LTTE Supporting Maoist is an unvarnished lie

We are disappointed to read the following news which appeared in Daily Mirror published from Colombo.

It is highly preposterous to claim that  LTTE   was supporting Maoist activities and it would pose danger to the sovereignty and unity of India if it was not prescribed.

The testimony before the 14-member Unlawful Activities Prevention Tribunal in Tamil Nadu, Secretary, Internal Security, Ministry of Home Affairs of India P K Mishra that  LTTE’s extension of support to Maoist activities in India would also prove dangerous to the security of  India is a figment of his imagination.

This bureaucrat is lying from his teeth. There is no shred of evidence to show that the LTTE was supporting the Maoists or for that matter any other organization or countries against the interests of India. We question you to provide evidence.

It is an article of faith of the LTTE not to have any links with anyone against the interests of India. While India showed unbridled animosity against the LTTE and helped  Sri Lanka with arms, ammunition, radars, logistics, intelligence, satellite images, training etc. to destroy the LTTE, the LTTE to the very end always considered India as a friendly power.

You may cite or invent other reasons for extending the proscription on LTTE which the Sri Lankan government claims it has decimated, but  LTTE is supporting Maoist activities is not one of them.  It is an unvarnished lie not worthy of a country like India to level against LTTE. One look at the map will show that it is impossible for the LTTE to establish contact with Maoists hiding in the jungles of Bengal, Assam, Bihar etc.

To us, the real reason for extending the proscription on LTTE is to suppress freedom of speech and asphyxiate opposition parties in Thamil Nadu supporting the goals and objectives of the LTTE. It is true

that  LTTE has been defeated militarily, but the reasons for the armed struggle initially supported by India under Prime Minister Indra Gandhi remain valid. Thank you.

The Indian government on Wednesday told a tribunal examining the validity of the ban on LTTE that the outfit was supporting Maoist activities and would pose danger to the sovereignty and unity of the country if it was not prescribed, media reports said.
Deposing before the 14-member Unlawful Activities Prevention Tribunal in Tamil Nadu, Secretary, Internal Security, Ministry of Home Affairs of India P K Mishra, said LTTE’s extension of support to Maoist activities in India would also prove dangerous to the security of the country.
The latest notification extending the ban was issued in May last by the Union Home Ministry which had said despite its decimation, LTTE was re-grouping in Tamil Nadu and remnant of its cadres could use India, especially Tamil Nadu, as a rear base for this purpose.

அமைச்சர் பிரணாப் முகார்ஜிக்கு “நாங்கள்  உங்கள் சொந்தக்காரர்கள். வங்களாத்தில் இருந்துதான் அங்கு குடிபோனோம்”என மகிந்த இராபக்சே சொல்லியிருந்தால் அதில் வியப்பில்லை.

தமிழக மீனவர்கள் தாக்கப்படுவதை இந்தியாவால் தடுத்து நிறுத்த முடியவில்லை. சாகிறவன் தமிழன் என்ற எண்ணம்தான் அதற்குக் காரணம்.

திராவிடக் கட்சிகள் தேர்தல் அரசியலில் சிக்குப்பட்டு விட்டார்கள். ஒரு மேலவை உறுப்பினர் பதவிக்கே பாமக போராடுகிறது என்பதைப் பார்க்க வெட்கமாக இருக்கிறது.

வைகோ, நெடுமாறன், சீமான் தவிர மற்றவர்களில் எமக்கு நம்பிக்கை இல்லை.  ஆனானப்பட்ட திருமாவளவனே ஒரு எம்பி பதவிக்கு ஆசைப்பட்டு திசைமாறிப் போய்விட்டார்.

கடந்த காலங்களில் தமிழக தமிழர்களை தமிழ்த் தேசியக் குடையின் கீழ் ஒன்று திரட்ட எடுத்த முயற்சிகள் வெற்றிபெற வில்லை.

பதவி ஆசைகளைக் கடந்த ஒரு புதிய தலைமுறை முன்னுக்கு வந்து போராடினால் ஒழிய நாம் வெற்றி பெறப் போவதில்லை.

According to Failed States Index of the Foreign Policy publication, Sri Lanka is fifth in the second league of twenty failed states for the year 2010.

The worst performer is Somalia in the first league topping the list scoring 114.3 points. Sri Lanka is 25th with the score of 95.7 points.

Sri Lanka has been ranked 22nd in 2009, 20th in 2008 and 25th in 2007. Though it achieved its ranking to the 25th in 2010 like in 2007, its scoring rate in the league has gone up from 93.10 to 95.70.

The scoring rate for the last four years is: 2010 – 95.70, 2009- 96.70, 2008 – 95.60 and 2007 – 93.10.

The ranking has pushed downward because some countries outperforming Sri Lanka in the failed states league. The 2010 scoring index gives alarming signals that Sri Lanka is progressing towards entering the first 20 failing states in the league with its ever-escalating bad governance.

The Failed Text Index assessed the states under twelve important governing issues. These are democratic pressures, Refugees IDP’s, Group Grievance, Human Flight, Uneven Development, Economic Decline, Demilitarisation of the State, Public Services, Human Rights, Security Apparatus, Factionalised Elites and External Intervention. Sri Lanka was rated extremely badly on Refugees IDP’s, Group Grievance and Factionalised Elites scoring over 9 points. Overall the assessment under each of the categories is over 5 points.

We are Appalled at the Invitation Extended to Mahinda Rajapaksa who Stands  Accused as a War Criminal!

Dear Hon.James Kingston,

We are appalled that a prestigious body like the Oxford Union Society has chosen to invite an elected dictator who is widely accused of committing

war crimes,  crimes against humanity and genocide.

Although the war is over, the Thamil people continue to reel under the autocratic and dictatorial rule of  President Mahinda Rajapakse. The government is tightening its hold on Thamil land by building army cantonments, bases and houses for 100,000  strong armed forces while the 250,000 IDPs are left to get soaked in the monsoon rains without adequate shelter, food, medicine, jobs and education.

  • IDP’s being denied access to their former places of residence
  • Challenging the right to the title of the properties traditionally owned and /or occupied persons living in conflict-affected areas
  • Large tracts of previously occupied lands being demarcated as high-security zones
  • Unjustified land acquisitions on security considerations but allocated for non-security related purposes
  • The publicly announced resettlement benefits to internally displaced persons not being distributed equitably and in line with the announced scheme
  • Lack of basic amenities like water, sanitation,  power and proper housing for the newly resettled families
  • Resource allocation not determined on community priorities and allocated without consultation and outside the need base and at times missing the most vulnerable and in need, possibly due to identity-based biases
  • Some areas like Jaffna receiving more than necessary resource allocations and peripheral areas lacking in even basic allocations
  • Preventing willing and capable NGO’s/INGO’s, the international community and Diaspora from helping people in need at their most vulnerable moment of need
  • The building of new permanent military cantonments with residential facilities for military personnel and their families
  • Plans to settle majority community families in order to change the traditional area demography otherwise than by natural development oriented migration
  • Arbitrary arrests and detention in the post war period as well
  • Continuing active engagement of unauthorized armed groups
  • Continuing disappearances of civilians
  • List of persons in custody, camps and detention centres not being made public
  • Failure to assist families in tracing missing persons
  • Negative impact on civilians during the conflict due to military excesses
  • The unease of single women headed families fearing for their safety in the presence of a large number of armed personnel of the forces
  • Removal of burial sites of persons affected by the conflict
  • Some important cultural, religious and remembrance sites being damaged and destroyed
  • The disrespect shown by visitors to holy sites and sites held in high esteem by resident communities
  • Free availability of liquor, cigarettes and narcotics
  • Emerging consumerism promoted by business houses who fail to participate in adding value to the civilian communities
  • Savings of the region being channelled to other areas whilst unmet needs of area community remain
  • Decision making in the hands of the military or officials from the Central Government
  • Forced disappearance of senior LTTE cadres AFTER they surrendered to the armed forces.

The UN Secretary General has appointed a Panel of Experts to advise him on ‘accountability issues’ in Sri Lanka. Despite growing calls for an international investigation into allegations of war crimes committed during the final stages of the war, the Sri Lankan government has forcefully rejected the panel, adding that it will not issue visas to panel members. An anti-panel siege outside UN offices led by a cabinet minister drew condemnation from the UN Secretary-General.

The Sri Lanka parliament rushed through the 18th amendment to get rid of the constitutional limitation of maximum two terms to a President heralds a new phase of authoritarianism. This amendment not only to gives Mahinda Rajapakse unlimited term of office, but it will also tighten the President’s grip on the country by bringing the judiciary, police, election processes and financial institutions (including the Central Bank) more firmly under his control. The President is now free to appoint any of his cronies and relatives to any such posts virtually according to his whims and fancies. Sonali Samarasinghe, journalist-in-exile and widow of murdered Sunday Leader editor Lasantha Wickrematunge has opined that  Sri Lanka’s rapid descent into dictatorship must not be ignored. 

Commenting on the 18th Amendment in the Sunday Times of September 12, 2010, Ms Keshali Pinto Jayawardene, a well known Sinhalese journalist observed “The 18th Amendment exposes the Constitution of 1978, as the perverse Constitutional document that is. The bandage temporarily put on this Constitutional obscenity by the 17th Amendment have now been stripped away and we cannot shut our eyes to the fact. This ‘basic law’ should be rejected by a growing Constituency of public opinion as unjust it should be replaced by a Constitution embodying a fairer contract between the rulers and the people.

The Elders – an independent group of eminent global leaders brought together by Nelson Mandela – have issued their strongest statement to date on Sri Lanka’s continued flouting of human rights and humanitarian law.  The statement calls for a tougher response by the international community, lest other states are encouraged to follow suit. The Elders have lamented on the  ‘deafening global silence on Sri Lanka.’  Click here to read the statement

In this backdrop, we appeal to you to withdraw the invitation to President Mahinda Rajapakse in the name of justice and good governance.

SRI LANKA: Street protests against the denial of fair trial

Perhaps for the first time in Sri Lankan history, many people have taken to the streets in the last few days to protest against the abuse of the judicial process and to demand fairness. Some lawyers were quoted by the media as saying, “Now, we have to demand justice from the gods, unseeing forces, as there is no justice in Sri Lanka”. The present regime has acquired the justifiable reputation that it dares to manipulate justice and have its opponents punished without regard to the right to fair trial and due process. It is proving that the executive president can, indeed, do anything, except making a man into a woman or vice versa, as was claimed by the first executive president, J.R. Jayewardene. The denial of a fair trial has been both seen and felt by the people and the street protests demonstrate this frustration.

J.R. Jayewardene did not dare in his day to go all out against a fair trial. When punishing Mrs Sirimao Bandaranayaike by depriving her of her civil rights, he made sure that the case did not go before the normal courts. He created a special commission for that purpose. As regards her supporters which included Mahinda Rajapakse, Vijaya Kumaratunga and others; he use emergency laws to arrest and detain them. They were kept in detention for months but he did not proceed with their trials. Perhaps, he was not so sure that he could get he what wanted from the courts.

When Rohana Wijeweera filed an election petition against him, J.R.J. proceeded to proscribe the JVP and to hunt them down through the use of emergency regulations. What developed as the second JVP insurrection, in fact, happened in that way. It culminated under R. Premadasa into the disappearances of over 30,000 persons. Despite the many theories put forward regarding these events, the core issue was the elimination of the political opponents of the person holding the position of executive president. Any means was excusable to protect this position. It is this same logic that has now been extended to the abuse of justice. The subversion of justice to eliminate political opponents is now deemed justifiable. It is the same old, JRJ logic, but used with even greater ruthlessness.

Now, there are street protests to demand fair trials and justice. These acts of protest demonstrate the frustrations of the people against the entire political system based on the 1978 Constitution. The insanity of the constitutional thinking has now begun to destroy the citizen’s belief in the right to a fair trial.

Thanks for your email. It gives me some hope.

Yesterday, I  gave the names of senior LTTE cadres whose whereabouts is unknown after they surrendered to the army.

The army now says the LTTE cadres did not surrender. There is eyewitness account that these carders were taken from the camp by the military intelligence.

There is one photograph of one of the cadres sitting with his son in an unknown place. A soldier is seen moving at a distance indicating it is an army camp.

Naturally, Thamil people are angry with the Indian government’s total silence over these murders. You think  Sikhs would have remained quiet if those murdered are not Thamils but Sikhs?

India even colluded with the Sri Lankan government at the Human Rights Commission meeting in Geneva when it voted against a resolution calling for an internal investigation whether human rights have been violated during the final phase of the war. Why is India shielding Sri Lanka as against Thamils? Which again goes to prove that India conducted the war against the LTTE on behalf of Sri Lanka.

That is what exactly Rajapakse told the media. He said he is thankful to India for its help to defeat the LTTE and without India’s help Sri Lanka would not have won the war!

In the interview to Kumudam, you exhorted the Thamil Diaspora to come forward and help the Thamil IDPs. We will help the IDPs, but the Sri Lankan government insists that we do so through it. This we are not prepared to do. Bags of cement given by India was diverted by the Sri Lankan government to the south. Same in regard to tin sheets provided by UNHCR.

We have an organization called the Tamil Rehabilitation Organization (TRO) which spent millions of dollars to feed the people, run schools, children homes, medical surgeries etc. But the government of Rajapakse has banned this organization in  November 2007. May I ask you a favour? Can you use your influence to lift the ban on the TRO? We will send the money to government banks, but TRO should be allowed to provide relief directly to people without government interference?

I should have also told you that the Sri Lankan government is spending Rs.21,000    billion  on defence  and only paltry sum of Rs.20 billion
on rehabilitation and re settlement of IDPs?

I write to register my appreciation the column that appeared in the Tor Star (October 5) titled ” Cohn: Who speaks for multicultural nation?”

Very few journalists have the courage of their conviction to speak in defence for the right to freedom of expression which the government, both the Conservative and Liberal pay lip service only!

Thamil members of the Sri Lanka parliament belonging to the Tamil National Alliance have been denied visa to visit Canada on the perceived notion they are supporters of the Liberation Tigers of Thamil Eelam (LTTE).  A typical example of finding a person guilty by association!

A prominent Thamil Attorney from US  V. Urudrakumaran has also been denied entry into Canada for unspecified reason(s).  Like George Galloway he was turned back at the Canadian border, No reasons were given, but his sin appears to be the assisted Barbara Jackman, Barrister and Solicitor who appeared for Manickavasagam Suresh who was charged under the infamous national security certificate in 1995.

The Canadian immigration authorities did not subject  Suresh to this terrible fate, not because of any criminal offence he committed but the allegation he was a member of the  Liberation Tigers of Tamil Eelam engaged in terrorist activities. He was held in

the Don Jail in Toronto for over two years. The case dragged on and after a  lengthy and costly trial, he was found guilty by a Kangaroo Court.  The standard of proof the court used to decide on Suresh’s case was chillingly low. The judge only had to determine that the Canadian Ministers acted reasonably, a standard which is lower than the criminal standard of proof beyond reasonable doubt and the civil standard of balance of probabilities.

The inference is irresistible that the Canadian government, both Liberal and Conservatives, like to practice a little bit of totalitarianism while mouthing democracy, rule of law, good governance, R2P etc.  The Canadian government,  the architect of R2P,   displayed supreme disdain when 40,000 civilians were slaughtered by the Sri Lankan army during the final phase of the war. Once again a thank you to Martin Regg Cohn.

You don’t dictate terms to TNA MPs in the comfort of your chairs and complete safety in Diaspora. You are cowards (including me) who fled our homeland without staying back and fighting the enemy. Premachandran was not elected by you or Athirvu. They are answerable only to people  who voted them to parliament. You don’t want Premachandran or any one one else to meet the same fate as Joseph Pararajasingham, S.Sivanthan, Nadarajah Ravi Raj and Thiyagarajah Maheswaran, Or the 29 Thamil journalists killed by the enemy since 1995.

What is the motive behind asking Premachandran that MPs are earning 700,00 rupees a month? Is it not a clumsy  attempt by Athirvu  to discredit  him? And you call this  good emotions? Any fool can check  in the internet  how much salary and allowances are paid to an MP. And Premachandran rightly answered the question. He said to get the  reply  from the mad fellow who raised the question.

What the majority of Thamils  want is to elect or appoint  some activists as President/Secretary/Teasuer and thereafter do sweet nothing. They want Thamil Eelam, but they will not contribute, will not join a rally, attend a public meeting, boycott Sri Lanka  products and services! They will gladly  sell their properties to Sinhalese, go on pilgrimage to Sri Lanka  on SL Airlines and flaunt their wealth among their poor cousins!!

When LTTE took a house or property for use, Thamils in Diaspora fetted and fumed.  They accused the LTTE as dictators. Now the Sinhala government is taking land and property at their whims and fancies, but the same Thamils remain dumb, deaf and blind!

People like you and Athirvu want Thamil Eelam which is fine! But you want others to die for it!

Athirvu does not show its emotions or anger against government colloborators or Quislings like Douglas Devananda, Anandasangaree, Sidharthan and others. UPFA secured 3 seats at the last elections, one through the courtecy of ACTC/TNPF.

Thank you for your reply. I do not agree with you at all. There is nothing wrong with Athirvu reporter’s questions and his emotions. Suresh Premachandran is an elected MP so he supposed to answer the questions.  Suresh was elected by people so his not a superior person. I appreciate Athirvu reporter’s feeling and his emotions. For you and your followers, it may be simple questions. If this incident happened to your sisters or your relative how would react Mr Nakeeran. Again, from my point of view, I don’t find anything wrong with reporter’s questions and emotions. Don’t call Athirvu reporter emotions are arrogance.There  are so many people furious about SLA actions. Be realistic.

The Thamil Diaspora wants the 13 TNA MPs to wage war against the government while sitting  comfortably in their chairs and eating 5 times a day. Not contributing a cent!

The TNA has rented a house in Colombo at a  monthly rental of 60,000 to serve as its headquarters and Rehabilitation  and relief work.

It is costing the TNA 9 million for the first 12 months. We gave 2.5 million as our share. We gave 1.5   million last  month  and today we remitted the balance 1 million.

Because of the urgency some us have advanced  the money  in addition to  contribution of $1,000 each.  Last April elections we gave TNA several  million rupees towards election expenses.

We have provided funds to buy  40 water  pumps, school books, bicycles  to a limited number of  families. But this is a drop in the ocean. More have to be done.

The people are begging for mamotties, knives and other basic tools and utensils.

Sampanthan and Sumanthiran was scheduled to  come to Canada at  end of this month, but since S.M.Krishna, Foreign Minister of India is going to Sri Lanka  on October 28, they cannot make it.

I wish you join the TNA  Canada branch as a member. The membership fee is $100 per annum.

Of course I accept what Suresh Premachandran said in toto. You should understand the whole country is reeling under the dictatorial rule of a fascist government. The opposition MPs are treated like dirt. Look what happened to the “War Hero” Sarath Fonseka. He is in jail eating out of an aluminum plate and sleeping on mat! If the government can do this to a person like Fonseka who polled 4 million votes at the presidential elections, how will they treat the TNA MPs, if the latter is seen as confrontational? In the North and east people are under military occupation of the Sinhala army. The army can do whatever they wish. No one can question them. If you question then next day the white van will come to your door and take you off never to be seen again. Of course Athivu living in relative comfort and freedom and salubrious climes can ask the TNA MPs to fight the dictatorial government. You should know Mavai.Senathirajah went to the courts to ask the government to return the house taken over from him to create a HSZ. The court granted permission to Mavai and hundreds of others to visit their houses. But when they went the army chased them away. When they staged Satyagraga the army threatened to shoot everyone of them. So don’t ask foolish questions. Athirvu asked a stupid question about salaries to TNA MPs. If you don’t know anything don’t exhibit your ignorance. The question was a loaded one meant to convey the impression the TNA MPs are living in luxury! No Thamil in Diaspora has any right to ask the people in the Northeast to fight the government. Leave that to them to decide. A friend of mine who returned after a visit to the North told me the people are afraid to open their mouth. The army has such an iron grip on them. There is one soldier for every 5 Tamils in Jaffna peninsula!

After hearing this story of sexual harassment or assault how many Tamils or organizations brought to the notice of governments and human rights groups?

We are Appalled at the Invitation Extended to Mahinda Rajapaksa who Stands  Accused as a War Criminal!

Dear Hon.James Kingston,

We are appalled that a pretigour  body like the Oxford Union Society has chosen invite an elected dictator who is widely accused of committing

war crimes,  crimes against humanity and genocide.

Although the war is over, the Thamil people continue to reel under the autocratic and dictatorial rule of  President Mahinda Rajapakse. The government is tightening its hold on Thamil land by building army cantonments, bases and houses for 100,000  strong armed forces  while the 250,000 IDPs are left to get  soaked  in the monsoon rains without adequate shelter, food, medicine, jobs and education.

  • IDP’s being denied access to their former places of residence
  • Challenging the right to title of the properties traditionally owned and /or occupied persons living in conflict affected areas
  • Large tracts of previously occupied lands being demarcated as high security zones
  • Unjustified land acquisitions on security considerations but allocated for non security related purposes
  • The publicly announced resettlement benefits to internally displaced persons not being distributed equitably and in line with the announced scheme
  • Lack of basic amenities like water, sanitation,  power and proper housing for the newly resettled families
  • Resource allocation not determined on community priorities and allocated without consultation and outside the need base and at times missing the most vulnerable and in need, possibly due to identity based biases
  • Some areas like Jaffna receiving more than necessary resource allocations and peripheral areas lacking in even basic allocations
  • Preventing willing and capable NGO’s/INGO’s,  international community and Diaspora from helping people in need at their most vulnerable moment of need
  • Building of new permanent military cantonments with residential facilities for military personnel and their families
  • Plans to settle majority community families in order to change the traditional area demography otherwise than by natural development oriented migration
  • Arbitrary arrests and detention in the post war period as well
  • Continuing active engagement of unauthorized armed groups
  • Continuing disappearances of civilians
  • List of persons in custody, camps and detention centres not being made public
  • Failure to assist families in tracing missing persons
  • Negative impact on civilians during the conflict due military excesses
  • Unease of single women headed families fearing for their safety in the presence of large number of armed personnel of the forces
  • Removal of burial sites of persons affected by the conflict
  • Some important cultural, religious and remembrance sites being damaged and destroyed
  • Disrespect shown by visitors to holy sites and sites held in high esteem by resident communities
  • Free availability of liquor, cigarettes and narcotics
  • Emerging consumerism promoted by business houses who fail to participate in adding value to the civilian communities
  • Savings of the region being channelled to other areas whilst unmet needs of area community remain
  • Decision making in the hands of the military or officials from the Central Government
  • Forced disappearance of senior LTTE cadres AFTER they surrendered to the armed forces.

The UN Secretary General has appointed a Panel of Experts to advise  him on ‘accountability issues’ in Sri Lanka. Despite growing calls for an international investigation into allegations of war crimes committed  during the final stages of the war, the Sri Lankan government has forcefully rejected the panel, adding that it will not issue visas to panel members. An anti-panel siege outside UN offices led by a cabinet minister drew condemnation from the UN Secretary-General.

The Sri Lanka parliament rushed through the 18th amendment  to get rid of the constitutional limitation of  maximum two terms to a President heralds  a new phase of authoritarianism. This amendment not only to gives Mahinda Rajapakse  unlimited term of office, it will also tighten the President’s grip on the country by bringing  the judiciary, police, election processes and financial institutions (including the Central Bank) more firmly under his control. The President is now free to appoint any of  his cronies and relatives  to  any such posts virtually according to his whims and fancies. Sonali Samarasinghe, journalist-in-exile and widow of murdered Sunday Leader editor Lasantha Wickrematunge has opined that  Sri Lanka’s rapid descent into dictatorship must not be ignored.   

Commenting on the 18th Amendment in the Sunday Times of September 12, 2010,  Ms. Keshali Pinto Jayawardane, a well known Sinhalese  journalist observed “The 18th Amendment exposes the Constitution of 1978, as the perverse Constitutional document that is. The bandage temporarily put on this Constitutional obscenity by the 17th Amendment have now been stripped away and we cannot shut our eyes to the fact. This ‘basic law’ should be rejected by a growing Constituency of public opinion as unjust it should be replaced by a Constitution embodying a fairer contract between the rulers and the people.

The Elders – an independent group of eminent global leaders brought together by Nelson Mandela – have issued their strongest statement to date on Sri Lanka’s continued flouting of human rights and humanitarian law.  The statement calls for a tougher response by the international community, lest other states are encouraged to follow suit. The Elders have lamented on the  ‘deafening global silence on Sri Lanka.’  Click here to read the statement.

In this backdrop we appeal to  you to withdraw the invitation to President Mahinda Rajapakse in the name of justice and good governance.

Dear Honorable Secretary of State Dr. Cravinho,

I am an erstwhile Sri Lankan refugee living in Toronto, Canada. I am deeply shocked and disappointed to read what was widely reported in the Sri Lankan media about the Honorable Prime Minister José Sócrates’s apparent statement in assisting to develop the tourism industry in Sri Lanka.

Though the Sri Lankan media has never been free and fair, the content of this apparent discussion which took place between the leaders is disheartening to me and to the members of Tamil community like me who have, one way or the other, been repeatedly affected by the several ethnic riots and violence unleashed on them since 1956. Now, the Sri Lankan Tamils are a nation of widows, orphans, maimed and families horribly devastated with loved ones lost in the conflict – thanks to the globalized ‘war on terror’ applied to a long running local struggle, facilitating the Sri Lankan regime to perpetrate a carnage on unprotected civilians in an asymmetrical nature.

Sri Lanka has again and again, shown to the world that it is a democracy elected by a dominated ethnic majority with a national minority continuously  kept oppressed and discriminated for more than five decades. Far more, now the ongoing internal colonialism and forceful hegemony with militarization in the Tamil regions, the people will never be able to express their grievances and aspirations.

In the Tamil regions;

– large tracts of lands are now demarcated as security zones and the Tamil IDPs are denied access to their former place of residences and the right to the title of properties traditionally owned by them. Many of them still live in huts of tin sheet and tent material with barely any infrastructure to support them.

–  complaints from the residents of unjustified land acquisitions by the administration on security considerations but allocated for non-security related purposes such as building places of worship and military monuments.

– continued active engagement of unauthorized pro-govt. armed groups

– witnesses to the self-appointed commission are being photographed by plainclothes police

– willing and capable NGO/INGOs are prevented from helping the IDPs.

The present regime does not even accommodate dissidents from the majority Sinhala community, including the former army commander, opposition political parties, dissident voices, independent media and even some ruling party government ministers.

There is no conducive environment in Sri Lanka to experience human fundamental rights including basic human needs (non negotiable rights such as survival, wellbeing, freedom and identity according to peace studies scholars) and to enjoy the values of democracy. The recent passing of the 18th Amendment to the Constitution makes it easier for Sri Lankan rulers to further centralise the power than decentralizing it.

With the unimaginable silence on the part of the international community, Sri Lanka has enjoyed every shortcomings in her commitment to the UN Charter. With this in mind, Sri Lankan leader has gone a step further proclaiming publicly at the UN that ‘no nation on earth can wish Sri Lanka’s Tamil community more good fortune than Sri Lanka itself’.

The European Center for Constitutional and Human Rights in its June 2010 Report stated the Sri Lankan government’s strategy constitutes not only a violation of international law and standards, but also amounts to criminal conduct.

The report also laments about how the;

– UN Human Rights Council is blocked by country’s with various interests.

– International Criminal Court lacks jurisdiction

– lack of support for the minimum steps taken by the UN Secretary General and by UN Special Rapport.

I would like to add, how the honorable foreign minister made the first call to release the Guantanamo detainees stating to the EU counterparts that the time has come for the EU to step forward. In Sri Lanka, there are still over 10,000 Tamil youth are held in various undisclosed locations without access to protection.

In this respect, I have the utmost confidence in the Government of Portugal’s commitment to the human rights and fundamental freedoms, and to the rights of ethnic minorities, as well as to the development of institutional solutions and legal safeguards serving these rights.

I fervently hope that the Government of Portugal will not get swayed by these devious acts of the corrupt Sri Lankan regime and will continue to contribute to the strengthening of democracy and social stability in Sri Lanka.

Dear Hon.  Natchiappan, MP

I had the pleasure of watching your interview on Kumudam TV. I am afraid your knowledge of Thamil Eelam history and politics is below par. This is to put it mildly.

You interview was also laced with lot of left handed compliments to the Tamil Diaspora. Thanks.

The fact is you exhibited private ignorance in a public media.

I will refute some of your outlandish claims you made in your interview. First  the answer you gave when you were told about the forcible ejectment of an elderly person from his
private land. You simply dismissed the case  as a solitary event of  no significance. But what  is frightening is your dismissal of Trincomalee as being of no concern to the Thamils, that it is not  in the North, but somewhere  southeast of Ceylon! This shows you have not set your eyes on a map of Ceylon.

For your information Trincomalee is a  city in the east of Ceylon  from  prehistorical times. In epics and Hindu puranas  it is  associated with King Ravana and there is a rock still there named after him. Please read the article in Tamil below to know the antiquity of Trincomalee.  Tamil Nayanmars (6th – 7th century) sunk in praise of Lord Siva and Thirukkoneswaram temple.

In  terms of the Indo-Ceylon Agreement   (Clause 1.4)  signed between Prime Minister   Rajiv Gandhi and President J.R. Jayawardena  it   “recognises  that  the  northern and the eastern provinces have been areas of historical habitation of Sri Lankan Tamil speaking peoples, who have at all times hitherto lived together in this territory with other ethnic groups.”

Clause  2.2  says “during the period, which shall be considered an interim period, (i.e. from the date of the elections to the provincial council, as specified in para 2.8 to the date of the referendum as specified in para 2.3, the northern and eastern provinces as now constituted, will form one administrative unit, having one elected provincial council. Such a unit will have one Governor, one Chief Minister and one Board of Ministers.

But Indian  government has remained both deaf, dumb and blind when the Sri Lankan government dumped the solemn agreement signed between two sovereign countries  aand  severed the East from the North.

My appeal to Natchiappan is please don’t   rub salt into our wounds. We have been defeated, but we are not out. We Thamils will rise from our ashes like the Phoenix.

You said that there are only 8 lakhs of Tamils in Ceylon. You are absolutely wrong. The total population of Sri Lanka is 21 million and Ceylon Tamils constitute at least 10% (1981 – 12.7%) which gives the population of Tamils as 2.1 million or 21 lakhs. To this must be added the Hill country Tamils numbering  one million (7.5% in 1981) which takes the total to 3.1 million!

So my appeal to you is to do your home work before you  speak on politically sensitive subject like Eelam Tamil affairs. Little knowledge is dangerous! What more you are a politician and a Member of Parliament.

You are also ignorant of the fact that the country is ruled under Prevention of Terrorism Act and Emergency Regulations for ages. Four of our MPs were shot to death since 1995. 34 journalists have been killed out of which 30 are Tamils since 1995.  Thousands of Tamil political prisoners are locked up in trial and charges.

The wife of former LTTE Political Head of Trincomalee Elilan, from Vanni told BBC Tamil Service Saturday, after appearing in front of Rajapaksa’s Lessons Learnt and Reconciliation Commission (LLRC) that held open hearing in Vanni, that her husband Mr. Elilan and other senior LTTE officials Yogaratnam Yogi and Lawrence Thilakar, both of whom took part in negotiations earlier, and LTTE Political Wing Deputy Chief Thangkan, former Jaffna Political Head I’lamparithi, Head of Administrative Unit Poova’n’nan, Piriyan,  Theepan, I’lamparithi, Sports Wing Chief Raja and his 3 children, Lawrence Thilakar, Yogi, Theepan, Kuddi and Holster Babu  were among those surrendered to the Sri Lankan forces under the coordination of a Catholic Priest at Vadduvaakal in Mullaiththeevu on 18 May 2009 in front of her eyes.

To this list must be added the names of Poet Rathnathurai, V.Balakumar, LTTE strategist, Karikalan, Head of the Political department, Batticaloa and Ilankumaran (Baby Subramaniam) Head of the Educational Department.   The list is by no means  complete. It can run into hundreds, if not thousands.

You also spoke about India providing hospital facilities to treat the wounded and the sick. That is true, but you gave the weapons, a fact acknowledged by Prime Minister Manmohan Singh in a letter to Vaiko, to kill and wound the innocent Thamils. In Tamil we call such treatment as புண்ணுக்கு புனுகு பூசுவது அல்லது அடித்துப் போட்டு தடவுகிறது!

Dear Mr. President,

We welcome US State Department Spokesperson’s condemnation of the siege of UN office in Colombo by Sinhalese extremists, but we say more have to be done.  Vimal Wimalawansa has told BBC that “If  Ban Ki-moon doesn’t dissolve the UN panel we will get “more serious.”

It is disgusting that President Rajapakse’s government has allowed hostage taking at the UN compound, and the burning of the Secretary General’s effigy.

The President may also be aware both Russia and China for geo-strategic reasons have expressed support for the Rajapaksa government’s attacks on the UN for naming even an advisory panel on war crimes in Sri Lanka. Both these countries sell weapons to Sri Lanka and China is developing a major port, air-port, railway lines, housing etc in the South as well as North reportedly with prison labour.

The US and the Western countries should understand the true nature and the mindset of the Sri Lankan government. This government although having the trappings of democracy like holding periodical elections to parliament is steeped in racism and rule of the majority. The President unashamedly, but eloquently claims that he will act only in terms of the mandate he received from the majority Sinhalese – Buddhists!

The Thamil national minority in Sri Lanka has been at the receiving end of state terrorism ever since the dawn of independence. A series of discriminatory legislation has deprived the Thamil people of their basic rights to employment, education, freedom of movement and the right to life and property.

Although the Sri Lankan government has won the war it has failed to win peace. A culture of fear and paranoia permeates society, especially for Thamils, which further erodes Sri Lanka’s standing in the international community and nullifies any prospects for genuine peace.

It should also be mentioned that the end of the war came at the cost of immense civilian suffering and an acute challenge to the rule of law and laws of war. It entrenched bitterness among Thamils in Sri Lanka and in Diaspora which may make a durable peace elusive. Ironically, a number of other countries are considering “the Sri Lankan option” – unrestrained military action, refusal to negotiate, disregard for humanitarian issues – as a way to deal with insurgencies and other violent groups.

More than 450,000 internally displaced persons still languish in squalid camps without adequate food, shelter, medicine, schools etc. Many INGOs and NGOs have been denied access to IDPs to render humanitarian assistance. . The media too has been prevented from reporting living conditions of IDPs. While the government is spending billions of dollars on building military bases, cantonments and houses for its armed forces in the North, it is pleading lack of funds to re-settle and rehabilitate Thamil IDPs.

The Western countries, including US, has in the past supported the Sri Lankan government militarily and financially despite its  abysmal  human rights violations and lack of basic democratic freedoms like free speech and rule of law. These countries failed to see the subterfuge practiced by Rajapakse when he claimed he is fighting “terrorism” when it fact he was fighting to impose Sinhala hegemony over the Thamil people.   The government’s opposition to UN investigation of possible war crimes, crimes against humanity is untenable. If the government hands are clean and it has nothing to hide it should  welcome the UN panel as a chance to clear its tarnished name.

The Government of Sri Lanka is keen to pacify the international community by setting up its own ‘Commission into Lessons Learnt’. Let’s remind the President that no Sri Lankan inquiry has ever yielded results and those gross human rights abuses still occur every day.

We are appealing to the President to help push for a credible, independent and effective war crimes investigation by UNO.

உயர்நீதிமன்றத்தில், தமிழ் நீதிமன்ற மொழியாக உடனடியாக ஆக்கப்படவேண்டும்  என்ற கோரிக்கையை முன்வைத்து சென்னை உட்பட தமிழ்நாட்டின் தலைநகர்களில் கடந்த 11 நாள்களாக வழக்கறிஞர்கள் நடத்திவரும் சாகும்வரையிலான உண்ணா நோன்புப்  போராட்டம்  நடைபெற்றுக் கொண்டிருக்கிறது.

இந்த சாகும்வரை உண்ண நோன்புப் போரட்டத்தை ஆதரித்து  நாம் தமிழர் இயக்க நிறுவனர் சீமான்,  அதிமுக தலைவி ஜெயலலிதா, மதிமுக  செயலர் கைகோ, மக்கள் உரிமைக் கூட்டமைப்பின் அமைப்பாளர் பழ. நெடுமாறன் போன்றோர் அறிக்கை வெளியிட்டுள்ளார்கள்.

தமிழ்நாட்டில் தமிழர்களது அடிப்படை உரிமைகளை வென்றெடுப்பதற்குப் பெரிய போராட்டங்களை நடத்த வேண்டியுள்ளது. போராடாமல் எதனையும் பெறமுடியாத அவல நிலை தமிழ்நாட்டில் நிலவுகிறது.

அரச அலுவலங்களில் தமிழ்மொழிப் பயன்பாடா? திருக்கோயில்களில் தமிழில் வழிபாடா? அனைத்துச் சாதியினரையும் அர்ச்சகர் ஆக நியமனம் செய்ய வேண்டுமா? தமிழைக் கற்கைமொழி ஆக்குவதா? அங்காடிகளின் பெயர்ப் பலகைகளைத் தூய தமிழில் எழுதி வைக்க வேண்டுமா? இப்படி எதுவானாலும் போராட்டம் நடத்த வேண்டியுள்ளது.

தமிழை ஒரு பாடமாக எடுக்காமல் பல்கலைக் கழகம் வரை படித்து ஒரு மாணவன் பட்டம் பெற்றுவிட முடியும்   என்ற                       அவல             நிலை தமிழ்நாட்டில் இருக்கிறது.

இதில் வேதனை என்னவென்றால் 1957 ஆண்டு முதல் பதின்மூன்று முறை சட்டமன்றத் தேர்தலில் வென்று அய்ந்து முறை (பதினெட்டு ஆண்டுகள்) முதலமைச்சர் நாற்காலியை அலங்கரிக்கும் முதல்வர் கருணாநிதி ஆட்சியில்தான் இந்த அவலம் நீடிக்கிறது.

இப்போது கோவையில் செம்மொழி மாநாடு நடப்பதால்  சென்னையிலும் கோவையிலும் அங்காடிகளின் பெயர்களைத் தமிழில் எழுதி வைக்கும் முயற்சி நடக்கிறது. பல அங்காடி உரிமையாளர்கள்  ஆங்கிலப் பெயர்களை அப்படியே தமிழில் எழுதி வைத்துள்ளார்கள். செம்மொழி மாநாடு முடிந்தவுடன் பழைய குருடி கதவைத் திறவடி என்ற பழமொழிக்கு ஒப்ப மீண்டும் ஆங்கிலப் பெயர்ப் பலகைகள் காட்சியளிக்கத் தொடங்கிவிடும் என்பதில் அய்யமில்லை.

வட மாநிலங்களான உத்திரப்பிதேசம், மத்தியபிரதேசம், இராஜஸ்தான், பீகார் ஆகிய மாநிலங்களில் நீதிமன்றங்களில் இந்திமொழியில் வழக்காட அனுமதிக்கப்பட்டுள்ளது.  ஆனால் தமிழகத்தில் செம்மொழி தமிழில் வழக்காட உரிமை இல்லை. தமிழ்நாடு அரசு தமிழில் வழக்காட அனுமதிகேட்டுக் குடியரசுத் தலைவருக்கு எழுதிய  மடலுக்கு நான்கு ஆண்டுகள் கழித்தும் மறுமொழி  கிடைக்காத அவல நிலை தொடர்கிறது. இந்த அழகில் அதே குடியரசுத தலைவர்  செம்மொழி மாநாட்டைத் தொடக்கி வைக்க அழைக்கப்பட்டு இருக்கிறார் என்பது பெரிய வெட்கக் கேடாகும்.

முதல்வர் கருணாநிதி தமிழ்மொழி வளர்ச்சிக்குச் செய்ததைவிட செய்யாது விட்டதே அதிகம் எனக் குற்றம் சாட்டுகிறோம். அவரது குடும்பமே தமிழை ஒதுக்கி வைத்துள்ளது என்பதையும் குறிப்பிட விரும்புகிறோம்.

தமிழ்ப் படைப்பாளிகள் கழகம் தமிழக வழக்கறிஞர்கள் மேற்கொண்டுள்ள உண்ணா நோன்புப் போராட்டத்துக்குத் தனது முழு ஆதரவைத்  தெரிவித்துக் கொள்கிறது. அதே சமயம் தமிழ்நாட்டில் “வீழ்வது நாமானாலும் வாழ்வது தமிழாகட்டும்” என்று வெற்று முழக்கம் இடுவோரை இனம்  கண்டு அவர்களை ஆட்சிக் கட்டிலில் இருந்து அகற்றி தமிழ்மொழியை மனம், வாக்கு   இரண்டினாலும் உளமாரக் காதலிக்கும் ஆண்மைத் தமிழர் ஆட்சியை நிறுவுவதே தமிழ்மொழியின் சீருக்கும் சிறப்புக்கும் வாழ்வுக்கும் வளத்துக்கும் உரம் சேர்க்கும் எனக் கூறிக்கொள்கிறோம்.

GoSL is accelerating  militarization  and Sinhalization of Northern and Eastern Provinces

Dear Hon. Minister,

We write to thank you for your continued interest in  finding a solution to the ethnic conflict between the Sinhalese and  Tamils. The Tamils are fighting for equal rights since independence in 1948.

We  welcome  India’s humanitarian  assistance to construct  50,000 houses  at a cost of Rs.1,000 crore ($200 million) for displaced Tamil families now languishing in make shift camps without a permanent roof over their heads. The total number of  Tamils displaced  in the Northeast due to war  total more than 500,000.

The Hon. Minister has expressed optimism that “there are positive signals coming from Sri Lankan government on Tamil issue.” (http://www.tamilnewsnetwork.com/2010/06/13/positive-signals-from-sri-lanka-on-tamils-issue-chidambaram/).  We  will be only too glad to share your optimism, but unfortunately the ground reality is quite different. In fact the very opposite – there is pessimism all around.

Sri Lanka has not yet utilized the Rs 500 crore financial assistance provided  by India to carry out developmental works in the war-ravaged Northern  province.

President Mahinda Rajapakse has claimed  that the number of Tamils waiting resettlement and now living in camps is only 57,000. This may be true, but  220,000 Tamils who were  ‘returned home’ came back to rubble and poverty. They have not been settled in their homes,  but been herded into ‘welfare camps’ – which are modeled on the lines of the camps of Auschwitz and Dachau. Or   left to fend for themselves after giving them 6 metal corrugated sheets and  Rs.5,000 per family. A promise to deposit a further Rs.20,000 in their bank accounts remain unfulfilled.

This financial assistance  came from World Food Programme (WFP) and not from the GoSL, but  WFP has  ceased  further funding due to lack of funds. This will c ompound the  misery of the  IDPs.

According to the report released last month  by  the Tamil National Alliance “On the current situation in the Vanni”  the GoSL is adopting a  dog in the manger policy.

“INGOs and NGOs other than IOM, UNHCR, Caritas, Sarvodaya, Sevalanka and a very few others are not allowed to work in the Vanni. Those working at present in the Vanni are engaged only in certain specified activities. They cannot grant the Returnees relief that does not fall within their mandate or does not fall within the authority granted by government. The needs of the Returnees are many and multi-faceted. The Returnees in order to rebuild their lives need to be assisted in regard to their essential requirements relating to food, nutrition, livelihood, shelter, education, health, sanitation etc.

If INGOs and NGOs are able to work freely, many needs  as and when they arise could be met by the INGOs and NGOs. Given the fact that the Returnees are virtually destitute, and the administration is not geared to meet most needs of these people there is a need for greater flexibility and regard to the functioning and services of INGOs and NGOs. Rigid refusal to the bulk of INGOs and NGOs to work in the Vanni would result in great hardship to the Returnees. The Returnees are already experiencing many hardships and would continue to experience hardships that can avoided. Consequently Returnees resuming normal life would be retarded. In the meantime, the  GoSL is accelerating the militarization of the North. It has signed an agreement  with  China  to construct two  cantonments   in Kilinochchi and Mullaitivu, both in Northern province. The  agreement was signed with China  by Basil Rajapakse head of Presidential Task Force for reconstruction. About 500 acres have been acquired for the purpose and  Chinese Defence Ministry has offered a loan of $ 20 million loan for purchasing equipment needed for building military related installations.

China will also construct  60,000 houses costing $ 110 million  for  armed services personnel in Jaffna, Kankesanthurai, Mullaitivu and Pooneryn.

It is obvious the beefing up of military presence   in  the North  and  the continued involvement of China in the war like preparations in the post-war period  is meant to permanently  keep Tamil people  under Sinhala army occupation. There is no other reason, since war has ended and  there is no danger of another insurgency  appearing on the scene in the foreseeable future.

In this context we wish to apprise the Hon. Minister the mind-set of  Mahinda Rajapakse as revealed to the Indian Parliamentary delegation led by T.R.Balu and his the numerous other interviews to the media.

(1) My mandate is from the Sinhalese people and, therefore,  I will not do anything against their interests.

(2) There would be no talk on federalism as   Sri Lanka is  a unitary state and will remain so.

(3) I will not give  land and police powers to provincial councils.

(4) I am a Sinhalese, this country belongs to Sinhalese. You Tamils have to listen to me.

(5) Sri Lanka is one country and one nation.

(6) UPFA is against the concept of Tamil Homeland and Nationhood.

(7) I will not re-merge  Northern and Eastern provinces.

We wish to inform the Hon. Minister the GoSL  is accelerating settlement of  Sinhalese families at state expense in Trincomalee, Batticaloa and Vanni districts.   To facilitate settlement the GoSL has appointed retired army generals to key positions in the administrative service in the Northeast. The governors of North and Eastern provinces  are both Sinhalese. Rear Admiral Mohan Wijewickrema is the governor of Eastern province and Major General  C.A.Chandrasri is the governor of Northern province. So are the Government Agents of Trincomalee and  Mullaitheevu districts.  Appointing Sinhalese, mostly retired politicians, judges and military officers  to key administrative positions   in the Northeast has become the norm since the seventies or even earlier. In fact, no Tamil has been appointed as Government Agent of Trincomalee ever since independence in 1948. These appointments are made to  assist colonization of  Northeast  with Sinhalese settlers from the South  at government expense.

In fact, it is unreasonable to expect Mahinda Rajapakse to change his  Mahavamsa  mindset  aimed at  consolidating the  identities of primordial rights of the Sinhalese. He is the brutal face of Sinhala hegemony capitalizing  on the war victory  over the Tamils. It is imperative that India’s policy makers are not deceived  by Rajapakse’s democratic pretensions and smooth talking.

There is  feeling of  despair  among Tamils and  only TN  leaders  like the Hon. Minister  and the Chief Minister of Tamil Nadu could influence India’s foreign policy in finding an equitable and just solution to the Tamil National question.

Positive signals from Sri Lanka on Tamils issue: Chidambaram

There are positive signals from Sri Lanka on finding an amicable and acceptable solution to the issue of Tamils, who are fighting for equal rights, Union Home Minister P. Chidambaram said on Saturday. Delivering the first convocation of the Kundrakudi Adigalar College of Education at Kundrakudi near here, he said with the end of an “unpleasant chapter” (end of the war with Liberation Tigers of Tamil Eelam by Sri Lankan forces) there were indications of settling the long-pending demands of the Tamils for a respectable and rightful life.

Recalling history, he said the Tamils, who were denied basic rights and faced several problems, took to arms and fought for a separate Eelam. This affected not only Sri Lanka but also India, which lost former Prime Minister Rajiv Gandhi (in an assassination by the LTTE).

Mr. Chidambaram said nine governments had ruled India since 1984 and almost all parties, except the Communist Party of India (Marxist), were part of these regimes.

Though they had taken different stands on the Sri Lankan issue when they were not part of the government, their only stand when in power was that while respecting the integrity of Sri Lanka, the Tamils should get equal rights in all aspects, and autonomous states should be created, as in India, for sharing power. The Centre would strive to find a settlement on these lines.

Detailing the series of Memorandums of Understanding between India and Sri Lanka following the meeting between Prime Minister Manmohan Singh and President Mahinda Rajapaksa, he said India would construct 50,000 houses for the displaced Tamils and Rs.1,000 crore would be allotted for the purpose.

It had committed $800 million to Sri Lanka at simple interest for laying new railway lines and carrying out rehabilitation works. Construction of the Palaly airbase and Kankesandurai port were among the rehabilitation works to which India had committed.

Mr. Chidambaram said Mr. Rajapaksa had promised that 57,000 internally displaced Tamils, who were in camps, would be resettled within three to six months. Others had been sent to their respective homes.

5ம் கட்ட ஈழப்போர் ஆரம்பம்! புலத்தை நோக்கி நகர்கின்றது

தமிழீழத்திற்கான போராட்டம் தொடங்கி விட்டது. அது தமிழர் தாயகத்தில் நடக்கவில்லை. தமிழீழத்திற்கான போர் உலக அரங்கிலே நடக்கின்றது. உலகளவில் புலம்பெயர் வாழ் ஈழத்தமிழர்கள் வாழும் களங்களில் இந்தப் போர் முனைப்புப் பெற்றுள்ளது.

அதை எதிர்கொள்ளச் சிங்கள அரசும் அதன் கூட்டாளி நாடுகளும் தயாராகி விட்டன. இது பிரகடனப் படுத்தப்படாத போர் ஆனால் உண்மையான போர்தான். ஈழத்தமிழர்களைப் படுகொலை செய்த இராணுவ அதிகாரிகளை வெளிநாட்டுத் தூதரகங்களுக்குச் சிறிலங்கா அனுப்புகிறது.

ஈழ விடுதலைப் போராட்டத்தின் ஆணி வேரும் வேரடி மண்ணுமான போராட்ட உணர்வை அழிக்கும் நடவடிக்கையில் இது முக்கிய அங்கமாக அமைகின்றது. படை அதிகாரிகளை அனுப்புவதானது ஈழத்தமிழர்கள் மீது நடத்தப்படும் படை நடவடிக்கை என்பதற்குச் சந்தேகமில்லை.

ஈழத் தமிழுணர்வுக்கு எதிரான கருத்துப் போரையும் சிங்கள அரசு தொடங்கியுள்ளது. சிங்கள ஊடகங்கள் பொய்யான செய்திகளைப் பரப்புகின்றன. அதன் விளைவுகள் பற்றிக் கவலைப்படாத சில தமிழ் ஊடகங்கள் இதற்குத் துணை போகின்றனர்.

அனைத்து தமிழ் எழுத்தாளர் ஒன்றுகூடல் என்ற தமிழ் எழுத்தாளர் மாநாட்டை ஐனவரி 2011ல் தலைநகர் கொழும்பில் நடத்த அரசு திட்டமிட்டுள்ளது. இதற்கு பரந்துபட்ட பிரசாரத்தின் மூலம் முக்கியத்துவம் கொடுக்கவும் தூதரங்களுக்கு பணிக்கப்பட்டுள்ளது.

போர்க் குற்றவாளிகளை தூதுவர்களாக நியமிக்கப்படுவதை எதிர்த்து ஈழத்தமிழர்கள் போராட்டங்களை நடாத்தி வருகின்றனர். இதனால் தூதரங்களிற்கு நியமிக்கப்படும் படை அதிகாரிகளின் விபரங்களை இரகசியமாக மேற்கொள்ளுமாறு தூதரங்களிற்கு பாதுகாப்பு அமைச்சு அறிவித்துள்ளது.

போர் நிறைவு பெற்றுள்ளதாக தெரிவித்து வரும் சிறீலங்கா அரசு ஈழத்தமிழர்கள் மீது திரைமறைவில் முழு அளவிலான இராணுவ நடவடிக்கையை மேற்கொண்டு வருவதை எடுத்துக் காட்டுகின்றது.

மே 18, 2009 அதிகாலை அரசியற் துறைப் பொறுப்பாளர் நடேசன், சமாதானச் செயலகப் பொறுப்பாளர் புலித்தேவன் ஆகியோர் தமது குடும்ப உறுப்பினர்கள் நிர்வாக அலுவலர்களுடன் படையினரிடம் சரணடைந்தனர். இவர்கள் மொத்தம் 60 பேருக்கு மேல் இருக்கலாம் என்று உறுதி செய்யப்பட்டுள்ளது.

வெள்ளைக் கொடியுடன் சென்று சரணடையுமாறு நடேசன், புலித்தேவன் ஆகியோர் தொடர்பு கொண்ட நோர்வே அரசு, சிறிலங்கா அரசு, செஞ்சிலுவை சர்வதேச குழு, ஐ.நா செயலாளர் நாயக அலுவலகம் என்பன பரிந்துரை செய்திருந்தன.

இவர்களுக்கு பாதுகாப்பு வழங்கப்படும். உயிருக்கு உத்தரவாதம் வழங்கப்படும். என்று சிறிலங்கா அரசு மற்றும் இராணுவ உயர்மட்டத்தினர் நடேசன், புலித்தேவன் ஆகியோருக்கு உத்தரவாதம் வழங்கியதை கொழும்பு இராசதந்திர வட்டராங்கள் முன்கூட்டியே அறிந்திருந்தன.
இப்படியாக இருப்பினும் 58ம் படைப் பிரிவின் கட்டளைத் தளபதியாக இருந்த மேஐர் ஜெனரல் சவீந்திர டி செல்வா பாதுகாப்புச் செயலர் கோத்தபாயா ராஐபக்சவின் கட்டளைக்கு அமைவாக அனைவரையும் சுட்டுக் கொல்லும் படி உத்தரவிட்டார்.

வெள்ளைக் கொடியுடன் சென்றவர்கள் மீதான படுகொலை ஒரு பாரிய போர்குற்றமாகும். இந்த விவகாரத்தில் நேரடித் தொடர்புடையவர்களான சவீந்திர டி சில்வாவும் கோத்தபாயா ராஐபக்சவும் குற்றவாளிகளாகக் கணிப்பிடப்பட்டுத் தண்டிக்கப்பட வேண்டியவர்களாவர்.

ஆனால் சவீந்திர டி சில்வா ஐ.நாவுக்கான சிறிலங்காவின் உதவி நிரந்தரப் பிரதிநிதியாக நியமிக்கப்பட்டுள்ளார். இது சர்வதேச நியமங்களுக்கும் சட்டங்களுக்கும் முரணாக இருப்பினும் ஐ.நா செயலாளர் நாயகம் பான் கீ மூன் மறுக்காமல் நியமனத்தை ஏற்றுக் கொண்டுள்ளார்.

ஏற்கனவே இன்னுமொரு போர்குற்றவாளியான மேஐர் ஜெனரல் ஐகத் டயஸ் சிறிலங்காவின் ஜேர்மனிக்கான பிரதித் தூதுவராக நியமிக்கப்பட்டுள்ளார். இதற்கு எதிர்ப்புத் தெரிவிக்கும் சுவிற்ஸர்லாந்து வாழ் தமிழர்கள் ஐரோப்பிய ஒன்றிய நீதி மன்றத்தில் வழக்குத் தாக்கல் செய்துள்ளனர்.

பிரித்தானியாவுக்கான தூதுவராக கடற்படை வைஸ் அட்மிரல் கரனாகொடவும் மலேசியாவுக்கான தூதுவராக ஜெனரல் அனுருத்த ரத்வத்தையும் நியமிக்கப்படவுள்ளனர்.

தமிழின அழிப்பை தாயக மண்ணில் மேற்கொண்ட படைத் தளபதிகள் தமிழர்களுக்கு எதிரான போரை புலம்பெயர் நாடுகளுக்கு விரிவு படுத்தியுள்ளனர். இதை எமது உறவுகள் நன்றாகப் புரிந்து கொள்ள வேண்டும்.

நாட்டுத் தூதுவர்களை போல் இராணுவப் படைத் தளபதிகள் தமது பணிகளை மேற்கொள்ள மாட்டார்கள். சதித்திட்டங்களையும், தகவல்களையும், குழப்பங்களையும் உருவாக்குவார்கள். ஈழத்தமிழர்களின் பாதுகாப்பும் கேள்விக்குறியாகிவிடும்.

பாரிஸில் 1996ம் ஆண்டு நடந்த சதித்திட்டங்களை போல் மாற்று வடிவிலான சதித்திட்டங்கள் திட்டுவார்கள் என்பதை மக்கள் விளங்கி கொள்ள வேண்டும். போர்க் குற்றவாளிகளை நீதி மன்றத்தின் முன்நிறுத்த ஈழத்தமிழர் ஒவ்வொருவரும் களத்தில் இறங்கவேண்டும்.
தமிழீழத்திற்கான எமது இறுதிப் போரில் எம்மை யாரும் தோற்கடிக்க முடியாது. உலக நாடுகளினுடைய மனித உரிமைகள் சார் வலுவான குரல்களும் வலுவான அமைப்புக்களும் சிறிலங்காவிற்கு முன்னால் செயலிழந்து நிற்கின்றன. சிறிலங்காவுக்கு வலுவான எதிர்ப்புக் காட்டும் போர்க் குணமும் ஓர்மமும் புலம்பெயர் ஈழத்தமிழர்களுக்கு மாத்திரம் உண்டு.

போர் தொடங்கி விட்டது. இந்தப் போர் வலுவடைய வேண்டும். இந்தப் போர் உன்மத்தம் பெறவேண்டும். அங்கேயே பிறந்து வளர்ந்து அந்தந்த நாடுகளின் கலாசார வழக்கங்களையும் மொழிகளையும் இயல்புகளையும் அறிந்த இளம் தலைமுறையினர் இந்தப் போரைத் தலைமையேற்று நடத்த வேண்டும். வாழும் நாட்டு மக்கள் பேசுகின்ற மொழிகளிலே பேசும் தகுதி கொண்ட ஈழத்தமிழர்களுக்கு இந்த தகுதி உண்டு.

அந்த நாட்டு மக்கள் எப்படி அரசியலையும் சமூக வாழ்வையும் ஒன்றிணைந்து நடத்துகிறார்களோ அப்படியே நடத்தி அவர்கள் எளிதாக ஏற்றுக் கொள்ளும் விதத்தில் வாதங்களை முன்வைக்க வேண்டும். அவர்களுக் கெல்லாம் இந்த நீதி உணர்வையும் இலட்சிய வெறியையும் ஈழ விடுதலைத் தாகத்தையும் அண்மையில் நடந்த இனப் படுகொலை வரலாற்றையும் எடுத்துக் கூறவேண்டும். அப்படிச் சொல்லும் உரிமை ஐனநாயக விழுமியங்கள் நிலவும் புலம்பெயர் நாடுகளில் சாசன ரீதியாக உறுதி செய்யப்படுகிறது.

அப்படிச் சொல்லாமல் விடுவோமானால் அது எமக்கு நாமே தேடிக் கொள்ளும் அவமானமாக அமையும். போராட்ட வடிவங்கள் மாறலாம். ஆனால் போராட்ட இலட்சியம் மாறவே மாறாது. ஈழத்தமிழர்கள் நடத்தும் போர் கருத்துப் போராக அமையவேண்டியது தவிர்க்கமுடியாத நிகழ்ச்சி நிரலாகும். கவன ஈர்ப்பு போராட்டங்கள் எமது தரப்பு நியாயப்பாடுகளை உலகிற்கு உணர்த்த நிட்சயம் உதவும்.

ஈழத் தமிழர்களின் தேசியச் சின்னங்களான தேசியக் கொடி, தேசிய விலங்கு, தேசிய மரம், தேசியப் பறவை பற்றிய உணர்வுகள் முன்னிலைப் படுத்தப்படவேண்டும். முக்கியமாகக் கவன ஈர்ப்பு நிகழ்ச்சிகளில் தேசியக் கொடிக்குரிய முக்கியத்துவம் தவறாது தரல் வேண்டும்.

உலகத் தமிழினம் பேரியக்கமாக வளர்ச்சி கண்டாலும் போராட்ட முனைப்பு தீவிரமடைய வேண்டிய தேவை நிறைய இருக்கிறது. பலதரப்பைச் சேர்ந்த மக்கள் ஒன்றிணைந்து செயற்படும் போது ஏற்படும் உரசல்களும் முரண்பாடுகளும் தவிர்க்கப்பட்டால் போராட்ட வலு வீரியம் பெறும்.
குண்டுச் சட்டிக்குள் குதிரை ஓட்டுவது போல் புலம் பெயர்ந்த ஈழத் தமிழர்கள் தமது ஆற்றலை அடக்கி வாசிக்க வேண்டிய அவசியம் இனிமேலும் கிடையாது. களத்தில் இறங்கியவர்கள் களமாடாமல் இருக்க முடியாது.

ஈழப் போர் தாயகத்தில் அமைதியாக இருந்தாலும் உலக அரங்கிலே ஈழத்தமிழ் மக்களின் நீதிக்கான போர் விரிவடைந்து வருகிறது. ஈழத்தமிழர்கள் அனைவரும் நீதிக்காக குரல் கொடுக்க வேண்டும்.

எல்லா இரவுகளும் முடியும். எல்லாக் கொடுமைகளும் முடிவுக்கு வரும். நிட்சயம் இருள் விலகும். இருளின் ஆட்சி மறையும் காலம் நெருங்கி விட்டது. சவால்கள் நிறைந்த காலகட்டமாக இருப்பினும் இது நம்பிக்கைகளின் உதய காலமாக இருக்கிறது. தமிழீழத்தின் பிறப்பு நிச்சயமாகத் தெரிகிறது.

எங்களுக்குள் ஒற்றுமை இல்லை என்பதை நான் ஒத்துக்கொள்ள மாட்டேன்.

ஒற்றுமை என்பது இலட்சியத்தின் அடிப்படையில் கருத்தொற்றுமையில் இருக்க வேண்டும். அப்படி அமையாத ஒற்றுமை எதற்கும் உதவாது.

தமிழீழமே எமது இறுதி இலட்சியம்  என்பதை மனத்தினாலும் மொழியினாலும் நேசிக்கும் தமிழ்த் தேசியவாதிகள ஒரு குடையின் கீழ் ஒன்றுபட வேண்டும்.

ஒரு பாரிய ஆயுதப் போராட்டம் தோல்வி கண்டதால் அந்தத் தோல்விக்கான காரணங்கள் எவையெவை என்பதில் கருத்து வேற்றுமை எழுவது இயற்கை.  ஆனால் அது ஒரு சுயவிமரிசனமாகவே இருக்க வேண்டும்.

எதிர்காலத்தில் எந்த முடிவும் ஜனநாயக அடிப்படையில் எடுக்கப்பட வேண்டும்.  சிந்தனை  தனித்தனியாக இருக்க வேண்டும். ஆனால் முடிவுகள் ஒன்றாக இருக்க வேண்டும்.

எதிர்மறையாகச் சிந்திப்பதை நாம் தவிர்க்க வேண்டும். நம்பிக்கையை எந்தக் கட்டத்திலும் கைவிடக் கூடாது.

தமிழர்களை சார்பு படுத்த பல அமைப்புக்கள் இருக்கலாம். இருக்க வேண்டும். ஆனால் அவற்றின்  இலக்கு ஒன்றாக இருக்க வேண்டும்.

எமது செயற்பாடுகளை குறுகிய, இடைக்கால, நீண்ட காலம் எனப் பிரித்து நாம் செயல்பட வேண்டும்.

நாடுகடந்த தமிழீழ அரசு பன்னாட்டு மட்டத்தில் இனச் சிக்கலுக்கு  அரசியல் தீர்வு காண உழைக்க வேண்டும். மனிதவுரிமை மீறல்களை

அம்பலப்படுத்தி மனிதவுரிமைகளை நிலை நாட்ட வேண்டும்.

உலகத் தமிழ்ப் பேரவை அந்தந்த நாடுகளில்  தேசிய மட்ட அரசியலில் உழைக்க  வேண்டும்.   தேசிய அரசியல் மட்டத்தில் எமது

கோரிக்கைகளை முன்வைக்க வேண்டும்.  உள்நாட்டு தேசிய – அரசியல் சக்திககளைப் பலப்படுத்தும் முயற்சியில் ஈடுபட வேண்டும்.

நாடு தழுவிய தேசிய அவைகள் கலை, பண்பாடு, கல்வி, பொருண்மியம், விளையாட்டு போன்ற துறைகளில் பாடுபட வேண்டும்.

தமிழர் புனர்வாழ்வுக் கழகம் போன்றவை தமிழீழ மக்களின் பொருண்மிய மேம்பாட்டுக்கு உழைக்க வேண்டும்.

ஊடகங்கள் எதிர்மறை நிலைப்பாட்டை கைவிட்டு ஆக்க பூர்வமான அனைத்து செயற்பாடுகளையும்  வரவேற்று ஆக்கமும் ஊக்கமும் கொடுக்க வேண்டும்.

தமிழீழ விடுதலைப் போர் இன்று பல்வேறு நெருக்கடிக்குள் சிக்குண்டு செல்லும் திசை தெரியாது ஸ்த்தம்பித்து நிற்கின்றது. கடந்த ஆண்டு நடுப்பகுதியில் சிறிலங்கா அரசு தனது நேசநாடுகளின் அணியுடன் தமிழ் மக்களுக்கு எதிராக மேற்கொண்ட மிகக்கடுமையானதும் கொடுமையானதுமான இராணுவ நடவடிக்கையை நாம் சரியான முறையில் எதிர்கொள்ளமுடியாது மிகுந்த நெருக்கடிக்குள் சிக்குண்டோம். அதன் பின்னரான நிகழ்வுகளை ஏறக்குறைய ஒரு வருட காலத்திற்கும் மேலான காலத்தில் நாம் உன்னிப்பாக அவதானிக்கின்றோம்.

இறுதிக்கட்ட போரின்போது சிறிலங்கா படையினரிடம் தஞ்சமடைந்த எம்மக்களினதும், சிறிலங்கா படையினரிடம் சரணாகதி அடைந்த எம் வீர மறவர்களினதும் நிலை கண்டு நம் மக்கள் வேதனையில் ஆழ்ந்திருக்க, சர்வதேசமெங்கிலும் வெற்றிதோல்விகளுக்கான விமர்சனங்களும், கதைகளும் தொடர்ந்துகொண்டுள்ளன.

தமிழ்த்தேசியத்தின் எதிர்காலம் ஆரோக்கியமானதாக இல்லை என்கின்ற நிலைகண்டு சர்வதேமெங்கிலும் எம்மக்கள் வேதனையில் ஆழ்ந்திருக்க, மறுபுறம் எப்போதும் போலவே போராளிகளையும், தேசியத்திற்கு ஆதரவாக செயலாற்றியவர்களையும் சிலர் மற்றும் ஊடகங்கள், சில அமைப்புகள் கொச்சைப்படுத்தின. தங்களையே இந்த விடுதலைக்காக அர்ப்பணித்த பல உத்தமர்களை துரோகிகளாக்க சிலர் முயற்சிக்கின்றனர்.அதனையும் செய்தனர்.இன்றும் இந்நிலை தொடர்ந்து கொண்டுள்ளது. சந்தர்ப்ப சூழல் சிலரை நெருக்கடிக்குள் தள்ளியது உண்மைதான்.

தற்போதுள்ள நிலையில் தமிழ் ஊடகங்கள் மிக்க பொறுப்புடன் செயற்படவேண்டிய காலகட்டம் என்பதனை தயவு செய்து புரிந்துகொள்ளவேண்டும். தமிழ்த் தேசியம் மட்டில் பல்வேறு சந்தேகங்களும் வாதப்பிரதிவாதங்களும் உலகெங்கிலும் நடைபெற்றுக்கொண்டிருக்கும் நிலையில் மக்களை அனைவரையும் அரவணைத்து இலக்கு நோக்கி பயணிக்கச் செய்யவேண்டும். அதனை விடுத்து குட்டையைக் குழப்பி தாம் இலாபம் அடைய நினைப்பது வேதனையளிக்கின்றது. இதனை சாதகமாகப்பயன்படுத்தி சிறிலங்கா அரசு இலாபம் அடைகின்றது.

சிறிலங்கா அரசு இலாபம் அடைவதற்கு நாம் களம் அமைத்துக்கொடுப்பதுதான் வேதனையான விடயம். அற்ப சலுகைகளுக்காக உரிமைகளை இழக்கும் இனமாக நம் இனம் இன்று கொஞ்சம் கொஞ்சமாக மாறிக்கொண்டுள்ளது.

தமிழ்த்தேசியம் கடந்த மூன்று தசாப்த கால வரலாற்றில் கண்ட சோதனைகள் அனுபவித்த வேதனைகள், துரோகங்கள் எண்ணிக்கையில் அடங்காதவை. ஆரம்ப காலகட்டங்களில் அவ்வாறான துரோகங்களுக்கு தவிர்க்க முடியாத நிலையில் நடவடிக்கைகள் எடுக்கப்பட்டிருந்தாலும், கால நீரோட்டத்தில் மாற்றுக்கருத்துக்களை கொண்டவர்களையும் அரவணைத்து செல்லவேண்டிய தேவையை உணர்ந்த தலைமை அதற்காக வாயில்களை அகலத்திறந்தது. எல்லோரினதும் கருத்துக்கள் வரவேற்கப்பட்டன. அவைகள் சிந்திக்கப்பட்டன. அவ்வாறான கருத்துக்களை கொண்டவர்களை அரவணைக்கும் பணிகளும் நடந்தன.

இன்று புலம்பெயர் தேசத்தில் வாழும் மக்கள் தாயகத்தில் வாழும் மக்களையும், தமிழ்தேசியத்தின் போக்கினையும் நினைத்து மிகவும் வேதனை கொண்டவர்களாக இருப்பதில் மாற்றுக்கருத்திற்கு இடமில்லை. விடுதலைப்போர் மௌனித்து நிற்கின்ற நிலையில் கடந்து வந்த பாதையில் நாம் செய்த தவறுகளை சரிசெய்து கொண்டு நமது பணத்தை தொடவேண்டும். நமது இலக்கினை எவ்வழியிலாவது அடையவேண்டும்.

ஆனால், நாம் இன்னும் பழையவற்றை நினைத்து சிந்தித்துக்கொண்டுள்ளோம். இன்று நம் முன் ஏகப்பட்ட பணிகள் காத்துக்கிடக்கின்றன. விமர்சனங்களுக்கும் துரோகிகளாக பட்டம் சூட்டுவதற்கும் இது தகுந்த நேரமல்ல.

அரசியல் ரீதியாக நமது உரிமையை மீட்ட நாம் ஒன்றுபடவேண்டிய காலமிது. உலகெங்கிலும் வாழும் எம்மக்களை ஒரு மித்த கருத்தில் கொண்டுவருவதென்பது அவ்வளவு எளிதான காரியம் இல்லைதான். வரலாற்றில் நாம் ஒன்றுபட்டிருக்காமையினால் வரலாற்றில் நாம் கற்றுக்கொண்ட பாடத்தை நாம் இன்னும் மறக்கவில்லை. இந்த நிலையில் நமது ஒன்றுமை என்பது அவசியமானதாக இருக்கின்றது.

அரசியலாளர்கள், புத்திஜீவிகள், ஊடகங்களை சார்ந்தவர்கள், தாயகத்திலும், புலம்பெயர்தேசமெங்கிலும் வாழும் எம்மக்கள், எம்மக்களுக்காக குரல்கொடுக்கும் அமைப்புக்கள் தனிமனிதர்கள் என நாம் அனைவரையும் ஒன்றுபடுத்தி செய்படவேண்டிய காலமிது. இந்தப் பயணத்தில் எவருமே புறக்கணிக்கப்படக்கூடாது. ஓதுங்கிக்கொள்ளவும் கூடாது.  

நாம் ஒன்று பட்டு செயற்படுவவோமானால் அதுவே எம்வெற்றிக்கான முதல்படியாக அமையும்.

சுரேஷ் மீது நீங்கள் காட்டிய அன்பும் ஆதரவும் எமக்கு மிகுந்த மனநம்பிக்கையையும்  ஆறுதலையும் தந்துள்ளது.

தமிழ் இனத்தின் விடிவுக்குத் தொண்டு செய்வோரை தமிழ்மக்கள் தாங்கிப் பிடிப்பார்கள் என்னும் உண்மைக்கு நீங்கள் சான்றாக உள்ளீர்கள்.

சுரேஷ் அமெரிக்காவுக்கு எதிர்வரும் யூன் 9 ஆம் நாள் நாடுகடத்தப்பட இருந்தார் என்பது நீங்கள் அறிந்ததே.

இப்போது இந்த நாடு கடத்தலுக்கான நாள் செப்தெம்பர் மாதத்துக்குத் தள்ளிப் போடப்பட்டுள்ளாதாக சுரேஷின் வழக்கறிஞர்கள் அறியத்தந்துள்ளார்கள். இதற்கான காரணம் எமக்கு நிச்சயமாகத் தெரியாவிட்டாலும் சுரேஷின் நாடுகடத்தலுக்கு எதிராக பொதுமக்கள், பொது அமைப்புகள்,  பல்கலைக் கழக சமூகம், ஊடகங்கள் போன்றவை எழுப்பிய குரலை கனடிய நீதித்துறை மனிதாபிமானத்தோடு பார்த்திருக்கலாம் என நினைக்கிறோம். எதுவாயினம் அவரை நாடுகடத்தும் அபாயம் தொடர்ந்து இருக்கிறது என்பதை நாம் மறந்துவிடக் கூடாது.

Statement issued by Justice for Suresh

Justice for Suresh wishes to thank all those who attended the solidarity event held last Sunday (May 30) in Toronto.

The overwhelming support you extended to Suresh gives us hope and great relief.

You are a testament to the fact that you will always support those who work for the empowerment of our community.

You are aware of the fact that Suresh was ordered to surrender pending extradition to USA on June 9th.

We have now been informed by Suresh’s legal team that the extradition date has been postponed to September.  Although we are not aware of the reason for this postponement, we surmise the authorities might have listened with compassion to the pleas on behalf Suresh by the public-at-large, community organizations, academic community and media. However, we should not forget the fact that Suresh’s extradition to USA still remains a possibility.

We must continue to plead with the Canadian and US governments to extend justice to Suresh. We must continue our efforts until justice is meted to Suresh.

While reiterating our gratitude to you all, please continue to show your love and support for Suresh.

US IS ROCKING THE CRADLE AND PINCHING THE BABY

Dear Your Excellency,

I read with interest the reply you sent to a letter signed by Raj Subramaniam and three others asking “Why do you hate Thamils so much?”

In this connection please refer to my letter dated January 15, 2009 sent to your Excellency.

The US has played the role of Dr.Jeyhil and Mr. Hyde in its relation with the Thamils. US enjoys the dubious distinction of listing the LTTE as a “terrorist” organization and then brokering talks between the LTTE and the GoSL.  On one hand you train the Sri Lanka army, give arms, coastal-guard ships, provide intelligence, surveillance, powerful and sophisticated radars etc. And on the other hand you dole out food aid to the people who are getting killed daily by courtesy of the US. US is a member of the Co-Chairs but it remained  deaf and blind when the government broke the CFA. It is these double standards that are revolting to the extreme.

Yesterday the Defence Secretary Gotabaya Rajapaksa warned ambassadors, news agencies and INGOs acting irresponsibly of “dire consequences” if they attempt to give the LTTE terrorists a second breath of life.

“They will be chased away (if they try) to give a second wind to the LTTE terrorists at a time the security forces, at heavy cost, are dealing them the final death blow,” he said.

Rajapaksa did not mince his words when he said that some ambassadors, specially the German and Swiss ambassadors, and some news agencies were behaving irresponsibly.

He named, CNN, Al-Jazeera and specially the BBC of trying to sensationalize civilian hardships by telecasting video clips from LTTE websites.

“These video clips do not indicate bombings or explosions,” Rajapakse said.

It was irresponsible not to talk about civilians held in the war zone by the LTTE while making comments that only helped the Tigers, he said accusing BBC Anchor Chris Morris of being known for partisan support to the LTTE terrorists from the 1990s.

“If he does not act responsibly and attempts to create panic, I will have to chase him out of the country,” Rajapakse said.

He warned that members of the international community, specifically the German and Swiss ambassadors, who are trying to create panic, will be similarly treated.  (The Island – Feb 01, 2009). Incidentally Gotabhaya Rajapakse is a citizen of USA!

The Sri Lanka government is a neo-fascist state. Its human rights abuses have been documented by several human rights organization.  During the last 3 years 16 journalists (14 Thamils and 2 Sinhalese) have been killed. The latest victim to state terror is the editor of the Sunday Leader. None of the perpetrators of these ghastly murders – killing of 17 aid workers (16 Thamils and 1 Muslim) in Muthur and assassination of 5 Thamil students in Trincomalee – have been caught and brought to justice.

Thamils have been oppressed politically, economically and militarily for decades, but most cruelly in the last three years.  A Sinhala army is occupying Thamils land and farms.  William Clarence in his book, Ethnic Warfare in Sri Lanka and the UN Crisis, said that the world has not been heeding the storm signals from Sri Lanka from the time of its independence in 1948.

Three years ago Prof Alston, UN Rapporteur for Extrajudicial Killings and Disappearances in his report after his fact-finding mission to Sri Lanka urged for UN human rights monitoring for Sri Lanka which has been resisted ferociously by Sri Lanka in spite of the appeals by international human rights bodies like AI, HRW, ICJ, ICG and others. Alston has been reiterating it at UN General Assembly and UN Human Rights Council ever since.

But killings, abductions, economic embargo and restrictions on entry for humanitarian agencies have been going on in Northeast Sri Lanka from which journalists have been barred for more than thirty months. Fact-finding missions to the Northeast by civil societies and religious groups have been reporting the fear and hopelessness of the people and their appeal to the outside world to pray for their freedom.

On 9 December 2008 the Genocide Prevention Project released a ”red alert” list of 8 countries that included Sri Lanka along with Sudan, Myanmar, Somalia, Iraq, Pakistan, the Democratic Republic of Congo and Afghanistan and ii. an ”orange alert” list of 25 countries containing Palestinian territories. According to international analysts Sri Lanka has been the worst for political violence in the last thirty years. It is the most militarised and the worst human rights violator in South Asia according to an Asian Human Rights Centre.

The US under the former discredited George Bush has betrayed the Thamils as never before.  Your Excellency who advocated talks between the LTTE and the GoSL now say there is no need to talk to the LTTE.

And finally who is this Anandasangaree your Excellency is talking about? He contested the parliamentary elections in 2004 and lost his deposit after polling less than 6,000 votes. I can understand Anandasangaree becoming a darling of the GoSL, but how come such Thamil traitors have become darlings of the US Ambassador?

Our only hope is that with Barack Obama there will be sea change in the US governance. The Secretary of State Madam Hillary Clinton during her campaign said that it is wrong to lump all those who take up arms as “terrorists.” She specifically mentioned the Thamil Tigers.

The LTTE has been brutally efficient in killing off a generation of Tamils who could have provided a moderate alternative to Prabakharan.  Our challenge is always to find moderate Tamil leaders who are willing to stand up to threats and make a difference.  Anandasangaree has won international prizes for his efforts but there are others, including from the diaspora whom we hope will step forward.

Boycott of IIFA event to be held in Sri Lanka

Dear Thiru Guhanathan,

We write to thank you for your decision to boycott the IFFA event to be held in Colombo, Sri Lanka.

The Government of Sri Lanka (GOSL) is guilty of committing war crimes and crimes against humanity, especially during the final phase of the
war against LTTE from January to May 18, 2009.

It has been one year since the bitter civil war ended, yet the GOSL has woefully failed to address the rehabilitation and resettlement of thousands of internally displaced

Thamil people (IDPs) with any seriousness.  Their basic livelihoods have been destroyed and their freedom of movement curtailed. Even those who were allowed
to move out of internment camps have been left in the lurch and told to fend for themselves. They were given a 6 tin sheets and Rs.25, 000 but they have no jobs,
no education and other basic amenities.

Still about 80,000 Thamil people are held in camps in Vavuniya awaiting resettlement. It is a pathetic situation where Thamils have become refugees in their own land of birth.

In contrast the GOSL is building homes for 60,000 Sinhalese (military) families in Vanni at a cost of $110 million financed and constructed   by the Chinese government.

Human Rights groups like the Amnesty International (AI), Human Rights Watch (HRW) and International Crisis Group (ICG) have called for investigation
and prosecution of those who committed war crimes before an international court.

In a report dated May 17, 2010 the  ICG  says evidence collected by the  Group suggests  that from January to May 2009  thousands of Thamil civilian men,
women, children and the elderly killed, countless more wounded, and hundreds of thousands deprived of adequate food and medical care, resulting in more deaths.

ICG says   evidence also provides reasonable grounds to believe the Sri Lankan security forces committed war crimes with top government and military leaders potentially responsible.

The government has also no plans to address the political grievances of the Thamil people. When the war was in progress India told the GOSL that there is no military
solution to the conflict and what is needed is a political solution that will satisfy the aspirations of Thamil people.  Sadly the Indian government has done
nothing in practical terms to compel the GOSL to seek a political solution. The Indian government appears to be not serious about finding a solution.

In these circumstances only the government of Thamil Nadu and its people can pressure the centre to help the Thamil people.

The complete boycott of the IIFA event will compel the GOSL that there is a price to pay if oppression of Thamils continues unabated.

Boycott of IIFA event to be held in Sri Lanka

Dear Thiru Rama Narayanan,

We write to thank you for your decision to boycott the IFFA event to be held in Colombo, Sri Lanka. We must thank Amitabh Bachchan for his magnanimity and grace in withdrawing from the event due to appeal by the Film Employees Federation of South India (FEFSI) and Thamil Film Producers Council (TFPC).

It is now necessary that FEFSI/TFPC applies pressure to the rest of the film stars from North attending the IFFA event.

Though the war is over there is no peace in Sri Lanka. Over 80,000 Thamil refugees are continued to be held against their wish behind barbed wire fences and guarded by the Sinhala armed forces.

Even those 300,000 Thamils allowed to go home earlier are without jobs, a permanent roof over their heads, education and other basic necessities of life.

A visit by Thamil parliamentarians to one of the internment camps (Menik farm) was blocked by the armed forces on the orders of Gotabhaya Rajapakse, Defense Secretary and sibling of President Mahinda Rajapakse.

In Jaffna which is the cultural city of Thamils the law and order is conspicuously absent.  Murders, abductions for ransom, rape are so rampant the people feel they are under siege. The presence of 40,000 Sinhala troops is no deterrent to these crimes.

In the meantime, the GoSL is under increasing attack by human rights groups like Amnesty International (AI) Human Rights Watch (HRW) and media like Ch4 (U.K.)

While the GoSL is bent on sweeping human rights abuses under the carpet, new evidences have emerged on Sri Lanka’s war crimes committed during the last phase of the war.

The HRW in a damning report has published photos taken in early 2009 by a soldier from the Sri Lankan Air Mobile Brigade showing a Thamil rebel getting killed brutally by a group of army people.

Last year, Channel 4   produced credible reports on human rights violations during the war.

Amateur video smuggled out of the country by Sri Lankan journalists and obtained by Channel 4’s Jonathan Miller showed journalists who smuggled it out of the country, the execution of Thamil prisoners by government forces at point blank range. The video was later deemed authentic by a panel of experts who studied the footage for the United Nations.

On  May 18,  Channel 4 News presented what it said was additional  testimony from two former members of Sri Lanka’s military who claim that the government ordered the execution of Tamil prisoners  during the last phase of the war.

UN Secretary General is exploring the possibility of appointing a Commission of Experts to advise him on alleged violations of human rights and humanitarian laws in Sri Lanka.

The GoSL is ignoring the growing international clamour for an impartial investigation into this and other alleged war crimes and crimes against humanity before and after the war ended.  Recently Mahinda Rajapakse has appointed an eight men Commission on Lessons learnt and Reconciliation, but the Commission lacks credibility. Commissions appointed in the past have proved to be an exercise in futility and an eye wash.

The IIFA event is a ploy by the GoSL to white wash its sins in the eyes of the world. IIFA  should not aid or abet President Mahinda Rajapakse whose hands are soaked with the blood of innocent Thamils.

Not only the FEFSI/TFPC the entire people of Thamil Nadu and India should arise and demand justice for the war dead and wounded.

The complete boycott of the IIFA event will compel the GOSL that there is a price to pay if oppression of Thamils continues unabated.

Boycott of IIFA event to be held in Sri Lanka

Dear Thiru Radha Ravi,

We write to thank you for your decision to boycott the IFFA event to be held in Colombo, Sri Lanka.  Holding this event in Sri Lanka which faces charges of war crimes and crimes against humanity would be an insult to  the 400,000 Thamils living in squalid conditions in internment camps in the North and East of Ceylon.

While the Sri Lanka armed forces slaughtered civilians   much of the International Community (IC)  including India, turned a blind eye to the violations.
Further,  the IC failed  to press for political reforms to address Tamil grievances or for any improvement in human rights.

Some issued statements calling for restraint but took no action as the government continually denied any wrong doing.  The end of the war came at the cost
of immense civilian suffering and an acute challenge to the laws of war. It also undermined the credibility of the United Nations and further entrenched bitterness among
Thamils in Sri Lanka and in Diaspora which may make a durable peace elusive.

Human Rights groups like the Amnesty International (AI), Human Rights Watch (HRW) and International Crisis Group (ICG) have called for investigation and prosecution of those who committed war crimes before an international court.

In a report dated May 17, 2010 the  ICG  says evidence collected by the  Group suggests  that from January to May 2009  thousands of Thamil civilian men,
women, children and the elderly killed, countless more wounded, and hundreds of thousands deprived of adequate food and medical care, resulting in more deaths.

ICG says   evidence also provides reasonable grounds to believe the Sri Lankan security forces committed war crimes with top government and military leaders potentially responsible.

A senior Sri Lankan army commander and frontline soldier told  Channel 4 News that point-blank executions of blind-folded  Thamil youths  were carried out under orders from top.

Meanwhile, resettlement of IDP’s is just  re-orphaning. What the government did as resettlement is to leave the people at slums on the two sides of the road.
They are given only 9 corrugated metal sheets and 10 pieces of wood in this so called resettlement. Some houses haven’t been given even that much.
They have been given only a tent sheet by the NGOs.

Around 82,000 people – children, women, and the elderly – are still locked behind barbed wire fences and more than 10,000 alleged insurgents are held in camps where torture has been documented. Many of those who have ‘returned home’ came back to rubble and poverty.

While the war is over,  abduction of innocent civilians for ransom, intimidation of judges, attacks on lawyers, journalists and aid workers haven’t stopped. Opposition Members of Parliament, independent media and INGOs are denied access to visit camps.  Contrary to claims the ruling regime has done nothing to bring about justice for victims or promote reconciliation.

While the Sri Lanka government is slow to rehabilitate and resettle displaced Thamil families, it is speeding  ahead with an ambitious programme to construct houses for 60,000 Sinhalese military families in Vanni at a cost of $110 million wholly financed by the Chinese government. This in addition to two large army bases to be constructed in Vanni. .

While Thamil national monuments are destroyed by the Sinhala army, the building of Buddhist temples along with Sinhalese settlements in Vanni and Jaffna are going unchecked. In the east too, especially in Trincomalee Sinhalese are brought from the south and settled  en masse.

All these years the Thamils faced Sinhalization and militarization of their traditional homeland. Now the Sri Lanka government is bent on Buddhistization to complete ethnic cleansing of Thamils.

The 3 million Thamils of Ceylon are facing extinction through genocide. Only the Thamil people of Thamil Nadu can come to their  rescue.

The complete boycott of the IIFA must serve as the first step in mobilizing the people in support of Thamils reeling under the jackboot of Sinhalese – Buddhist hegemony.

Once again we thank you for your moral support. But more have to be done to  win the political and economic freedoms of  Thamil  people.
