaventhan who had surrendered to the Army at Oamanthai on May 18, 2009 had been detained at the Nelukkulam camp for 10 months and released on March 7, 2010, after undergoing rehabilitation. He was taken to Vavuniya for further interrogation.

Thiruvaiyaaru in Kilinochchi

On January 16, 2017, a team of TID officials went to a financial institution in Kilinochchi town and took into custody a 37-year-old ex-LTTE member employed there. The man was Karalasingham Kulendran alias “Master”. He was also a resident of Thiruvaiyaaru in Kilinochchi. He too was taken to Vavuniya for further interrogation.

The interrogation of 32-year-old Murugiah Thavaventhan and 37-year-old Karalasingham Kulendran by the TID yielded further results. Acting on information procured through interrogation, TID officials of the Police raided a house belonging to a relative of Kulendran alias Master in Ootrupulam, Kilinochchi and recovered two claymore mines one of which was particularly powerful. Police also arrested two more ex-Tigers in Trincomalee and Thaalayadi respectively consequent to the interrogation of the two Thiruvaiaaru residents.

Chandrasekaralingam Vasudevan alias Mathan was arrested at a house in Alles Gardens,Trincomalee. Two parcels of “Kerala Ganja” weighing 2 kg each were also seized. Three other occupants in the house including a husband and wife couple were also arrested and charged for Narcotic offences. Vasudevan alias Mathan who was also a rehabilitated ex-Tiger was detained by the TID and further interrogated.

TID officers arrested a fourth person at Maruthankerni on the eastern littoral of the Jaffna peninsula. He was a rehabilitated former LTTE member now driving a trishaw. The man whose name was Mariyanayagam Lewis Ajanthan was also known by the nom de plume Jana. His nom de guerre while in the LTTE was Kadalavan. Police also recovered 6 exploders and related equipment from Ajanthan’s residence. Interestingly enough about 8 to 10 kg of “Kerala Ganja” was also recovered here.

All four arrested were ex-LTTE members and linked to each other

Thavaventhan and Kulendran being residents of Thiruvaiyaaru interacted with each other frequently. Vasudevan too visited Kilinochchi regularly and would stay for several weeks at a stretch. He had been in Kilinochchi during the “Thaipongal” festival in 2017 too. Apparently Vasudevan used to stay in the Ootrupulam house where the claymore mines were found. It appeared to investigators that the four arrested persons were involved in distributing “Kerala Ganja” smuggled from India to the Thaalayadi coast and then taken to Trincomalee. Vasu was the acknowledged leader of the quartet.

Remanded to fiscal custody

After obtaining full statements from Vasudevan, Thavaventhan, Kulendran and Ajanthan, the TID produced the four on January 20 at the Kilinochchi Courts before District Judge A. A. Anandarajan. In an unusual move, the four were not indicted under the Prevention of Terrorism Act (PTA). Instead they were charged for being in possession of explosives and narcotics. Also there was no specific reference to the assassination attempt on Sumanthiran MP. Instead there was only a reference to a plot to attack a political VIP. All four were remanded to fiscal custody and are currently being held at the Anuradhapura prisons.

The reasons for the Police not charging the four under the PTA is unclear at the moment. Also puzzling is the vague description about a political VIP instead of an explicit reference to Sumanthiran. One reason may be due to a reluctance to charge anyone under the draconian PTA which is to be repealed and replaced soon. Another reason may be a design on the part of the TID to conduct a more comprehensive investigation into the matter and probe the overseas LTTE connection extensively.

There could also be another motive. The opposition led by ex-President Mahinda Rajapaksa has been critical of the Sirisena-Wickremrsinghe Govt over a number of matters. Chief among these is the accusation that the Govt through various acts of omission and commission have created an environment where separatist/terrorist elements are on the rise and national security is at risk. The plot to assassinate Sumanthiran could therefore be utilised by the opposition to declare that the LTTE has been revived and criticise the Govt vehemently on that count. Whatever be the rationale behind the conduct of the Police in charging the suspects, it would be useful to remember the proverbial saying about the futile exercise of trying to hide a whole pumpkin in a plate of rice.

I was able to gather some details about the on going probe from security related sources. According to information divulged by members of this “gang of four” there are three overseas tiger operatives “handling” them by sending them cash and issuing instructions. They were known as “Vetri”, “Maaran” and “Amuthan”. All three are suspected of belonging to the overseas LTTE faction headed by Norway-based Perinbanayagam Sivaparan alias Nediyavan. Maaran is based in France and Vetri in Australia. Amuthan is reportedly in Malaysia. Sri Lankan sleuths suspect that Amuthan from Malaysia is actually a former LTTE intelligence chief Pottu Ammaan’s senior deputy Chiranjeevi master whose real name is Jeevaratnam Jeevakumar.

All four persons were interrogated separately. What they disclosed to officials was more or less similar in content and detail. The information garnered revealed that a plot had been hatched to assassinate TNA parliamentarian and lawyer M. A. Sumanthiran. A clear overseas LTTE connection was also established. What shocked investigating sleuths was the fact that the would-be assassins may have succeeded in killing Sumanthiran but for an accidental quirk of fate or an act of divine providence depending upon how one perceives these matters.

“Vadamaratchy” region of Jaffna

Sumanthiran in his capacity as a Jaffna district MP of the TNA looks after the electoral divisions of Uduppiddy and Point Pedro. Together these two areas comprise what is known as the “Vadamaratchy” region of Jaffna. The three divisional secretariats within these two electoral divisions are Maruthankerni, Karaveddy and Point Pedro. The Maruthankerni division consists mainly of littoral villages of the Vadamaratchy east coast. It is relatively underdeveloped when compared to other hinterland areas of the Jaffna peninsula. Therefore as an elected Parliamentarian, Sumanthiran has been devoting a considerable amount of time and effort to cater to the needs of the people from this underdeveloped area. As such he regularly visits Maruthankerni while in the North.

The interrogation of 32-year-old Murugiah Thavaventhan and 37-year-old Karalasingham Kulendran by the TID yielded further results. Acting on information procured through interrogation, TID officials of the Police raided a house belonging to a relative of Kulendran alias Master in Ootrupulam, Kilinochchi and recovered two claymore mines one of which was particularly powerful. Police also arrested two more ex-Tigers in Trincomalee and Thaalayadi respectively consequent to the interrogation of the two Thiruvaiaaru residents

Maruthankerni is 306 km from Colombo, 43 km from Jaffna town and 28 km from the Point Pedro town. Maruthankerni could be accessed via two “B” class roads. One is the 28.96 km long Point Pedro-Maruthankerni road known as B 371. The other is the 7.48 km long Soranpattru-Thaalayadi road known as B 402. The Soranpattru-Thaalayadi road branches off to the east from the key Jaffna – Kandy road known as the A-9 highway at “Puthukaattu Chanthi” or Puthukaadu junction. This stretch of road runs through coconut estates, shrub jungles, plains and a few paddy fields. The area which includes the villages of Soranpatru and Maasaar is sparsely populated. The road proceeding to Thaalayadi on the east coast from Puthukaadu junction reaches the Maruthankerni junction at Thaalayady. Maruthankerni is adjacent to Thaalayadi. Many people travelling to and from Maruthankerni from Jaffna prefer to use the B 402 instead of the B 371. Sumanthiran uses this road regularly to reach Maruthankerni.

According to information provided by security related sources, the ex-LTTE gang of four had plotted to assassinate Sumanthiran while he was travelling along this Soranpatru-Thaalayadi road to Maruthankerni and back. The straight road running through sparsely populated areas with dense foliage on either side was quite conducive to explode a landmine at an approaching vehicle.,Two operations to explode claymore mines and kill Sumanthiran had been planned. Both the assault plans targeting Sumanthiran were never put into action due to reasons beyond their control.

In the first instance, Sumanthiran was scheduled to be the chief guest at a cultural festival organized by the Vadamaratchy east divisional secretariat at Maruthankerni. The function was at 4.00 pm on December 12, 2016. The would be assassins had been lying in wait along the Soranpatru-Thaalayadi road. However, Sumanthiran’s vehicle had not proceeded on the road as planned. It was believed that Sumanthiran was not going to attend the event as scheduled. However, the conspirators were surprised to hear later that Sumanthiran had arrived and participated in the event as planned.

B 402 Soranpattru-Thaalayady road

The second instance was on January 13, 2017. There is a proposal to set up a sea water de-salination plant on the Thaalayadi coast. This project has had a mixed reception with some supporting and others opposing it. Besides there is much confusion about the details of the envisaged project. Hence a seminar cum public meeting was to be held on Jan 13 to clarify doubts. A number of knowledgeable experts were to address the gathering. Sumanthiran was to chair the meeting. Apparently the plotters knowing Sumanthiran was expected had been prepared to explode a claymore on the B 402 Soranpatru-Thaalayady road and assassinate the TNA parliamentarian. Again Sumanthiran did not come as anticipated. Apparently Sumanthiran had cancelled his trip to Jaffna.

It was quite clear that Sumanthiran could have been killed on either of these occasions if events had not taken different turns. Neither the TNA lawmaker nor the law enforcement authorities had been aware of the nefarious plot targeting Sumanthiran. How then did Sumanthiran escape from an attack that would have surely caused a loss of life or limb on the B402 Road on the fateful dates of December 12, 2016 and on January 13, 2017? In a bid to find out more I contacted Sumanthiran by telephone.The TNA parliamentarian confirmed that the Police as well as upper echelons of the Govt had informed him of the assassination plot and the aborted attempts on his life. Sumanthiran however was reluctant to comment further at this point of time preferring to wait till more details of the plot were available. I then asked him about how he had escaped the “death traps” of December 12 and January 13, and what had happened. This was what Sumanthiran said:-

“The vehicle I used whenever I travelled to the North from Colombo was not available in December last year when I went to Jaffna. So I hired a vehicle for the purpose. On the morning of December 12, I participated at a seminar in Nallur about the proposed new Constitution that went on till noon. TNA Northern Provincial Councillor and fellow lawyer Kesavan Sayanthan also was present at the seminar. When it was over he wanted to discuss some matters with me. Sayanthan said he too was going to Maruthankerni for the cultural event and that we too could travel together and discuss. So I decided to go along with Sayanthan in his vehicle. My vehicle and security detail followed behind. We went down the A-9 road to Puthukaadu junction and turned left on the Thaalayady road and reached Maruthankerni. We had a good discussion on the way and did not observe anything or anyone suspicious.Thereafter Sayanthan returned a little early from Maruthankerni but I stayed on. I then returned to Jaffna in my vehicle”.

I then asked Sumanthiran about the attempt on his life that had been planned on that day and how he had escaped. The TNA parliamentarian replied thus “I too am unable to say anything definite until full details of the plot are disclosed by the investigators. But from what I have been told so far it appears that they were waiting for my usual vehicle to come along the road. So when I went in Sayanthan’s vehicle they would have been unprepared and must have missed me. I am unclear as to whether they were lying in wait for me when I returned to Jaffna along the same route. If they had been waiting there, they may have been on the look out for my regular vehicle which is well-known in the North. Since I was using a different, hired vehicle they may have missed me again”.

Alerted on Dec 24 about security threat

I then asked Sumanthiran about the attack planned for January 13 and what had happened then. I specifically asked him whether he had cancelled the trip to the north because he had had prior warning about the threats to his life. Sumanthiran replied as follows – “ No, no, I didn’t cancel the trip due to security threats. It is correct that I was alerted on December 24 last year by the Presidential Secretariat about a security threat and advised to cancel the trip. But I was halfway through by then and did not want to turn back. I was away from the country during the last week of December and first week of January. Upon returning I began attending to my usual duties”

Speaking further Sumanthiran said “What had happened was that I had planned to be at the sea water de-salination project seminar as scheduled on January 13. My wife too was to accompany me on the trip to Jaffna. But suddenly on January 11 another issue turned up which compelled me to remain in Colombo. This was due to some legal issues that I was handling as a lawyer and had nothing to do with politics or security matters. I was very keen to be present at the de-salination project meeting but could not do so as planned. So I had to inform the officials on January 12 that I would not be able to attend. From what I heard so far they had been well prepared this time to target me but my cancelling the trip at the last minute seems to have thwarted their plans”.

Observing that these accidental turns of events on two occasions seem to have saved his life, I asked the Jaffna district MP whether adequate provisions for enhancing his security have been made. Sumanthiran said that Law and Order Minister Sagala Ratnayake had communicated with him about it. The minister had told him that the issue had been discussed at the National Security Council meeting and that a sound security arrangement has been made. Sumanthiran said that the new enhanced security scheme was currently coming into force. For obvious reasons I did not ask him to elaborate further on the new security arrangements.

Sumathiran also said that both President Sirisena and Prime Minister Ranil Wickremesinghe had been in touch with him and expressed concern. The PM had expressed tremendous relief that he had not been harmed in any way and also quipped “If you hadn’t cancelled your Jaffna trip on Friday 13, you wouldn’t be alive today”. The President who was also worried by the turn of events had talked to Sumanthiran in detail about his (Sirisena’s) experiences of being under threat.”Whatever happens, you must keep on going to Jaffna and keep on doing your duties” President Sirisena had advised Sumanthiran.

“I will continue to go to North as before”

At this juncture I queried from Sumanthiran whether he would be travelling to the North as he did earlier in view of the perceived threat to his life. His reply was tersely to the point. Sumanthiran said “I will continue to go to the North as before and continue to directly engage with the people as I have been doing in the past”..

I then asked the TNA parliamentarian about the arrested suspects being former LTTE members and of information available about overseas Tiger involvement in the plot. I asked him whether this was another exercise in the series of attempts by the diaspora Tigers to revive the LTTE again in the Country. Sumanthiran was cautious in replying saying it was too premature to arrive at conclusions whether this was a case of the LTTE being revived or not. He went on to say “What seems to be clear now is that some misguided former LTTE cadres living in the island are being exploited by certain overseas elements through cash incentives to engage in acts of violence on Sri Lankan soil. We can’t be sure at this time whether this is an individual act targeting me or whether it is part of a more comprehensive design to revive the LTTE again. I am confident that the security agencies will probe this further and arrive at definite conclusions very soon”.

As MP Sumanthiran himself opines it is too early to speculate whether the targeting of the TNA parliamentarian is an isolated matter or part of another broader attempt to revive the LTTE in Sri Lanka. There have been many such attempts before and have been delved into in great detail in these columns earlier. Also troubling is the fact that he has been intensively vilified and derogated by pro-LTTE elements in Sri Lanka and abroad. Traitorization and character assassination has been the usual LTTE practice before and after killing a person. This modus operandi was patently visible in the assassination of Dr. Neelan Tiruchelvam.

Sumanthiran has been playing a very positive role in bridging the gulf between the ethnicities and striving to ensure the restoration of Tamil rights through democratic means. In recent times he has been making a constructive contribution to the Constitution-making process in his capacity as TNA member of the Constitutional Assembly steering committee and also as co-chair along with Dr. Jayampathy Wickramaratne of the Management Committee of the secretariat for the Constitutional Assembly. It is widely acknowledged that the enactment of a progressive Constitution would be a significant achievement that could usher in true justice, equality and ethnic reconciliation. This has resulted in hawkish elements on both sides of the ethnic divide being united in opposition to the envisaged Constitution for different reasons.

It is an incontrovertible fact that the LTTE elements overseas and pro-Tiger elements within Sri Lanka are extremely antagonistic towards Sumanthiran. He has been attacked viciously by Tiger and pro-Tiger media organs. The diaspora Tigers spent huge sums of money to defeat Sumanthiran at the 2015 elections. Sumanthiran won handsomely but the people backed by the overseas Tigers such as Gajendrakumar Ponnambalam and Suresh Premachandran lost badly. Thereafter the Tigers orchestrated a campaign to abuse and humiliate Sumanthiran publicly at different places in Jaffna and in western countries like Australia, Britain and Switzerland. The idea was to pressurize Sumanthiran into quitting politics. This too has not happened.

Chance, luck or divinely ordained providence

Against this backdrop, there are sufficient grounds to suspect that the overseas LTTE has now changed its approach and opted to eliminate Sumanthiran through assassination. As investigations continue into the assassination attempt, there is every chance that further information would be available to shed more light on this. As for now it is obvious that the planned assassination attempts did not succeed or materialise through accidental turns of events attributable to mere chance, sheer luck or divinely ordained providence.

More importantly, the role played by the ex-Tiger, who alerted the Police about the potential assassination deserves very high praise. Actions of whistle-blowers like “Nallavan” should be strongly commended. His real name or other related particulars cannot be disclosed due to security reasons. He is certainly a good man. This world is a good place only because of good men. That is why I have bestowed the name “Nallavan” to him in this article. For Nallavan in Tamil means “Good Man”.
